Subject: Re: Santa Clara Station Area Task Force - Supplemental Application Questions Date: Tuesday, January 31, 2023 7:49:12 PM
Hi Rebecca,
Thank you for the opportunity to respond.
1, Please tell us in a few sentences why are you interested in being a Task Force member? As the Chairman of the Board for the South Bay Historical Railroad Society, I am interested in being on this Task Force to help maintain and preserve the historical integrity of the Santa Clara Station Area.
2, What knowledge or experience do you have that would contribute to this task force? The South Bay Historical Railroad Society is responsible for ensuring the protection of the depots listed on the National Register of Historic Places along the Caltrain line, this includes the Santa Clara depot. SBHRS and its members have worked for over 30 years to preserve and protect the depot and the surrounding area. I have been on the board of directors for 15 years and the Chairman of the Board for the past 2 years and have an understanding of the responsibilities and challenges of working within the historic preservation community.
SBHRS reviews and approves a multitude of tasks that different agencies wish to do. These can be as small as placing a sign in one of the depots or repairing or replacing a roof and painting the structure, to being involved in very large projects, such as the electrification of the railroad line and the platform separation and construction of the underground tunnel that was completed in 2012.
3, In your opinion, what would be a successful outcome of this task force? A vibrant and functional transit hub which preserves and represents the historical fabric that makes the City of Santa Clara a rich part of California history. 4, Please tell us in a few sentences why you should be selected to be a member of this Task Force?
Due to Depot being on the National Registry of Historical Places, and the South Bay Historical Railroad Society being the overseer of the building and surrounding area, I believe I should be selected to the Task Force to assist in a new vision that addresses the current and future needs of commuters at the same time preserves and maintains the history of the area.
This is best done during the planning phases.
Thank you,
Michael Stockwell

South Bay Historical Railroad Society

Transportation Advocate
I am interested because I want to be an involved citizen of the city I live in and make use of skills I have acquired for the benefit of the city.
I believe that my background in Civil & Structural engineering and my experience working with the city staff as the Chair of the Redistricting Commission puts me in a unique position to advise effectively as a Transportation or At large advocate. And me being passionate about efficient transportation systems is an add on.
Being able to successfully present varied perspectives and inputs efficiently so that council members can take well informed decision while creating policies
Because I am nice and am able to take data backed decision due to my prior work experience.

As a long time South Bay Area resident of multiple decades - as well as a seasoned senior transportation planner - I have seen the area transform around growth as well as the mounting challenges to plan a truly sustainable transportation - the four pillars of which are land use, transportation services, economic accessibility opportunities, and greenhouse gas emissions. I was drawn to my transportation career by my experiences as a teenager in Brooklyn NY, living in an iconic transportation-oriented residential development and getting to school and work using buses and trains, my ability to conduct my daily activities independently struck me early on as a vital link to my lifestyle and my ability to shape my perceptions around entertainment art and culture. This kind of experience is one I'd like for teens to have in Santa Clara County and everywhere. I know your City rather well even though I live in Central San Jose as I often meet friends there socially, attend professional luncheons there, and I am a season-ticket holder of two passes and enjoy those outings. I would be honored to have an opportunity to provide my perspectives and
experiences as a transportation professional to creating the kind of public asset that the City can be proud of for many years to come that currently lies before the City of Santa Clara.
Adding to my description in Question #1 about my professional and personal experiences, I have an education background in civil engineering and I've performed hundreds of transportation studies throughout California; and also in Montreal, the Greater Cleveland Area, Metropolitan Phoenix, Colorado Springs, and Tampa Florida to name a few. The studies I lead for public agencies are rooted very much around regional transportation challenges and meeting the needs of cities and their residents as well as the day time working population. I understand that all of these needs must be met and the planning of the Santa Clara station area will be no exception. I also thrive in an atmosphere of engaging with others around urban planning, the economy, and last but not least the needs of disadvantaged communities and economically marginalized populations. The timing for this opportunity is also significant for me: Over the last year I lost both my parents, who were elderly but had not been at all suffering from illness or medical issues and in that sense the loss was sudden and abrupt. IT has given me a renewed sense of the importance of improving the lives of elderly people - they are marginalized both socially and economically and I see the younger generations discount the value of elderly folks as well as all lower income individuals. Our society will decline if we can't turn around these trends - and an argument can be made that it already has.
Planning, prioritizing and engaging are going to be among the main cornerstones of this task force. The individuals on this task force will need to have qualities such as empathy, listening, ability to be analytical, and a very good sense of how to balance the objective and the subjective. There will be factual information that will need to be mastered; but also needed will be a high emotional quotient without political discourses to understand the important public policies that will need to be vetted and crafted for the station area plan and the station area project at large to equitably serve the needs of the community. I believe I have all of these qualities and more.

