am very concerned about the limitations of library services. It appears that the real issue is that the library budget has been cut not COVID. The city should state this honestly. When will the budget be restored? Except for possible legal disputes, total payment to the City, for a period of 20+ years, follows: " ... the Advertiser agrees to pay City $70,000 per new billboard face." Doesn't this seem like a heavenly deal for the Billboard owner? Shouldn't there be an annual fee too, perhaps a percent of the Billboard owner's revenue, such as a modest 3-6% ?Hasn't the City of Santa Clara learned anything about how to support itself? (That Hwy 101 spot would make a fantastic NFL advertising location.)

Santa Clara should not use synthetic turf in any project, including dog parks. Synthetic grass (plastic grass) is not a sustainable material and therefore conflicts with City statements regarding Sustainability. In 2019 UCSB research concluded "Plastics have surprisingly carbon-intense life cycles" Plastics not only degrade into nano particles, hurting ocean life, "emissions from plastics in 2015 were equivalent to nearly 1.8 billion metric tons of CO2" https://bit.ly/3h4hIWk

The proposed ballot measure states that, for elected City office, "a person must have been a resident of the City of Santa Clara for at least thirty (30) days immediately preceding ... the filing of nomination papers." So someone can fly in and rent an apartment a mere 30 days before filing to run for City Council. This is absurd. A more reasonable cut-off would insist that prospective candidates live in their District, or that City-wide candidates live in the City, for at least 3-6 months.

Though, we, the citizens of the City of Santa Clara, undoubtedly support bringing the World Cup to Santa Clara, the City should be properly reimbursed. Also, we, citizens of the City of Santa Clara, would like for the City Council to fulfill its other, non stadium, obligations in a timely fashion. Be no mistake, if the Council cannot fulfill regular, non stadium, business obligations, everyone will take note.
