Item 6 - Councilmember
Hardy's Request to Consider
a Resolution to Support the
Bid to FIFA for the 2026
World Cup and Related
Events
~~ February 22, 2022
1 Draft FIFA Resolution
• The purpose of the draft Resolution is to reaffirm the City of Santa Clara's support for the 2026 World Cup event
The City first affirmed its support of FIFA's 2026 World Cup and related events in a letter signed by Mayor Gillmor on August 31, 2017, that letter stands as the basis for today's draft FIFA Resolution
Draft Resolution is solely to communicate, as a full City Council on the part of the City of Santa Clara, support for FIFA's 2026 World Cup and related events The draft Resolution does not commit the City to any funding or resource obligations
2 ~o$~r ~nE~~rNN~ nnA~r~Ria~.1
Pending Issues
• The 2026 World Cup bid for the specific use of Levi's Stadium was submitted by Mr. AI Guido, "Chairperson/President", on behalf of the Forty Niners Stadium Management Company, establishing it as a SCSA Non-NFL event • AI Guido is not the Chairperson of the Forty Niners Stadium Management Company, there is no role.
• As this Non-NFL event continues to advance in the bid process, there are obligations that must be addressed and known by the Council/Board Pending Issues
1. Expenditure and revenue assumptions as a SCSA Non=NFL event
2. Managing potential conflicts of interest between involved agencies and/or their officials. For example:
• AI Guido's role as "Chairperson/President" of Forty Niners Stadium Management Company, "Board President" of Bay Area Host Committee, and "President" of Forty Niners Football Company LLC
3. Clear understanding of FIFA 2026 World Cup's June 30, 2022 milestone and how that will be achieved in absence of any information on the part of the City/SCSA and the use of this publicly owned stadium
4. Agreement on how to safeguard the City and SCSA from any financial obligations outlined in FIFA's Overview of Government Guarantees and Government Declaration, in compliance with Measure J
4 ~a
Pending Issues
• Given these unknowns, staff is prevented from fully assessing whether conflicts of interest exist. If they do exist, staff is unable at present to determine whether such interests constitute preclusive conflicts, or if mitigation measures can be used
The void of pertinent information prevents SCSA staff from fully advising the Board on these issues
Pending Issues• Much of the FIFA Government Guarantees and Government Declaration appears to relate to guarantees from state or federal agencies
• However, there are some guarantees that will likely apply to local agencies:
— Government Guarantee #4: Safety and Security
Government is requested — at its own cost — to assume full responsibility for safety and security at the Competition and Competition-related events. Security operations are not limited to stadiums, but also other locations used for the Competition, such as training sites, team base camps, hotels, broadcast center, FIFA Fan Fest sites, airports, train and bus stations, and other transportations hubs, etc.
• It is unclear to what extent local agencies would be able to make the described declarations and the status of such obligation is not known • City/SCSA needs more information about referenced declaration in the bid and whether the City needs to take action as the local agency where Levi's Stadium is located and the owner of the facility, respectively
3 Pending Issues
• A Host City Declaration template letter provides a June 30, 2022 deadline to adopt any local ordinances and regulations to ensure compliance with the Host City Declaration and host city agreement, and includes the following provision:
"within its competence, the City will adopt all measures and enact all necessary laws, ordinances or regulations (including local, regional or national laws, ordinances or regulations) which may be required in order to ensure full compliance with the present Host City Declaration and the host city agreement until not later than 30 June, 2022. As long as the necessary laws, regulations and ordinances are not yet in force, this Host City Declaration shall be directly applicable and enforceable as of the date of its signing."
• It is unknown whether the June 30, 2022 deadline is still in effect and the City does not have a copy of the referenced host city agreement, nor any obligations that may be required.