I believe I have described some very compelling aspects of my background as a teen and young adult viewing the physical environment through a transportation lens and as a transit dependent; my experience and knowledge garnered across
literally hundreds of studies in multiple metropolitan planning areas of the US; and I know from first-hand experience as a woman who is also Jewish about economic and social adversity and the importance of planning for so-called equity-priority communities. I offer a rich uniquely-nuanced perspective and high degree of competency, yet I have tremendous compassion and a compelling desire for the betterment of cities and their residents. I would love the opportunity to infuse your task force with this enthusiasm and empathy and be a part of a thrilling outcome for Santa Clara. Business Community
I believe this is a significant opportunity to promote economic growth and prosperity for the community by being part of the Task Force. I have a strong background in real estate, land use, development, and deep understanding of local market
fundamentals. I am also passionate about creating solutions for existing business and property owners, while also promoting what's best for the city of Santa Clara and its goals.
I have a deep understand of land use and general real estate trends that can be applied as we re-work the Santa Clara Station Focus Area Plan. I have studied the initial framework of the plan that was released in the 2008 General Plan and am an expert on real estate dynamics and fundamentals that will drive decision making. I am currently advising several property owners within the boundaries on this focus area on the highest and best use for their real estate, which as this time is somewhat unknown. My relationship with these property owners will be instrumental and this plan is implemented.

A successful outcome would result in a new gateway hub to the city, centered around the Santa Clara Transit Station and various public transit providers that serve the station. It would have a vibrant feel much like Santana Row, or what's planned at the Related project in Northern Santa Clara. The new area would create an opportunity for community members to live, work, and play in the area, helping reduce traffic and increase opportunity for the underserved in the community.
My real estate expertise and relationships in the community will be helpful as we navigate changes in land use and new development standards within the boundaries of this plan. The plan will have a mix of office, residential, industrial, commercial, and public area and it's important that we design a framework that creates synergy within the community and does not impact local business owners and citizens negatively. I am passionate about being part of this task force and contributing positively to the local community.

As a Santa Clara resident, Urban Planner and local planning consultant I have a real interest in assisting with the formulation of a plan that can transform the Santa Clara Station Area to a successful TOD Hub for our City. This Task force is an opportunity for me to contribute my decades of City Planning experience to bring to light many aspects of Specific Plan that need to be considered: context, implement-ability, finance and infrastructure.
I have worked professionally as an Urban Planner since 1981 both in the public and private sector. I have served on the last Santa Clara General Plan Advisory Committee and was on the Valley Transportation Authority Citizens Advisory Committee for 18 years. The company that I am part owner of: HMH Engineers, has had experience with the development of many specific plans, securing entitlements, private development and public civil engineering projects (including BART to San Jose) and landscape architecture.

Solid recommendations on the Specific Plan that will result in a vibrant, connected community that includes housing, businesses, open spaces all within a multimodal transportation hub. And creating a plan that is implementable.
I believe I can be a valuable resource on the Task Force as well as the voice of experience. My familiarity with the design process and working with City staff and consultants gives me a head start on the task force. I can assist in getting group headed in the right direction quickly. Additionally, I want the see the plan be successful and be able to say that I was a part of that success.

We need a bold vision for the station area and I think I can help create that vision. As an at large member, I would move the plan to consider a wide range of factors such how it would affect local businesses, the environment, transportation, housing, etc. It shouldn't be just another lifeless block of concrete especially it can be a massive step forward in the right direction to help address some many issues and to make the community and city of Santa Clara a better place for everyone.
I would contribute my experience(s) and (policy) knowledge from my time on the Homeless Taskforce as well that from my time as a VTA advocate and a member of Silicon Valley Youth Climate Action.

