REPORT TO COUNCIL

SUBJECT
Action on a Special Permit for a Private Concert Event at Stevens Stadium on the Santa Clara University Campus

COUNCIL PILLAR
Enhance Community Engagement and Transparency

BACKGROUND
Santa Clara University (University) is requesting a Special Permit to conduct its 56th Annual Golden Circle Theater Party on June 4, 2022 at Stevens Stadium (formerly named Buck Shaw Stadium) featuring a live performance by the music group, Journey. This is a long-standing scholarship fundraising event, traditionally held by the University at indoor venues such as the former Fairmont Hotel in downtown San Jose. In the past two years, the event has not been held due to the COVID- 19 pandemic. This year the event is to be held outdoors on the Santa Clara University campus. The proposed outdoor concert is a temporary activity not covered by the Master Use Permit for the campus; and, therefore is subject to Section 18.60.030(b) of the Zoning Code requiring City Council approval of a Special Permit to allow the proposed concert to occur.

DISCUSSION
The Annual Golden Circle Theater Party is a private event coordinated by the University and attended by University donors, supporters and invited guests of the Board of Fellows that include faculty, staff, and students. A total of 2,794 guests are expected to attend the event. The proposed concert is scheduled to occur from 8:30 p.m. to 9:45 p.m. The University has coordinated with their Campus Safety Officers and the Santa Clara Police Department for traffic control and parking, and Iguard Security for added security staff. Parking for the event will be provided on the University campus and directed to the two parking garages closest to Stevens Stadium. A ride-share, drop-off area is located within close proximity to the stadium and is being promoted by the University for guest use. A campus map and description of the events and proposed operations is provided as Attachments 1 and 2, respectively. Conditions of Approval have been prepared and are provided as Attachment 3.

ENVIRONMENTAL REVIEW
The proposed project is categorically exempt from the California Environmental Quality Act (“CEQA”) per Section 15323, Normal Operations of Facilities for Public Gatherings, as the concert would be a temporary use of Stevens Stadium for a University held and attended event for scholarship fundraising.

FISCAL IMPACT

On June 4th, 2022, Santa Clara University will be holding it's 56th Annual Golden Circle Theatre Party. This long-established event is noted to be a premier event in the Valley, attended by University supporters and leaders in the community.

Traditionally, this event takes place in downtown San Jose (the CPA and former Fairmont Hotel). The Golden Circle did not take place last year due to covid.

In the last 30 years, the Golden Circle has been held on campus twice in addition to the Super Bowl 50 Celebration with a concert featuring Huey Lewis.

While this is a major fundraiser for the University raising over 2 million in scholarship donations, it is also an opportunity to celebrate with the students and faculty/staff after a challenging couple of years.

Attendance counts:
1522 guests (tickets rangfng from $600 to $2,000 per ticket) Demographics for those who purchase tickets range from 45 to 85 years old.) 920 students (guests of the Board of Fellows)
352 faculty/staff (guests of the Board of Fellows)
Guests strongly encouraged to use rideshare options
SCPD and Campus Safety officers will help control traffic and parking. Additional security hired through lguard Security. Ambulance ordered and will be on-site This is a private event. Invitation only and not publicly advertised.
