COUNCIL AGENDA REPORT
AGENDA DATE: September 30, 2025
TO: Mayor and Councilmembers
FROM: City Administrator’s Office
SUBJECT: Proposed Lease Agreement for 920 State Street with Estrella Emporium LLC, dba Game Seeker [Ordinance Introduction;
Agreement]
RECOMMENDATION:

That Council introduce and subsequently adopt, by reading of title only, an Ordinance of the Council of the City of Santa Barbara Approving and Authorizing the City Administrator to Execute a Five-Year Lease Agreement with One, Five-Year Option with Estrella Emporium LLC, doing business as Game Seeker of Santa Barbara, for the 1,200 Square Foot Retail Space at 920 State Street Commencing Upon the Effective Date of the Enabling Ordinance.

DISCUSSION:

The conjoined spaces at 916, 918, and 920 State Street were built as part of the City of Santa Barbara’s Lot 9 and Fiesta Five Construction Project and were under the Metropolitan Theatres Corporation Master Lease for over 50 years. These spaces are centrally located on the State Street Plaza and are attached to the Lobero Garage. Following the expiration of the Master Lease with Metropolitan Theatres in September of 2024, the theater space at 916 State Street was leased to the Santa Barbara International Film Festival, and the holdover subtenants in the retail spaces at 918 and 920 State Street were given the option to enter into license agreements while negotiating leases directly with the City. At the time, 920 State Street was occupied by 805 University. They declined to move forward with a license agreement and vacated the space. The space at 920 State Street has been vacant since October of 2024.

Staff recommends Council authorize execution of a five-year lease agreement with Estrella Emporium LLC, doing business as Game Seeker, for the vacant space at 920 State Street.

Game Seeker is a locally owned business and has been in the State Street Plaza for over 20 years. The proposed lease allows for the sale of board games and activities, and hosting game nights with other cultural centers in the community.

File Code No. 330.04
Council Agenda Report
Proposed Lease Agreement for 920 State Street with Estrella Emporium LLC, dba Game Seeker [Ordinance Introduction; Agreement]
September 30, 2025

Page 2 ends

Steven and Ingrid Estrella, the owners of Game Seeker, have a demonstrated track record of successfully operating a locally engaged retail business. Game Seeker successfully operated out of 537 State Street for 20 years but is seeking a new home after their previous lease was not renewed due to planned renovations. Staff have reviewed Game Seeker’s business plan and are confident that they are able to fulfill their obligations under the proposed lease.

The business terms of the proposed lease are as follows:
 Five-year term with one, five-year option to renew at a fair market rate adjustment.  Base Rent: Initial rate of $3,000 per month.
 Percentage Rent: Ten percent of the Tenant’s Gross Receipts above $50,000 monthly.
 Annual Rent Adjustment based on the Consumer Price Index (CPI).

This Lease was brought to the Downtown Parking Committee for review on September 11, 2025. The Committee voted 3 - 1 to recommend to City Council to approve the proposed five-year lease agreement of 920 State Street with the input that City staff negotiate a fair market rate adjustment at the five-year lease renewal term. That term is now contained in the Agreement.

BUDGET/FINANCIAL INFORMATION:

The lease revenues are assumed in the Downtown Parking Fund for Fiscal Year 2026 and will be included in future budgets.

A copy of the contract may be requested from the City Clerk’s Office for review by contacting [email protected]

F. Amend the City Parking and Access Standards to include two new bike rack designs; and
G. DISCUSSION:

The City of Santa Barbara recently completed a citywide bike rack inventory and will be replacing existing Bicycle Hitching Posts with new compliant and secure bike racks. The City is phasing out the existing hitching posts from the public right-of-way because they do not meet industry standards nor the City’s Access and Parking Standards and they are prone to bike theft.

On March 12, 2025, the HLC approved Huntco Site Furnishings’ Huntco Rambler and the Huntco Rambler Wide bicycle racks with a color of green (B121) in the El Pueblo Viejo Landmark District (Attachment 1). Staff recommended these bike racks because they are well-suited for single rack installations on sidewalks. The bike racks offer two points of contact to effectively support a bicycle, minimize scratching to bikes, provide enhanced security, and are built to withstand prolonged usage with minimal rusting or deformation.

The racks also have a thermoplastic powder coating, which is necessary for the City’s coastal environment.

Grant Awards
Coastal Resource Mitigation Fund Grant
On August 19, 2025, the Board of Supervisors of the County of Santa Barbara approved the contract for the Coastal Resource Mitigation Fund Grant in the amount of $56,772, with a City match of $13,928 ($5,688 required 10% match plus $8,240 in-kind staff time) from the City’s Sustainability and Resiliency Department Budget for matching funds. This grant will fund:
 6 bike racks at Leadbetter Beach;
 6 bike racks at Stearns Wharf;
 6 bike racks at Skater’s Point; and
 64 bike racks throughout the Waterfront in high demand areas.

Depending on the final costs of the racks, there may be the opportunity to install more bike racks. The bike racks are required to be installed by April of 2026 per the grant deadlines.

Council Agenda Report
Adoption of Resolutions and Authorization of Cooperative Agreement for Increasing Secure, Convenient, and Accessible Bicycle Parking [Resolution; Agreement] September 30, 2025

Page 3 ends

Active Transportation Program Cycle 7 Large Metropolitan Planning Organization Grant On February 20, 2025, the Santa Barbara County Association of Governments (SBCAG) adopted Resolution 25-08, approving the Active Transportation Program Cycle 7 Large Metropolitan Planning Organization (MPO) Component Funding recommendations to the California Transportation Commission (CTC). As part of the resolution, $35,000 will be awarded to the Project. In June of 2025, the CTC approved SBCAG’s recommendation.

In October of 2025, the CTC will appropriate the Project construction phase for funding.

The bike racks are required to be installed by October of 2026 per the grant deadlines.

Equipment Standardization
It is in the City’s best interest to create a list of standardized bike rack designs to ensure consistent bicycle parking installations across the City and minimize staff time and training for installations. This will also provide off-the-shelf, commercially available rack options for City and private development projects. Staff recommend that Council find it to be in the City’s best interest to approve equipment standardization for public bicycle parking rack standard equipment for the next five-year period and authorize the acquisition of the listed equipment in accordance with Santa Barbara Municipal Code Section 4.52.060 (G).

Sole Source Purchase Agreement
Staff recommend that Council authorize the General Services Manager to issue a Purchase Order to Huntco Site Furnishings to purchase the HLC approved bike racks to enable the City to efficiently work on the Project. Additional Purchase Orders may be processed over a five-year period if additional funding is available.

Amendments to the City’s Access and Parking Standards and Engineering Standards Staff recommend amending Figure 8: Short-Term Bicycle Racks and Layouts of the City Parking and Access Standards to include two new bike rack designs for public and private developments (Attachment 3).

$35,000 $0 $35,000
Total $91,880 $13,928 $105,808
Staff recommend appropriating the grant funds in the amount of $91,880 to the Streets Grants Capital Fund and allocating available expenditure appropriations in the amount of $13,928 from the City’s Sustainability and Resiliency Department Budget in Fiscal Year 2026 to cover the City match. With the acceptance and appropriation of the grant funding and matching funds, there are sufficient expenditure appropriations in the Streets Grant Capital Fund to cover the Project costs.

SUSTAINABILITY IMPACT:

Personal passenger transportation currently accounts for 42 percent of greenhouse gas emissions within the City. Increasing access to safe, accessible, and secure bicycle parking furthers Council’s goal of reaching carbon neutrality by 2035 by facilitating more sustainable active transportation to help reduce these transportation emissions. The Project is consistent with the City’s Bicycle Master Plan, Local Coastal Plan, and Climate Action Plan. The Project begins implementation in the Downtown and the Waterfront because they are the City’s two highest active transportation neighborhoods.

A copy of the contract may be requested from the Public Works Department for public review by contacting [email protected].

ENVIRONMENTAL REVIEW:

Under Santa Barbara Municipal Code (SBMC) § 22.100.070 and § 22.100.080, the Public Works Director has determined that the Project is exempt under California Environmental Quality Act (CEQA) Guidelines § (15301 (c) & 15303 (j)).

CEQA Guideline Sections 15301 and 15303 (also known as the “Class 1 and 3 Exemptions”) covers the installation or removal of bicycle racks. This Project meets the criteria of subdivision (c) under 15301, which includes the addition of bicycle parking, and subdivision (j) under 15303, which includes the installation of bicycle racks within existing sidewalks, streets, or other public places.

For these reasons, the Public Works Director, exercising authority under SBMC §

22.100.080, has determined that the Project is exempt under CEQA.

CITY OF SANTA BARBARA

COUNCIL AGENDA REPORT
AGENDA DATE: September 30, 2025
TO: Mayor and Councilmembers
FROM: Human Resources Department
SUBJECT: Approval of a 401(a) Deferred Compensation Retirement Plan [Resolution]
RECOMMENDATION:

That Council adopt, by reading of title only, a Resolution of the Council of the City of Santa Barbara Approving the Establishment of a 401(a) Deferred Compensation Retirement Plan for City Employees and Authorizing the Finance Director to Execute All Necessary Documents.

DISCUSSION:

The City currently provides employees with retirement benefits through CalPERS and a 457(b) Deferred Compensation Plan. In response to Council direction, staff has evaluated the option of establishing a 401(a) Defined Contribution Retirement Plan.

A 401(a) plan is a tax-qualified defined contribution retirement account available to public sector employers. Contributions are made on a pre-tax basis by the employer, the employee, or both, depending on the plan design. These plans are commonly used to provide retirement benefits for executive management, bargaining units, or as part of an early retirement incentive.

While both plans offer tax-deferred growth, there are structural and operational differences that may make a 401(a) plan more advantageous under certain circumstances. 401(a) plans allow the employer to set vesting schedules, creating an incentive for long-term service. In addition, by offering a 401(a), the City can differentiate its benefits package and strengthen its ability to attract and retain skilled employees as this plan has higher contribution limits. Also, because contributions to a 401(a) do not reduce the allowable contributions to a 457(b), employees may participate in both simultaneously, maximizing tax-deferred savings. Therefore, for employees who already maximize their 457 contributions, the 401(a) plan provides an additional retirement savings vehicle.

Approval of a 401(a) Deferred Compensation Retirement Plan [Resolution] September 23, 2025

Page 2 ends

After reviewing available options, staff recommends adoption of a 401(a)-plan administered by Voya Financial, the current administrator of the 457(b) Deferred Compensation Plan. The key features of the proposed plan include:
 Eligibility: City Attorney and future management, confidential, represented groups, etc.
 Contributions: Mandatory employer contribution, employee contributions, matching contribution structure, or lump-sum contributions in lieu of other benefits.  Administration: The plan will be administered by Voya Financial, with all compliance, reporting, and fiduciary responsibilities outlined in the agreement.

As mentioned, implementation of this plan provides benefits such as enhancing recruitment/retention, offering tax advantages, and providing employees with a supplemental retirement savings tool.

BUDGET/FINANCIAL INFORMATION:

An annual asset-based service fee for Voya to administer the plan is 0.25% and will be calculated monthly based on the average daily fund balances and deducted monthly. The service fee is not a direct cost to the City and is charged to accounts of plan participants.

COUNCIL AGENDA REPORT
AGENDA DATE: September 30, 2025
TO: Mayor and Councilmembers
FROM: City Administrator’s Office
SUBJECT: Acceptance of Terms and Conditions of State Local Housing Trust Fund Program Conditional Award [Resolution]
RECOMMENDATION: That Council:

A. Adopt, by reading of title only, a Resolution of the Council of the City of Santa Barbara, Authorized to Act as Manager of the City of Santa Barbara Local Housing Trust Fund, Authorizing Execution of Application to the California Department of Housing and Community Development Local Housing Trust Fund, Standard Agreement and any Subsequent Amendments or Modifications Thereto; and B. Authorize the City Administrator to accept the Terms and Conditions of a Local Housing Trust Fund Program, Round 5 Conditional Award of $1,042,476.

DISCUSSION:

On September 10, 2024, City Council authorized the application for matching funds totaling $2.9 million from the State’s Local Housing Trust Fund Program for Affordable Housing Projects. These projects included:

1. Agency: The Housing Authority of the City of Santa Barbara Project Name: 15 South Hope
Estimated Cost: $41,200,000
Project Description: The project consists of a new-construction, multi-family rental housing development totaling 46 units, to be built on a 53,910 square-foot vacant parcel. The project will encompass 17 studios, 13 one-bedrooms, and 16 two-bedroom apartments, with one two-bedroom apartment set aside as unrestricted for an on-site manager.

2. Agency: People’s Self-Help Housing
Project Name: Carrillo Street Apartments
Estimated Cost: $55,252,462
Agenda Item No. 5
File Code No. 660.04
Council Agenda Report
Acceptance of Terms and Conditions of State Local Housing Trust Fund Program Conditional Award [Resolution]

Project Description: The project is to develop and construct 65 permanently affordable, newly constructed apartment homes on 0.71 acres. The site compromises four separate parcels: 312 W. Carrillo Street, 316 W. Carrillo Street, 1018 Placida Place, and 318 W. Carrillo Street. Development involves demolition of existing structures and new construction of 20 studio units, 42 one-bedroom, and three two-bedroom units, with one unrestricted manager’s unit.

On August 27, 2025, the City was notified by the California Department of Housing and Community Development of a Conditional Award Commitment of $1,042,476.77 that includes the following:

Program Award Amount
Five Percent (5%) Admin Costs $52,123.84
Local Housing Trust Fund Program Funding $990.352.93
The Resolution that was adopted on September 10, 2024 authorizes Elias Isaacson, the former Community Development Director, to execute the LHTF Application, the LHTF Standard Agreement and any subsequent amendments or modifications thereto, as well as any other documents which are related to the Program or the LHTF Award to Application, as the Department may deem appropriate. Due to the re-organization of the Housing and Human Services Division under the City Administrator’s Office, and specifically the City Administrator, the City needs to adopt a new Resolution (attached) in order to execute all documents.

BUDGET/FINANCIAL IMPACT:

On December 6, 2022, City Council allocated $2,883,548 from the Fiscal Year 2022 General Fund operating surplus to meet the matching funds requirements of establishing a Local Housing Trust Fund. This funded earned interest and the City was able to leverage a total of $2.9 million in matching funds for an application to HCD through the LHTF program.

On August 27, 2025, the City received notice of a Conditional Award of $1,042,476.77 which is $1,857,523.23 less than requested. City staff will return to Council with a recommendation on how the awarded funds will be allocated in support of the two projects included in the application.

COUNCIL AGENDA REPORT
AGENDA DATE: September 30, 2025
TO: Mayor and Councilmembers
FROM: Public Works Department
SUBJECT: Award of Design of Taxiways E, A3, and A5 Pavement Repairs Project [Resolution; Agreement]
RECOMMENDATION: That Council:

A. Authorize the Public Works Director to execute a City Professional Services contract with Kimley-Horn and Associates, Inc. in the amount of $290,630 for engineering design services, and authorize $29,063 for potential extra services, for a total expenditure authority of $319,693; and
B. Adopt, by reading of title only, a Resolution of the Council of the City of Santa Barbara Amending Resolution No. 25-066, Adopting the Budget for Fiscal Year 2026, to Appropriate Funds for the Award of Design of Taxiways E, A3, and A5 Pavement Repairs Project.

DISCUSSION:

Background
The Santa Barbara Municipal Airport (Airport) comprises of a system of three runways and multiple taxiways with pavement continually requiring preventative maintenance and repairs ranging from minor surface rehabilitation to full-depth reconstruction.

Implementing these measures prevent severe pavement deterioration and consequently minimizes the safety risk of aircraft operating on the runway and taxiway pavement surfaces. The Airport has assessed the pavement condition and work history of Taxiways E ‘Echo”, A3 “Alpha Three” and A5 “Alpha Five” and selected these taxiways for repair in Fiscal Year 2026. Taxiway E spans the backside of the airport terminal and serves as the direct path between the boarding gates and the primary runway for most commercial aircraft. Similarly, Taxiway A5 receives frequent air traffic from commercial and general aviation aircraft as it is the only connector for Runway 7’s threshold end. General aviation aircraft typically use Taxiway A3 because it is the closest route from Runway 7’s threshold end to the Airport’s Fixed Based Operators apron space, where aircraft can park and refuel between operations.

These taxiways recently received preventative maintenance applications such as crack sealant and urgent patch repairs; however, the individual taxiways have not had major rehabilitation for ten to twenty years. Depending on the extent of the repairs, which will be determined during the design process, the taxiway pavement repairs might require additional modifications to the taxiway width, fillet radius, and other geometric changes to comply with the latest airport design standards outlined by the Federal Aviation Administration (FAA). Any proposed geometric changes associated with the Airport’s future development, as referenced in the Airport’s 2025 Master Plan Update, may coincide with the taxiway pavement repairs.

Project Description
Each taxiway has varying levels of pavement deterioration including cracking, weathering, raveling, and formation of depressions. The taxiways with the most severe pavement distress in the order from greatest to least are Taxiway E, Taxiway A5, and Taxiway A3.