A successful outcome of this task force would be creating a plan for the station area that works for everyone and benefits the immediate community and the city as a whole. One that help brings new visitors/tourists to the city who in turn will help enrich us via our businesses. One that improves traffic by encouraging more people to use public transportation therefore reducing congestion. One that breathes new life by being carbon neutral at the very least, hopefully carbon negative with being looking something like the CA Academy of Sciences instead of just being another boring, stone building. And one that helps address the local housing crisis.
I should be selected to be a member of this Task Force because I have the knowledge, experience, and the vision to help create the best possible station area. Moreover, as someone who's young/in their 20s, I represent the up and coming generation that will have to live with the station area and thus all of the consequences of whatever happens/whatever this taskforce and the city council choses to do. So it's important, young voices like mines and a diverse range of voices are apart of this taskforce to ensure it will work for all generations and for all the people of Santa Clara By signing this application, you are confirming that you are the person listed in this application, and that all information provided is truthful and correct. 1/30/2023

I'd like to improve our city and I've been participating in the traffic lane studies for Pruneridge Ave over the past few years. I'm at the later phase in my career and have more time to volunteer and serve the community.
Through my experience at work as an engineering and program manager I'm familiar with the skills of working on teams.
Through my engineering education I have understanding of technical studies and understanding their results.
As an auto driving resident of Santa Clara for the past 34 years, and as a bicyclist for all of that time as well, I'm very interested in accommodating bicycles and pedestrians to make our City more livable and less dependent on fossil fuels, and enable our neighborhoods to achieve high walkability scores.

Positive changes to our city streets and bikeways to make Santa Clara more pedestrian and bicycle friendly. Perhaps a news article or survey ranking with Santa Clara being in the 20 best livable cities.
I'm a good listener of various opinions and views from others. I'm polite and respectful of people different from myself. I'm thoughtful when forming opinions. I take my assignments and work seriously and I like to get things done. I've been a youth soccer coach/team manager (9 years), I've twice served on the board of our local pool club (4 years), and I currently serve as a trustee on the board of our condominium (3 years).

As a citizen of Santa Clara I’m always looking to serve my community in any way to make Santa Clara a better place to live.
To make sure that the average citizens views are considered while make critical decisions that effect their lives.
I served 8 years on the Parks and Rec Commission, where during my tenure, I along with my fellow commissioners were able to open new parks in Santa Clara and also update many more that needed help. I worked with developers on plans for new parks, and provided edits to plans where I saw a need in order to provide some additional resources for our citizens. I would also bring a wealth of City of Santa Clara knowledge based on my over 50 years of being a Santa Clara resident.
To make sure that the residents of Santa Clara benefit from the task force work in order to ensure that transportation, housing, parks, be established that work for the citizens of Santa Clara.

I would like to make some impacts on the community I lived in and
create a community-based plan to shape this vibrant transit hub. We as people while we are living in this town not 1% rich people in this valley so I can provide more precise insights to help the government to have a development plan in real need for most satisfaction.
My major back to college is civil engineering while in graduate school is electrical engineering so I am the multi-disciplinary professional with those two fields. Also, I can provide some architecture style advice for both stylish and functionalities, like a stylish functional suit for every occasion. Plus, I believe the government can fully utilize my expertise and let me combine artificial intelligence (AI), communication engineering, hardware facilities and software engineering into the plan. The plan that will benefit this Santa Clara hub and the valley, also the tax income and economy of Santa Clara valley.

As a hub of BART, Caltrain, Amtrak and VTA, the success of this plan will lie in connecting all the communities in Santa Clara Conty, however, we still need vehicles, electric vehicles in most, to help reach out the places with not that demanding. In this way, people in the valley can fully utilize the public transportations, nevertheless, you can always have the option to use your own ride. The public transportation is never the end of sale of vehicles, those two should be able to live with each other and live forever.
Most of the people will choose to control by themselves once they have the ability to do so, the success of this plan will not hurt the foundation of this country on wheels, only make people can choose what they want to be as the spirit of the USA founding fathers.
With my double expertise in electrical engineering and civil engineering, in this position, I can maximize my values to make impacts on the
SATF and the proposal. Make traditional
and modern live together and live forever. Like the majors I have, civil engineering with AI and electrical engineering with stylish like Apple products.

I am really excited by public transportation, I think it's the right thing for families, the environment, equality, and overall quality of life. I've been following Google's plans in San Jose around improving public transportation and I'm sure this will have an impact on Santa Clara as well. I also have a vested interest in getting around Santa Clara more easily as we're based there.
Having lived and worked for years in cities with large public transportation systems (London, Paris, New York), I am a big believer of how good public transportation can revolutionize a city.
I would very much like to see that happen in Santa Clara / San Jose.

To help the community. I am passionate about public transit, can think objectively, and works well with others.
I have lived in Santa Clara since 2000 and observe the problems we have first hand. I have helped lead an 1100 volunteer workforce put on a fan run convention of over 25,000. I also run train simulations monthly.
A better Santa Clara.
You will not find many better and I am humble. Nah. I like to solve puzzles and leave the world in a better way. I also want to help make Santa Clara even better for my kids to live in.

I have lived all over the Bay Area and never felt a sense of community until I moved to Santa Clara. With two small children it is important to me to be active and foster a community I am proud to be a part of. Transportation plays a vital role to everyday life and can make or break a city. I want to be on this Task Force because I care about keeping Santa Clara a unique place to live in the Bay Area.
I do finance for a construction company. In this role I oversee many construction projects throughout their life cycle. I work with large budgets and plan and analyze construction developments. I have a strong ability to envision the outcome of a project and facilitate the work that goes into achieving that outcome.
A successful outcome for the task force would be a clear, cohesive, and transparent vision for the recommendation to the leaders of the city of Santa Clara. I believe the task force is the “ground level” opinion so we can see how the community really feels about the project.

My professional experience in risk assessment and risk
management, facility and equipment design for safety, commercial campus emergency response design, fire safety, Code
compliance will allow me to help the group understand the underlying details of designs that the group may be asked to look at. I am well versed in reviewing plans, design documents, renderings etc.
On a personal level, I have travelled extensively in Europe and Asia and have seen + experienced both good examples and poor examples of urban design and can therefore bring a useful perspective to the group. Additionally, having lived in Santa Clara for 20 years I have a good sense of the unique attributes of this city and why it such a great place to live and work in.
Santa Clara has a unique character that sets it apart from some of the other cities around us. While a lot has changed over they the years, the basic attributes of strong community, good governance, excellent services, and diversity (cultural and economic) have been kept intact. The SATF would be successful if we could help ensure that the essential attributes of Santa Clara are reflected and continue to be nurtured as the Station Area is developed to it's full potential.
As a long time resident of the Bay Area and, specifically Santa Clara I feel very vested in the future of this community. My professional experience and personal experience could be a valuable to the SATF. Additionally, as a small business owner I could perhaps bring a useful perspective to the group. Overall, I see this as an opportunity to contribute in a direct and meaningful manner to the betterment of the community that is my home.

Aside from my financial interest, I'm a big believer in the future of Santa
Clara. With the right combination of zoning,
planning, and developments in the station area and
downtown, Santa Clara could really differentiate itself as one of the premier cities in the South Bay.
I’m the owner of SunArcher Investments Inc, the second
largest property management company focused on off

14 properties in the Santa

I would consider the task force a success if we were able to have meaning discussions and create a vision for the station area. This vision could then steer zoning and future
development in a way that
brings the highest level of good to
the city while providing it’s residents, both current and future with an incredible lifestyle and a place to call home.
Sant

believe with the right vision, mixed with
complementary
zoning/developments the city could transform into something truly special and I would like to see that vision come true! Thanks for your consideration.

I've lived in the City of Santa Clara for the last 10 years (Bay Area for most of my life) and I am excited to see the advancements happening in the City. As a resident, I would like to be more involved so that I can help to make this city even better than how it is now.
When I heard about the future plans of public transportation for the city, it reminded me of my wonderful experiences of taking public transportation throughout Europe. I believe that I can provide feedback to the team based on those experiences.
I envision this task force to help develop the needed
infrastructures to make a city an advanced and welcoming place while maintaining the natural beauty of the surroundings.
I should be considered to be a member of this Task Force because I sincerely care for this city that I live in and is therefore committed to only provide advice/opinions that I think will help improve the city.

The Santa Clara Station area across from Sant Clara University can be optimized with regards to pedestrians, parking, transport, nonprofit entertainment & for profit business/retail/resource development, & native plants with habitat environment to generate, healthy aIr, healthy soil, storm water handling, and noise reduction. It can be designed to be both an efficient transportation hub and a safe, fun, profitable, destination in itself.

I am a retired electrical engineer with a background in geological & civil engineering. I have been visiting and exploring the area around the Santa Clara Transit Hub/Train station, and the Historic Santa Clara Depot/Edward Peterman of Railroad History since 2012. I watched the renovation of the train station/transit hub be completed in 2012. Back in 2012, I saw that this corner of Santa Clara next to the train station & University had amazing energy and potential for a community connection. Because this transit hub had good energy & historic significance, I decided that the railroad museum would be a fun place to connect people through music, In 2012 I started a nonprofit stringed instrument music jam open to the public at the historic depot. I asked the South Bay Historic Railroad Society which runs the Museum if they would sponsor the jam (2nd Saturdays, 12-3pm) and SBHRS agreed to do so. I am aware of the connections between the SBHRS and Caltrain, and VTA, with regards to maintaining the Museum Depot & surrounding historic structures. I know economically that the train line that passes through the Santa Clara Transit hub provides links up & down the peninsula to other cities & passes near sports stadiums including of course, the Santa Clara University sports complex. It is also close to the Norman Y. Mineta, San Jose International Airport.
Any task force dealing with a transit hub like Santa Clara Station would want to be able to develop a concept to direct the various transportation flows in the most productive and safe way. A successful outcome would be to efficiently direct movement of human beings through the area in a timely fashion to meet the trains and at the same time, avoid as many human interactions with automobiles, buses, taxis, etc. A really successful outcome would make this area a destination by including natural, native habitat, landscaping, and places of respite with attractive features, plus food &, entertainment. Building parkland pathways over tunnels over El Camino Real (see the Tunnels park linking Crissey Field to the San Francisco Presidio), is one way safer & attractive links for pedestrian movement in this area could be created.
Connecting tunnels to a structure built above the Caltrain parking lot could incorporate more park habitat plus community spaces.
Pop-up spaces for small business owners could be designed into the area. This area has potential to not only be profitable, but a relaxing and fun place to visit as a destination. It already is a healthy, fun, family-friendly, destination for families & children who visit the Train Museum at the Santa Clara Depot. The City of Santa Clara, Santa Clara University, VTA, Caltrain, the Norman Y.
Mineta San Jose International Airport, the City of San Jose, and the various owners of Sports Stadiums nearby, could form a coalition of investors to optimize this area. The City of San Jose Google development be built in downtown San Jose is linked by rail to this location- that means Google might also be interested in investing in optimizing this area as well.
I am a retired electrical engineering with civil & geological engineering background. I am very familiar with the layout of the area covered by the SATF. I have many ideas/suggestions about how to optimize the design for this location for many users and types of transportation that use this transit hub. I would be an enthusiastic, hardworking, and knowledgeable addition to the Santa Clara Station Area Task Force.

Our cities need to change from car-first and car-focused to embrace another path. I want to be that advocate for a positive future where families feel safe riding their bikes to school and where commuters can take rail or a combination of modalities to get to work as fast and painlessly as driving. I want the area surrounding the new station area to embrace the future instead of merely supporting a car-first approach.
I have spent the past 9 years working in the development and service of electric vehicles. What I've learned beyond EVs is that we need to radically embrace many forms of transportation beyond the traditional ICE vehicle - bikes to transit to electrification to supporting pedestrians.

I'd love to see us build a new town center with supporting businesses making the transit hub as welcoming and useful as some of the great transit hubs in America and Europe. Could this be the Gare du Nord of California? The Grand Central Station? Maybe not, but can we try to approach that rather than just being a parking lot?
I deeply want to understand all of the problems people bring to the table and find a consensus solution that meets most current users where they are and supports adding more users to the station area.

I have lived next to the Santa Clara Train Station for over the past decade and visited it much as a kid, but always wondered why it seemed so disconnected from the city itself. With the growth of the Downtown area and the work SCU has put into the area between the two, I can now see that what we need is a portal for those who can easily just jump off a train or (soon) BART into our fine city and enjoy the benefits and attractions we have and will have to come!
I'm also a huge railfan, and having a well-regarded rail transportation hub with such a huge history is a massive draw to someone like myself and I would want that access to be something for all to be able to enjoy.

I have been a member of the Santa Clara Cultural Commission for a number of years now and a resident for more than that with my family having been here for generations, so I know Santa Clara as a city well. I also have lived in many other places with fantastic rail service and know that, when it is done well, it can be the major artery for a city that most just travel around. In addition, I have a background and love of civic infrastructure and want to see a project like this allow for easier engagement with the amenities SCU and the City itself have and make it far easier for Santa Clarans to stay in-city and enjoy themselves instead of having to leave to go elsewhere.
Have a completed, signed-off and funded plan to turn the area north and south of the station all the way through the campus to the new Downtown that allows for easy access to all modes of transportation while focusing on a walkable and enjoyable merchant district usable by students, commuters and everyone else coming through our great city.
I love this city, the history and the hope of what it will become.
Without a proper trans-modal system for people to experience it, we will just become the same stop-off that most cities between San Jose and San Francisco are, which is something that we don't need to relegate ourselves to. With a well-executed plan we can create a larger downtown/university area that can rival any other in terms of a destination for community, shopping and existing that we should have had for the past forty years.
I should be selected for the task force because I do truly care about what we can become and bring a young and experienced viewpoint that's built upon years of living in towns that have either chosen to do what we need to do and flourish or chose not to and lay fallow.