5ubjecf: World Cup 2026
To our Mayor and our City Council,
Apologies for the form letter you have seen before, but I do agree with the sentiment and our restaurant has had sales and recovery efforts bolstered by the stadium's presence. Here in this shadowy corner of Santa Clara where we were S0000 dependent on large tech that looks like it will simply not return, I don't think it is hyperbole to say that our success last year is inextricably tied to our connection to Levi Stadium and that they have been a lifeline for us. The more events in general we can connect with, the healthier our business can be.
I'd like to start by saying that any restaurant within wailing distance to Levi's Stadium, and even those further away, Know that large events at the stadium are an important and impactful part of our business. The past 24 months of COVID have reaffirmed just how important the large economic benefit of events are to this region, and my restaurant. With that in mind, I'd like to asl< the Santa Clara City Council to recognize that fact and do everything possible to bring the 2026 World Cup to Santa Clara.
In early 2020 we were forced to adjust our business to the pandemic overnight. The grim reality is that it was extremely tough. The World Cup is exactly the type of occasion that would be hugely impactful for us and all the other' small businesses in this city that benefit from Santa Clara being on the world stage. We are just now shaking off the cobwebs of COVID, and it is the perfect time to look forward to opportunities that we'd all benefit from.
On February 22, the Council is voting on a resolution to express support for the World Cup bid, and to prove that you truly care about the businesses and residents that rely on large events to provide local jobs and drive our economy. I have no doubt you will all do the right thing and pass this resolution so that in a few years' time we're able to enjoy the unique experience of world class soccer being played in our city.
Thank you.

To our Santa Clara City Council,
Since opening years ago, Levi's Stadium has been an incredible economic force for this community, and most importantlythehospitality industry. The events and artists it's hosted have put us on the world stage and brought significant economic benefits to local businesses, including our hotel and the restaurants that surround us. Hyatt House Santa Clara has hosted guests for a variety of events, including the Superbowl, Beyonce, U2, international soccer matches, and the college football playoff, making these dates very important to the success of our hotel.
Those events male up a considerable portion of the business we do every year, and it's for that reason I'd like to asl< you to do everything in your power to bring the World Cup to Santa Clara in 2026.
Thousands of fans have come from far and wide to watch the shows and games I mentioned above, and the World Cup will be no different for this region. These events drive our room night revenue and support the hundreds of local workers that we employ. Not only do these events benefit the businesses and workers here in Santa Clara, but they also contribute significantly to the city's revenue through the additional hotel and sales taxes they generate for the city.
I'm certain our councilmembers understand the pandemic has impacted all aspects of the tourism industry including our local hotels. We, at Hyatt House Santa Clara, are extremely excited about the upcoming Coldplay and Red Hot Chili Peppers concerts at Levi's Stadium but asl< that you set your eyes further down the road and tale the necessary steps to secure even more for our community.
The resolution before you is an important step in doingjust that. It will show that the city officially stands behind the businesses that rely on large events coming to Levi's, and that you believe this city deserves to host such prestigious competitions.
Thank you for your time, and sincerely,

Dear Councilmembers,
I'm writing in support of Santa Clara hosting the 2026 FIFA World Cup. The City of Santa Clara has a once in a lifetime opportunifiy to be part of history and receive international coverage if it is chosen as a host city for the upcoming World Cup.
This region is particularly special because of its immense civic pride and having the opportunity to display that during the World Cup is phenomenal. Additionally, becoming a host city will present a tremendous opportunity to help strengthen Santa Clara's local economy after the devastation of the COV1D-19 pandemic.
Hotels, such as ours, have been put in incredibly difficult positions navigating the uncertainty of the pandemic. Many businesses have had to lay off workers or even close their doors, and our hospitality industry has taken an unprecedented hit as a result. It's essential that Santa Clara makes bold investments in major events, such as the World Cup, to help keep our hospitality industry strong.
W hile the World Cup is a few years off, the economic impact of this worldwide event could benefit generations of Sa~~ta Clarans to come and support critical city programs that have been in desperate need of funding. It's important that we begin looking towards the fut~n-e and secure high revenue, world-class events, that can help strengthen our local economy without jeopardizing our city services,
This is a clear win-win for the city and the business community. I hope that you will all vote in support of this resolution to show FIFA that the World Cud is welcomed in our city.
Thank you for your support in bringing this major event to Santa Clara and the region, Kevin Dominguez, General Manager.~-

Dear Mayor and City Council Members,
The Bay Area has been soccer crazed for decades, going back to the 1994 World Cup matches at Stanford, and deserves another chance to experience the magic and worldwide attention hosting World Cup games brings. Levi's is an amazing venue, and we should be standing up for this city and supporting the bid at every step of the way. I'd like to asl< this City Council do just that and pass this resolution.

