Subject: Item 8 on City Council Agenda December 6--Action on Appointment of a Santa Clara Station Area Plan Task Force
Mayor and Councilmembers,
On behalf of the Old Quad Residents Association Board of Directors, I urge the council to approve Jonathon Evans as the Old Quad Residents Association (OQRA) representative for the Station Area Task Force. Staff has raised a concern that Mr. Evans shares a household with the representative identified for the Historical and Landmarks Commission. We do not believe that this should be an impediment to Mr. Evans serving on this important Task Force. Both Mr. Evans and Ms. Leung are highly qualified by their expertise and experience. Both bring different and complementary expertise to this work. In particular, Mr. Evans has served as a committed and passionate leader for our Old Quad community. He has capably led the Old Quad Residents Association as our President after serving OQRA in several other capacities. Mr.

Evans has served as a member of VTA's Santa Clara Station Community Working Group for the proposed BART Santa Clara station. Mr. Evans has been OQRA's lead representative on community development activities in the Station Area. Mr. Evans represented OQRA for the Gateway Crossing project, The Benton apartment project, and the Republic Metropolitan project at the CalTrain parking lot. Mr. Evans has the full confidence and support of the OQRA Board as our representative on planning for this very important Station Area Task Force. Ms. Leung also brings considerable expertise and experience from her service on the Historical and Landmarks Commission and as a member of the Caltrain Citizens Advisory Committee, experience which is vitally important for the Station Area Task Force. Ms. Leung is also a committed and passionate community leader for the Old Quad community. It is a benefit to the community to have both Mr. Evans and Ms. Leung serve on this Station Area Task Force. We are fortunate that two such well qualified members of our community are willing to serve on this Task Force.

I ask the Council to approve all of the members of the Station Area Task Force identified in Alternative 2 of the staff report, including Jonathon Evans.

Mark Kelsey
Vice President
Old Quad Residents Association
