CITY OF SANTA BARBARA
COUNCIL AGENDA REPORT
AGENDA DATE: October 20, 2025
TO: Mayor and Councilmembers
FROM: City Administrator’s Office
SUBJECT: Council Strategic Planning Session
RECOMMENDATION:
That Council participates in a facilitated workshop to provide additional input into a new citywide strategic plan.
DISCUSSION:
The City of Santa Barbara is developing a three-to-five-year Strategic Plan. A strategic plan is a vital tool for local jurisdictions to ensure that the vision and priorities set by the City Council are clearly conveyed to employees and the community, and that City strategies and projects are developed to meet Council priorities, and that overall city government is accountable to meeting community needs.
Council convened on June 3, 2025 to provide input on the vision, strategic priorities, and objectives for the Strategic Plan. Since that time, City staff and consultants have facilitated community focus groups to gather feedback on the strategic priorities and objectives. The Executive Team has also outlined key initiatives to be implemented over the next three years to advance progress toward accomplishing these objectives.
This session will be an opportunity for Council to hear the feedback from the community and refine planning objectives as needed. Council will also be providing input on prioritization of key initiatives. This workshop is the final phase of facilitated engagement prior to the Strategic Plan being drafted and presented to Council for consideration and adoption.
BUDGET/FINANCIAL INFORMATION:
