Subject: Public Comment to City Council for Tue Apr 19 meeting Honorable Mayor and City Council Members,
As the Council looks forward to the annual budgeting process in May / June, I suggest that funding for a study of the economic impact of locating City Hall in the Downtown district at Monroe &Benton be included in the budget plan. A great deal of planning for the downtown district redevelopment has been completed, but for due diligence it's essential to assess the impact of locating City Hall in the downtown district as an option. For example, the downtown district offers a unique opportunity for locating City Hall where it will be part of the plan, instead of a "drop in" to an existing development already in progress. Therefore, I hope the Council will utilize the opportunity to commission a study, as this agenda item has been waiting since the March 1st Council meeting, and because it's the wise and informed thing to do.
Sincerely,
Frank Lemmon

10. 22-532 Action on a Written Petition (Council Policy 030) Submitted by Mary Grizzle on behalf of the Members of Reclaiming our Downtown
Please read out loud to public at city council meeting. April 19. 2022 -only once Thank you Honorable Mayor &City Council Members,
Since 2017, this increasing group (4k) has spent hundreds &hundreds of hours at no charge to our City to uncover data of "Best Practices" of how other cities have re-created amazing Downtowns; presented Precise Plans, Form Based Code, importance of Downtown Citizen Task Forces, and even found the nation's best Urban Planners to support us.
There was push back on each of these issues from the City Council before acceptance and approval of these items that citizens now support. Each request makes the Future Downtown Santa Clara business district BETi~ER, with connectivity city wide to all citizens and brings revenues dollars to us.
Now these citizens uncovered how the recent return of City Hall to American Downtowns brings dollars and benefits to those cities and their citizens. We know city hall needs of a new home. am asking that you please add the item on the NEXT agenda and, during that meeting vote yes to "study" this with WRT. There will not be a delay of the Downtown Precise Plan.
Thank you. Respectfully and sincere from

Millions and M illions of dollars have been lost due to this inaction. The work this Reclaiming Santa Clara group has initiated and accomplished should have been done decades ago by city officials, but instead, they left this dowzltowll area in relative ruitl. The "Reclaiming Santa Clara" group is hard at work to return that vibrant downtown and few question whether they will get the job done.
A smaller pol-tion of their work has focused on the future location of City Hall and as they have looked locally and across the country foz~ successful altel-~Zatives, they would like that portion studied, They have consistently looked at the future downtown area with nothing bLrt objectivity and the desire for the best development, never eliminating anything that is possible or worthy of consideration.

To whom it concerns,
W e are just asking you to "Know what you don't Know." The City is already studying the "best location for its next City Hall." These folks have found Six American cities that have benefitted from moving their City Nalls back to their Downtowns. If tonight, you pass or vote no on putting this on the next agenda, you are telling us that you don't want to Know. Voting "no" on putting this on the next agenda is voting yes for ignorance on what is the best location for our future City Hall.
Best regards,
