At the meeting where the initial written request is heard, discussion should be limited to whether the item should be added to an agenda and a date, not the merit of the item. WRITTEN REQUEST
I, Suds Jain _______ , hereby request that the following item be placed on the City of Santa Clara Council and Authorities Concurrent meeting agenda:
On October 10th, 2022 the Santa Clara County Grand Jury of 2022 released its Final Report titled "Unsportsmanlike Conduct: Santa Clara City Council" with 8 major findings and multiple recommendations for each of the findings.
The reports states the following:
"The Civil Grand Jury recognizes that the "City
11 - which currently has a governing board that consists of this majority - will be required to vote to determine if it agrees with these findings and whether it will accept the recommendations.
11 Pursuant to California Penal Code§ 933(b) et seq. and California Penal Code§ 933.05, the County of Santa Clara 2022 Civil Grand Jury requests responses from the following governing body:
Responding Agency : The City of Santa Clara
Findings: la, lb, le, 2, 3a, 3b, 3c,3d, 4, 5, 6, 7, 8a, 8b Recommendations: la, lb, le, ld, 2, 3a, 3b, 3c, 4a, 4b, 4c, Sa, Sb, Sc, 6a, 6b, 7a, 7b, 7c, 8 Since the City of Santa Clara is the only Agency that can "respond", we need to have a meeting to discuss the Findings and Recommendations and any other claims in the report.
I would like to place on the Council agenda a discussion of the report and how the City should respond to the Findings and Recommendations and how the City might implement some of the recommendations. The Governance and Ethics committee started discussing some of the same issues at the June 7th, 2021 meeting but there have been no subsequent meetings of the G&E committee so there should also be a discussion of the workplan and schedule for the G&E committee .