Subject: 2026 FIFA World Cup
Dear Stadium Authority Board Members,
W hen Levi's Stadium first opened, we were incredibly excited about the new venue that would attract hundreds of thousands of guests to Santa Clara each year. High profile sporting events and concerts came to Levi's Stadium in its first years, along with football games. Premier acts such as Beyonce, U2 and Coldplay all performed at Levi's Stadium, and with them, thousands of fans who came to watch their shows. Many of those same fans stayed at our hotel for those events.
Recently, FIFA officials toured Levi's Stadium, aworld-class venue as part of the region's bid to be a host city for the 2026 FIFA World Cup. The Bay Area has a rich history of preserving and exhibiting a passion for soccer and hosting the most prestigious tournament in the world would be an enormous victory. Additionally, the South Bay is unique in its diversity and excitement of sporting events.
Hotels, such as the Marriott in Santa Clara, would benefit greatly by the 2026 FIFA World Cup as tens of thousands of new customers will be introduced into our market. This style of event will drive our room night revenue and support the hundreds of local workers that we employ. Not only do these events benefit the businesses and workers here in Santa Clara, but they also contribute significantly to the city's revenue through the additional hotel and sales taxes they generate for the city.
Councilmembers are aware that the pandemic has impacted all aspects of the tourism industry including our local hotels.
Now that California has reopened, Santa Clara has a tremendous opportunity to host aworld-renowned event at our home stadium. We were thrilled to see the announcement of FIFA officials touring Levi's Stadium and hope to see similar bids in the near future.
W e are respectfully asking Councilmembers to consider bringing the 2026 FIFA World Cup to Santa Clara. As the Marriott bounces back from the pandemic, the support of the city is necessary. Adopting policies that can bring world class events to our home stadium will actively support hotels such as ours. We hope that the Board will tale action to invest in Santa Clara's hotel industry and bring the World Cup to our city.

To our City Council,
Since opening in 2014, Levi's Stadium has been a positive contributor to our restaurant and the local community. While it's Known as the home of the 49ers, the reality is that everyone around here understands that Levi's hosts a variety of incredible events every single year, from Coldplay to the Rolling Stones to international soccer. It's my sincere hope we'll also see the World Cup come to Santa Clara in 2026, because the pandemic has highlighted just how impactful events at Levi's are for our business.
W hen COVID started we had to dramatically adjust to a new normal and many other restaurants in the area have as well. However, the return of NFL games last August was a huge boost for us and gave us good reason to staff back up on weekends when we knew there would be crowds and fans coming past our front door all day.
W e're now looking forward to the concerts coming to Levi's Stadium in the coming months because those large-scale events are an important part of our business. They allow us to hire more staff, provide additional revenue opportunities, and help us weather slower times. We're optimistic that the concert business will come roaring back quickly, as the business it brings us is sorely needed.
In that spirit, I would like to strongly encourage the Council to look further down the road for opportunities to bring large scale events like the World Cup to Santa Clara. The influx of people and excitement for Santa Clara that the World Cup inspires would be incredible for restaurants like ours, those of our neighbors, and any other business in this city.
The resolution you are voting on is vital to showing FIFA and the entire soccer community that Santa Clara is committed to bringing world class events to the city, and it will go a long way to ensuring our selection for the 2026 World Cup. I urge you to pass this resolution on behalf of your residents and businesses who need it most, and to send the signal to the world that we are ready to host one of the largest sporting events in the world.
Thank you for your time!

