Mayor Randy Rowse called the meeting to order at 10:30 a.m. Councilmember Sneddon announced that she was participating remotely using the Emergency Exception due to illness, and stated there were no persons 18 or over with her in the room.

Recommendation: That Council hold a closed session pursuant to the authority of Government Code Section 54957.6 to consider instructions to City Negotiator/Human Resources Director Michael Arnoldus regarding negotiations with Unrepresented Managers and Professional Attorneys. Unrepresented Manager employees consist of unrepresented executive and management positions.
