Mayor Randy Rowse called the meeting to order at 2:00 p. m. (The Finance Committee met at 12:00 p.m. The Ordinance Committee, which normally meets at 12:00 p. m., did not meet this day).

1. Subject: Water Safety Month

Action: Mayor Rowse presented the proclamation to Recreation Supervisor Tony Sholl and Recreation Coordinator Todd Falhstrom.
2. Subject: Employee Recognition - Service Award Pins
Recommendation: That Council authorize the City Administrator to express the City's appreciation to employees who are eligible to receive service award pins for their years of service through May 31, 2026.
Action: City Administrator Kelly McAdoo expressed her gratitude towards all City employees that were recognized on this day.

6. Subject: Professional Services Agreement with EcoTierra Consulting Inc. for the Franceschi House Project [Agreement]
Recommendation: That Council authorize the Parks and Recreation Director to execute a Professional Services Agreement with EcoTierra Consulting Inc., in the amount not to exceed $214,826, to provide environmental documentation for the Franceschi House Project.
Action: Approved the recommendation; Agreement No. 30015 (May 5, 2026, report from the Parks and Recreation Director).
7. Subject: Waterfront Department Revocable License Agreement with Corazon SDM, a California Limited Liability Company, for Property Located at 113 Harbor Way #180 [Agreement]
Recommendation: That Council approve a revocable license agreement with Corazon SDM, a California Limited Liability Company, for property located at 113 Harbor Way Suite #180.
Action: Approved the recommendation; Agreement No. 30026 (May 5, 2026, report from the Waterfront Director).