am requesting that the Mayor and members of the City Council approve Item 3.1 22.1769 Action on Award of Contract for the Harris Lass Museum Repairs Project and Related Budget Amendment on the agenda for consideration at the February 22,2022 Council Meeting.
The Harris Lass Museum was awarded a grant by Santa Clara County in 2019 for restoration of the tank house, rebuilding the porch and ramp, plus upgrades to the Summer Kitchen, rest rooms and `path of travel' from the parking lot to improve disabled access. The grant was for $100,000 with the remainder to come from the City.
Tours and events at the Museum have been on hold for two years due to Covid restrictions but we are still unable to open to the public. Due to the unsafe nature of the tank house and impending restoration work, all the contents of the Tank House Gift Shop and storage room are currently stacked in the house. This makes it impossible to conduct docent tours even if we were able to safely rope off the hazardous areas of the grounds.
Carrying out the necessary construction work will mean we the volunteers can again welcome the public back into the house and gardens.
Thank you in anticipation,

Mayor Gilmore and Santa Clara City Council,
am writing in regards to the Harris lass Museum and property, which will be addressed at the February 22, 2022 Council Meeting, Agenda Item 3 122-1769. As a member of the Board of the Historic Preservation Society of Santa Clara (which oversees the Harris Lass Museum and Grounds), I urge you to award the Public Works Contract for the much-needed repairs of this historic property. We appreciate the work that has been done and the assistance we have received from the City that keeps the house and grounds in working order, and we are very excited to have the grant work begin. This Public Works Contract is much needed as the house and the grounds do need some additional attention. Our City is very fortunate to have such a beautiful historic property in our old downtown. It is a treasure and of historic significance, and as such it needs to be maintained and restored periodically. Please support Harris Lass, as it is a very important historic property. We need our grounds landscaped, we need our fences repaired, we need better security and lighting, among other things. Please consider the beauty and significance of Harris lass and make it a site that our city can be proud of and share with our community. This Public Works Contract definitely needed to maintain the historical significance of the Harris Lass Museum and grounds.
Thank you,

Dear Mayor and City Council,
am writing about Agenda Item 3.1 22-1769: Action on Awarcl of Contract for the Harris Lass Museum f~epairs Project and Related Budget Amendment that will come before Council at its February 22, 2022 meeting. As a current Harris Lass Museum volunteer and Board member, I hope that you will accept the Recommendation in the Agenda to approve the project and related budget amendment.
The Harris Lass Museum was awarded a grant by Santa Clara County in 2019 that will help pay for essential repair work to the tank house and house porch and address other important safety and accessibility issues.
Although closed during the pandemic, the Harris Lass Museum has been open to the public since 1991, thanks to exterior maintenance and landscaping by the City and the dedicated efforts of numerous volunteers belonging to the Historic Preservation Society o~f Sanfia Clara.
The immigrant and agricultural heritage of Santa Clara has been shared with members of the community, school children, and tourists over the years and many educational programs and special events for the community have been held at the Museum. In 2009, Cupertino Senior TV produced a feature prograrn for their "The Better Part" series which aired on public television station KMVT about 'the Museum's history and its public and school programs. Thefilm can still be viewed on KMVT's YouTube channel at: https://www.youtube.com/watch?v=71gQYAj8CQA. The Harris Lass Museum is eager -for the Tank Flouse and other House repairs to be cornpleted so the Museum can be safiely reopened for the community and some of our school and special programs reinstated.
Thank you,
Mary Hanel, Board Member, Historic Preservation Society of Santa Clara

Subject: World Cup 2026
To our Mayor and our City Council,
Apologies for the form letter you have seen before, but I do agree with the sentiment and our restaurant has had sales and recovery efforts bolstered by the stadium's presence. Here in this shadowy corner of Santa Clara where we were 50000 dependent on large tech that looks like it will simply not return, I don't think it is hyperbole to say that our success last year is inextricably tied to our connection to Levi Stadium and that they have been a lifeline for us. The more events in general we can connect with, the healthier our business can be. ~'OST"MEETING IWATERI~►L
I'd like to start by saying that any restaurant within walking distance to Levi's Stadium, and even those further away, Know that large events at the stadium are an important and impactful part of our business.
The World Cup is exactly the type of occasion that would be hugely impactful for us and all the other small businesses in this city that benefit from Santa Clara being on the world stage.
Thank you.