Pavement maintenance and repair methods range from minor to major corrective actions such as an asphalt seal coat, a milling and paving rehabilitation of the surface asphalt layers, and a full-depth reconstruction to the subgrade. The design analysis will utilize available work history logs, Airport records, and a geotechnical investigation report from the award of design. This information will contribute to identifying the most appropriate and economic pavement repairs for the project taxiways. Treating the taxiway pavement with corrective maintenance and repair solutions prevents further pavement deterioration requiring more costly repairs. It also helps reduce the risk of loose pieces of asphalt dislodging from the pavement’s surface, which poses a high risk to aircraft if ingested in the turbine engines or colliding with propellors. Repairing the pavement improves the pavement structure and extends the taxiway design life. The Airport anticipates starting the project in Spring 2026 and estimates approximately three months to complete.

This Airport project was selected from the Airport’s five-year forecast Capital Improvement Program previously presented to Airport Commission on October 16, 2024.

The three selected taxiways and corresponding lengths are shown on the vicinity map (Attachment).

Design Phase Consultant Engineering Services
Staff recommends that Council authorize the Public Works Director to execute a contract with Kimley-Horn and Associates, Inc. in the amount of $290,630 for engineering design services and authorize $29,063 for potential extra services, for a total expenditure authority of $319,613. Kimley-Horn and Associates, Inc. specializes in engineering design within the aviation and airport industry and was selected as the most qualified firm from a competitive Request For Quotation solicitation and evaluation completed in 2024. After the selection of Kimley-Horn and Associates, Inc., staff evaluated the fee proposal and determined the fee is fair and reasonable, as it closely matches staff’s fee calculation from the Independent Fee Estimate tool required for federal contracts.

BUDGET/FINANCIAL INFORMATION:

The FAA, under authorization from the United States Congress, distributes federal grants under the FAA Airport Improvement Program (AIP) to all eligible commercial service airports. Funding is first awarded on an entitlement basis, which guarantees a minimum level of federal assistance each year depending on the prior year passenger enplanement levels, and secondly on a discretionary basis. This Project qualifies for the entitlement funding for its direct relation to commercial airline usage and therefore will receive federal assistance through a FAA AIP grant that funds 90.66 percent of the total project cost. The City of Santa Barbara (City) Airport will cover the Airport sponsor share of 9.34 percent with local funds.

On September 2, 2025, the Airport executed AIP Grant Agreement 3-06-0235-080-2025 for the design contract and other design related costs. With the recommended appropriation of the FAA AIP grant funds of $292,100 and the City share funds of $30,093 from the Airport Capital Grants Fund, there will be sufficient expenditure appropriations for project expenditures in the Airport Capital Grant Fund in Fiscal Year 2026 to cover the cost of this Project.

The following summarizes all Project design costs, construction contract funding, and other Project costs:

COUNCIL AGENDA REPORT
AGENDA DATE: September 30, 2025
TO: Mayor and Councilmembers
FROM: Finance Department
SUBJECT: Agreement for Employee Exposure Monitoring – Noise [Agreement] RECOMMENDATION:

That City Council approve and authorize the Finance Director to execute an agreement with Yorke Engineering to conduct noise level surveys at various employee worksite locations throughout the City over a period of four years, at a total cost not to exceed $150,000.

DISCUSSION:

Council created the Self-Insurance Fund (SIF) to administer workers' compensation and liability claims, coordinate the occupational safety and health program, and administer a comprehensive insurance portfolio to protect City assets. The occupational safety and health program conducts a variety of tasks to comply with OSHA safety mandates and eliminate or reduce loss exposures that may lead to injury or damages.

City staff use various types of tools and equipment to deliver services to the community. The Hearing Conservation Program protects City staff who perform work tasks in loud environments. Cal/OSHA requires an employer to identify when the noise level in a working environment exceeds specific parameters.

Yorke Engineering will conduct noise level testing at numerous locations over the next four fiscal years. The team from Yorke Engineering will outfit City staff with scientific equipment to measure noise levels. City staff will wear the gear while performing regular work tasks.

Yorke Engineering will submit a report at the completion of the noise level surveys each fiscal year. The reports will summarize the results and recommend specific actions based on the data.

The City periodically performs noise level surveys to identify hazards for staff. Tetra Tech, Inc., conducted the last noise level survey for the City in September 2001. The number and type of equipment, such as tools, and machinery used by staff has changed since the previous noise level survey conducted in 2001. The California Department of Industrial Relations, Division of Occupational Safety and Health (CalOSHA) requires that hearing protection is required for all staff exposed to noise decibel levels of 85 for an average 8-hour work shift. Conducting this survey will ensure compliance with this requirement. Staff plan to conduct a survey during a 10-year cycle, which is best practice.

SIF staff will use the noise level survey results to administer the Hearing Conservation Program. The noise level survey results will identify the noise hazards associated with specific tasks, identify the specific job classifications who must participate in the Hearing Conservation Program, and guide management teams in selecting the appropriate types of hearing protection for use by employees when performing work in loud environments.

BUDGET/FINANCIAL INFORMATION:

The Risk Management Division selected Yorke Engineering for this project after completing a formal Request for Proposal competitive bid process. The proposal from Yorke Engineering was the most complete and responsive.

The Self-Insurance Fund annual budget appropriated funds for this specific expense. The amount allocated in FY2026 for the noise level survey covers the full value of the expense.

The parties agree that payment in any fiscal year beyond the amount appropriated in Fiscal Year (FY) 2026 remains subject to Council budget approval and appropriation of funds in the annual fiscal year budget; and this contract may be terminated at no cost to the City, if Council does not appropriate funds toward this expense in any future fiscal year.

A copy of the contract/agreement may be requested from the Finance Department for public review by emailing [email protected].

FROM: City Administrator’s Office
SUBJECT: Community Development Director Employment Agreement [Agreement]
RECOMMENDATION:

That the City Council receive and confirm the employment agreement for Community Development Director.

DISCUSSION:

After the Community Development Director position became vacant in March 2025, Allison DeBusk, City Planner, took the helm of the department as Acting Community Development Director. Over the last seven months, Ms. DeBusk has demonstrated a deep understanding and knowledge of the City’s development processes and has led the department well. The City Administrator has appointed Ms. DeBusk as the new Community Development Director, effective September 30, 2025.

Pursuant to City Charter Section 604 (a), the City Administrator has the authority to appoint or remove department heads and employees of the City but she first must review the appointment with the City Council and receive approval for such appointment.

Ms. DeBusk brings over two decades of planning experience, including more than 20 years with the City of Santa Barbara. She has distinguished herself in positions of increasing responsibility, advancing from Assistant Planner to City Planner, demonstrating a deep commitment to public service and excellence in urban planning. Currently managing the Planning Division, she oversees zoning, development and environmental review, design review and historic preservation, and long-range planning. Ms. DeBusk has played a key role in shaping Santa Barbara’s built environment, having worked on transformative projects such as the Public Market, the Sandman Redevelopment (Estancia), the MOXI Museum, and the Montecito Country Club renovation. She has also led zoning ordinance amendments and co-authored the City’s Average Unit-Size Density (AUD) Progress Report.

COUNCIL AGENDA REPORT
AGENDA DATE: September 30, 2025
TO: Mayor and Councilmembers
FROM: Human Resources Department
SUBJECT: Approval of Benefit Plans Effective January 1, 2026 RECOMMENDATION: That Council:

A. Approve the renewal rates for the CalPERS Health Plans; Delta Dental Plans; Vision Service Plans; Employee Assistance Program (EAP); Health and Dependent Care Flexible Spending Accounts (FSA) benefits, and Term Life and Disability Insurance Plans from the Standard Insurance Company; and
B. Authorize the City Administrator to execute any necessary contracts or any amendments to agreements or contracts.

DISCUSSION:

Each year, the City obtains renewal rates and new benefits for the benefit plans covering its eligible active and retired employees. These benefit plans include Medical, Dental, Vision, Employee Assistance Program (EAP), Health Flexible Spending Accounts (FSA), Dependent Care Flexible Spending Accounts (DCA-FSA), Term Life Insurance, and Disability Insurance programs. Staff coordinated this renewal process with the CalPERS Health Program and with the City’s benefits broker, USI Insurance Services. The Employee Benefits Committee (comprised of members from the various employee groups), have been apprised of the renewal information and the renewal rates. Staff recommend that the City renew its agreements with all current medical, dental, vision, term life, and disability insurance and EAP plan providers Medical Plans
The City joined CalPERS Health Program effective January 1, 2020, replacing direct contracts with private insurers such Aetna and Kaiser. The CalPERS Health Program allows the City to offer employees and retirees a variety of health plans that best fit their health care needs.

