The Honorable Lisa M. Gillmor
and City Council Members

Subject: Liberty Tower Elevator Modernization
Dear Mayor Gillmor and Council Members:
We are very grateful for the staff recommendation to partially fund the rehabilitation of the Liberty Tower elevators with NOFA monies. However, the City staff's suggestion to fund only one elevator will make the project cost prohibitive. We have enclosed an email from the elevator consulting firm representative, Bryan Wheeler, the Vice President of Marketing Development for the West at Lerch Bates. He addresses the rationale and cost effectiveness of completing the project as a whole.
During last year's vetting process for the 2023 funding allocations, Eric L. Calleja, Housing Development Officer, for the City of Santa Clara, asked if we could fund one elevator and we indicated that would increase costs to the project. He stated that we could apply for funding the following year when more funds would be available.
We reached out to Mr. Calleja this past December 2022 regarding the application timeline and were informed that he had retired. On 1/31/23, we received an email from Adam Marcus, Division Manager, Community Development Department stating that we did not need to reapply and that our application for funding was still valid and he would get back to us.
We reached out on 2/16/23 to inquire on the status of the application. Mr. Marcus stated that he believed that Jennifer Caravalho from the City had reached out to us regarding whether we could fund one elevator. We responded we had not received an email from her.
We received word on 2/22/23 that our funding was denied. We filed a NOFA appeal on 2/24/23 reducing our request to $645,000 and increasing our financial commitment to $400,000. We received word on 3/14/23 that allocations have been received and the staff recommended $249,253.00 towards our project. The costs to fund one elevator would increase the overall cost, making the request for $645,000 necessary.
The modernization of this 50-year-old conveyance system would meet the City's goal of preserving its affordable housing stock in the Santa Clara community. We would like to be considered for any additional unallocated capital funds that are available for this critical upgrade.

POST MEETING MATERIAL
Liberty Tower specifically meets all the criteria noted in the NOFA application and respectfully requests review of Section 2 (Evaluation Factors/Scoring Criteria). Liberty Tower currently provides affordable housing to 104 senior individuals. The income levels of these seniors are well below the 30% income limit and therefore qualify as recipients/beneficiaries of the City's funding consideration. As a nonprofit organization, serving seniors in the Santa Clara community for 50 years, resources to upgrade original physical plant system elements that contribute to the quality of life for our seniors is limited. The last upgrade to this essential system was completed in the 1990s.
The Foundation's mission is to provide essential affordable housing for senior individuals that cannot afford the high rents in Santa Clara. In recent years, the majority of our applicants fall below the extremely low-income level, and many are transitioning from being homeless to affordable housing. Preservation of the affordable housing stock in the city benefits these at-risk individuals.
We will be attending the upcoming Santa Clara City Council meeting and will be available to answer any questions.
Thank you for your consideration.
Sincerely,
Priscilla J. Haynes

Priscilla is currently out of the country, but we do plan on attending the Council meetings. Once she returns, we will be able to provide additional information regarding the amount of the funding request and the rationale.

Hi Kathy and Priscilla. I apologize for the delay. We received our actual award and had to make adjustments. With regard to your appeal we were confused about why the cost wasn't reduced by 50% when the scope was cut in half.
Why didn't the cost go to $375,000? While we cannot recommend the amount you have requested at this time, we have recommended $249,253 towards your project in the draft plan (see page 19). If additional program income comes in, the City can consider allocating that towards the project depending on the source (NCIP program income must go back to NCIP). Is there a chance you can find other funding to complete the single elevator repair scope? AP-23 -Annual Goals Summary

Kathy
Thank you for the call yesterday. I have reviewed the proposal we provided you back in April 2022 and we will still honor that price, so long as this project is approved, and agreement signed within 2023. We will have to increase the price if it is not going to start until 2024.
The other part of your question was regarding how to perform the work. The question was could we do one elevator at a time? This would be difficult if not impossible with this vintage of equipment. The challenge is that the two elevators work together in a duplex system as of today. They work together to answer calls up and down the building. The group control technology is built into one of the controllers, and if it is removed from service the other elevator will not have the logic to answer calls as efficiently. Another issue is that there is only 1 riser of hall push buttons. When the first elevator is modernized with a new control system, it will require that a new set of push buttons be installed. Typically, these are located in the same box or cut out that the old fixture is housed. If you were to leave one old elevator running, the contractor would need to cut in another set of hall buttons and further disrupt the building. Additional cutting and patching would then need to be done when the second elevator is completed. Finally, often there is only one wire run in the hoistway and it is located in one hoistway or the other. The hoistway wiring for both elevators runs in this duct work. If you do not do both elevators at the same time, a second wire run will need to be installed and this will add cost to the project.
Please let me know if you have additional questions or concerns that we can help you with.
Thanks
Bryan Wheeler

I had spoken to Eric during the vetting process and he asked if we could just do one elevator, it appears that they did not have enough funds to offer all the proposed projects. He did say that we could apply for next year's funding. So, its ok to follow up with the next round of application process. He possibly on vacation this week and will return next week.
