Substantial Amendment Changes
• To make sure grantees spend down CDBG funds timely, regulations state we can't have more than 1.5 times our annual grant remaining in our line of credit 60 days prior to the end of the program year. • Due to a reduction in NCIP requests and an influx of program income over the past 12-18 n1onths, the City anticipates not meeting the timeliness requirement.
• In anticipation of this, staff has implemented plans to spend down its CDBG funds. This plan necessitates a Substantial Amendment to the 21/ 22 Action Plan Action to reprogram funds from NCIP to Public Facility improvements.

Subject: E-Comment for tonight's public comment section regarding 6. 22-139 Annual Action Plan for use of HUD funding
Good evening. I'm Deanne Everton, Executive Director of Rebuilding Together Silicon Valley.
Thank you to the City of Santa Clara for your funding allocations for Rebuilding Together's Minor Repair Program. We appreciate your trust in our program to deliver to the residents of Santa Clara the home repair and accessibility modifications needed to keep low-income residents, primarily older adults and people with disabilities safe in their home. Our work of ensuring safe and healthy homes for all has become more important than ever throughout the pandemic, but not without new challenges. Outreach efforts had to be re-invented, new extensive safety protocols were established, and commonly used materials that used to line the shelves now have to be pre-ordered weeks in advance and come at a much higher price.
Thank you for supporting our work to preserve affordable homeownership. By taking care of the financial burden of these significant home repairs, we give Santa Clara residents the ability to retain this significant asset, and remain in their home, in their community, and in the midst of their support systems.
Thank you again for your partnership .

Subject: RE: 2022-2023 Annu al Action Plan - April 5, 2022 Hearing April 5, 2022
Dear Mayor Gillmor and Santa Clara City Council Members:
I am writing in support of Item 22-139, the 2021-22 Annual Action Plan Substantial Amendment and 2022-23 Draft Action Plan. Given the continuing significant need of maintaining and developing more affordable housing in Santa Clara, it is imperative that the staff and Council's funding allocations reflect those priorities. Capital improvement projects, Housing safety and accessibility programs, TBRA assistance, Fair Housing services and housing-related Public Services are all vitally important components of a well-rounded Action Plan.
Over the past year, Silicon Valley Independent Living Center (SVILC) has been able to assist many lower-income Santa Clara residents with disabilities and seniors with housing education, resource assistance, application guidance, and emergency funding in order to maintain or secure affordable, accessible, safe housing . Housing Assistance is our most requested service outside of Information & Referral. Our twice weekly housing workshops and individualized counseling are facilitated by skilled service providers who themselves have a disability and personally understand the barriers and obstacles many low-income older adults and residents with various disabilities face when seeking long-term housing. SVILC is also the only agency in the county that maintains a comprehensive list of affordable housing (PSH, low-income, senior/disability , family, and BMR units) listed by city. The housing guide is updated monthly to ensure clients can target those complexes that have open applications or waiting lists. Additionally, we assist residents with the application process and provide tips about communicating with the property manager and their tenant rights, as well as, provide first month's rent and security deposits when funding is available.
SVILC is appreciative of the opportunity to partner with the City of Santa Clara as a housing education and advocacy resource for lower-income Santa Clara residents. Thank you for your past funding assistance to support this essential program and we look forward to our continued partnership in the coming year.
Best Regards,
Sheri Burns, OTR

Thank you to the City of Santa Clara
Live Oak Adult Day Services wants to thank the City of Santa Clara for continuing to support our organization with the planned CDBG funds as we provide day care to frail, dependent seniors with dementia and offer respite to their caregivers. We are on track to reaching our goals this year and we expect to be able to help even more families in FY22-
23. Opening up after the COVID shutdown, we have been faced with many families desperate for our services.
Thankfully, with funding from the City of Santa Clara leveraged with funds from other municipalities, foundations and private donors, we will be able to continue helping these most vulnerable members of our community.
Thank you for your time,
Ann Peterson