The CalPERS Health Program offers several medical plans in Santa Barbara County including the Anthem Traditional HMO, Blue Shield Access+ and Blue Shield Trio HMO, PERS Gold PPO, PERS Platinum PPO and PORAC PPO for members of the Peace Officers Research Association of California. Further, employees who reside in Ventura County or Los Angeles County have access to additional plans such as the Anthem Select HMO, Kaiser Permanente HMO, UnitedHealthcare HMO, and HealthNet Salud y Mas HMO.

Under the CalPERS Health Benefits Program, retirees under the age of 65 have the same health plan options as active employees and at the same rates. Medicare-eligible retirees have several Medicare Supplement plan options.

Health premiums for Region 2, which includes Santa Barbara and Ventura County, overall will increase an average of 6.35% for the HMO plans and 11.97% for the PPO plans. The PORAC PPO plan, available only to members of the Peace Officer Research Association of California, will have an increase of 8.97%.

CalPERS’ health plans and premiums remain competitive as they are one of the largest purchasers of health insurance in the country. Staff worked with the USI Insurance Services “USI,” the City’s insurance broker, to test the open market at the beginning of 2025. USI received proposals only from Anthem Blue Cross and Health Net as other insurance providers such as Blue Shield, Aetna, and UnitedHealthcare declined to submit a proposal. Both Anthem Blue Cross and Health Net’s proposals were unfavorable compared to CalPERS health plan benefits as well as the 2026 health renewal premiums.

Anthem Blue Cross and Health Net’s proposal included only a single “narrow network” HMO plan and a single PPO plan. In addition, Anthem’s proposed premium for their HMO narrow plan for the City would have been approximately 5.88% higher than a comparable HMO plan from CalPERS for the 2026 plan year. Anthem’s proposed premium for their PPO plan would have been approximately 9.36% higher than a comparable PPO plan from CalPERS. Health Net’s proposed premiums for the HMO and the PPO plans, on average, were 33.75% higher than CalPERS 2026 rates.

Dental Plans
There are three dental plans available from which employees can select. They are the DeltaCare HMO plan, the Delta Dental DPO plan, and the Delta Dental Buy-Up DPO plan.

The Delta Dental DPO plans are similar to a medical PPO model plan in that they have a larger provider network, and it indemnifies the enrollees to select a provider of their choosing without the need to predesignate a primary care dentist. The DeltaCare HMO plan is similar to a medical HMO model plan with a small provider network, and the enrollee is required to select a primary care dentist within Delta’s network. For 2026, plan benefits and plan premiums for all three plans will remain unchanged. Rates for all three plans are displayed on Attachment 2.

Vision Plan
There are two vision plans available for employees to select from. They are the VSP Basic and VSP Buy-Up Option. Plan benefits and plan premiums for both vision plans remain unchanged for 2026.

Employee Assistance Program (EAP) – Employer Paid Fees
OptumHealth Behavioral Solutions provides outpatient psychological services for the City’s EAP. No increase is proposed for the 2026 EAP rate.

Flexible Spending Accounts (FSA) – Employer Paid Fees
The Health and Dependent Care Flexible Spending Accounts are administered by Discovery Benefits. No increases are proposed for the 2026 FSA fees.

Basic Life/AD&D and Disability Insurance – Employer Paid Premiums The Standard Insurance Company provides the Basic Term Life/Accidental Death & Dismemberment (AD&D) and Long-Term Disability Insurance plans. No increases are proposed for the 2026 rates from the Standard.

Employee and Spouse Supplemental Life Insurance Plans – Employee Paid Premiums The Standard Insurance Company provides the voluntary employee-paid supplemental Term Life Insurance plans offered to all benefited employees. No increases are proposed for the 2026 rates.

Short Term Disability Insurance Plan – Employee Paid Premiums The Standard Insurance Company provides voluntary employee-paid Short-Term Disability Insurance plans to employees in the Management, Fire Management and Police Management Groups. No increases are proposed for the 2026 rates.

Benefits Administration Fee
As of July 1, 2020, the City contracted with Benefit Coordinators Corporation (BCC) for online enrollment and electronic benefits administration. There is an administration fee of $7.20 per enrolled employee per month. The current agreement with the Benefits Administration vendor keeps those fees unchanged until June 30, 2027.

Summary
Staff recommend that the CalPERS Health Benefits Program along with the Delta Dental DPO plans, DeltaCare HMO plan, VSP Vision plans, Optum EAP, Discovery Benefits FSA’s, Standard Life/AD&D and Disability Insurance plans be renewed for 2026 at the proposed premium rates.

Proposed 2026 monthly rates for the CalPERS Health Benefits Program for Active employees and Retirees are listed in Attachment 1.

CITY OF SANTA BARBARA

COUNCIL AGENDA REPORT
AGENDA DATE: September 30, 2025
TO: Mayor and Councilmembers
FROM: Public Works Department
SUBJECT: Environmental Determination for the Eastside Active Transportation Improvements Project for Notice of Exemption
RECOMMENDATION:

That Council determines that the Santa Barbara Eastside Active Transportation Improvements Project meets the criteria for exemption under California Environmental Quality Act Guidelines Section 15301 Existing Facilities (c) and directs the filing of a Notice of Exemption in compliance with California Environmental Quality Act Guidelines 15062.

BACKGROUND:

On June 26, 2025, the California Transportation Commission awarded the Santa Barbara County Association of Governments (SBCAG) and Caltrans with a Senate Bill 1 (SB 1) grant in the amount of $134 million to support the completion of the U.S. 101 (Highway 101) Multimodal Corridor Project through Santa Barbara. The funding recommendation will complete the final Highway 101 Santa Barbara (north) segment and provide funding for several multimodal improvements including the Cabrillo Boulevard Rail, Bicycle, and Pedestrian Improvements and the Eastside Active Transportation Projects. Specifically, the SB 1 grant allocated $8,755,000 towards constructing the Eastside Active Transportation Improvements Project (Project).

PROJECT DESCRIPTION:

The Project will construct the following safety improvements in the City’s Eastside Neighborhood (see Attachment - Project Location Map):
 Safe Routes to School safety enhancements, including curb extensions, streetlighting and high visibility crosswalks at the following intersections:
o Montecito and Voluntario Streets;
o Montecito and Elizabeth Streets
o Montecito and Soledad Streets;

 Sidewalk infill and streetlighting on the 200 Block of South Alisos Street from Cacique Street to Hutash Street.

COMMUNITY OUTREACH:

Community engagement for the Project is documented in the City’s 2024 Lower Eastside Community Connectivity Active Transportation Plan, the 2016 Bicycle Master Plan, the 2006 Pedestrian Master Plan, and Project-related community engagements from 2021 to the present. Most recently, community meetings were held online and in person on July 16, 2025, August 6, 2025, and August 7, 2025. On July 29, 2025, Council authorized the Memorandum of Understanding with the Santa Barbara County Association of Governments for the Santa Barbara Eastside Active Transportation Improvements Project.

BUDGET/FINANCIAL INFORMATION:

The Project’s design phase is primarily funded by SBCAG, with City matching funds to cover the remaining costs as shown in the table below:

DESIGN PHASE FUNDING SHARE BY PARTY

SUSTAINABILITY IMPACT:

The Project is consistent with the Council-adopted Vision Zero Strategy, Bicycle and Pedestrian Master Plans, Circulation Element, and Climate Action Plan. The Project will improve safety and accessibility for pedestrians and bicyclists and will contribute to the City’s sustainability goals by encouraging more people to walk and bike, thereby reducing energy consumption, traffic congestion, greenhouse gas emissions, and air pollution.

ENVIRONMENTAL REVIEW:

Under Santa Barbara Municipal Code (SBMC) § 22.100.070 and § 22.100.080, the Public Works Director has determined that the Project is exempt under California Environmental Quality Act (CEQA) Guidelines § (15301).

The Project was determined to qualify for an exemption under CEQA Guideline Section 15301 (also known as the “Class 1 Exemption”) covers the operation, repair, maintenance, or minor alteration of existing facilities involving no or negligible expansion of existing or former use. This Project meets the criteria of subdivision (c) as the new curb extensions, enhanced crosswalks, new rapid flashing beacons, and lighting will not result in an expansion of existing use.

For these reasons, the Public Works Director, exercising authority under SBMC §

22.100.080, has determined that the Project is exempt under CEQA. Council has final authority to approve the Project. Therefore, Council must confirm the exemption before Project approval and authorize the filing of a notice of exemption for the Project.