I am a lifelong resident of the Old Quad and wear a number of Community hats. I love Santa Clara's diverse history and its many community-oriented amenities--a small town with big city assets poised for growth is where we are going. That said, it's important for the community to continue to keep connecting the dots between our past and future--I believe I can facilitate that given my education, work and community experience. I am currently the Chair of the BART/VTA Community Working Group and have
been on the CWG since 2018. I serve as Historic Landmarks Commissioner and am a member of the Downtown Community
Task Force member serving as HLC since 2018. I sit on the Silicon Valley Central Chamber board and variety of nonprofit boards like the Santa Clara Parade of Champions, MCCF and others. Volunteerism and giving back to my community are a way of life for me.

My Career experience was predominantly in Tech as Business Planner, Project Management and Marketing. Planning is second nature to me--taking a project from ground zero to across the finish line in a timely fashion is one of my strengths and something I enjoy. I am also a small Santa Clara Business owner for 20 years.
My other lifelong passion is Community. Fortunately to grow up and live in the Old Quad. I have been active in my SC community since I can remember (i.e. St. Clare's, SCHS, SES/Others). Since 2018 I have served on the HLC Commission (now as Vice Chair--I am a history geek), on the Santa Clara Downtown Task Force as HLC, and on other NPO Boards: Santa Clara Parade of
Champions (President), SVC Chamber, and others. I am a true believer in the power of building consensus and finding solutions collectively whenever possible. We want solutions that will last and benefit the community. Santa Clara is facing a new chapter in growth, and I want to help make that work for our community now and into the future.
The Santa Clara Station put Santa Clara on the map historically.
Our Railroad Depot is a Nationally registered Historic place and was one of the oldest continuously operating RR Depots until 1997. It was one of two "way stations" between SF and SJ. The first shipment of fresh fruit (Pears) went by Rail from CA to East Coast in 1869. The most Successful Outcome is to create a Plan connects our past and future, that serves as a solution (Live, Work, Play for future generations) and the gateway to our historic community--an entry point that connects to our New Masterplan for the Downtown Santa Clara--of which i have been a part officially since 2018 on the DCTF. I bring lifelong knowledge of the area as a resident but also an understanding of how Santa Clara can truly represent as the center of Silicon Valley in the Region.
I have deep roots in Santa Clara, its community is unique and diverse to the area and somehow has learned to bridge and balance between its agricultural past and its Tech future.
I want to help to ensure that as a lifelong resident who wants our community to continue to thrive that growth involves the community at every stage.
My Downtown Community Task Force, HLC Commissioner, SC
BART/VTA CWG Chair and NPO Board Experiences and love and connection to our community is what I will bring to this Santa Clara Station Area Plan. The plan will require community input and support if it is to be successful-- I can bring that level of outreach.
My future is here in Santa Clara and want to help to make sure that the plan is a quality community driven plan that brings the community long term benefits for generations.

Holland Partner Group (HPG) is developing Phase 1 of Gateway Crossings, which will deliver 724 new units of housing, a 2-acre neighborhood park, and 15,000 sq. ft. of retail and community space to the Station Focus Area starting in 2024. Given this significant investment we are keenly interested in seeing the area continue to grow and fulfill its potential as a lively new transit- oriented hub for Santa Clara. Additionally, HPG is in discussions with the Bixby Land Company – owners of one of the largest properties in the Focus Area – to serve as an advisor regarding their property’s redevelopment potential.

HPG knows the Station Focus Area and its stakeholders well due to our developing Phase 1 of Gateway Crossings over the past three years. We also worked with the City over a multiyear period to shape and realize the Tasman East Specific Plan (TESP) and believe the Santa Clara Station Task Force would greatly benefit from the experiences and lessons learned from TESP. Moreover, as an active housing developer in the South Bay with in-house expertise in construction, finance, and operations, HPG brings a deep understanding of the challenges of building housing. The HPG team brings over 30 years of residential development experience throughout the Bay Area and looks forward to contributing that knowledge to the Task Force.
A successful outcome for the Task Force would be the adoption of a Specific Plan that: a) realizes the unique potential of the Focus Area to serve as a transit-oriented gateway to Santa Clara; b) has the support of all major stakeholders including the community, business, the City, Santa Clara University, and the VTA; and c) is grounded in market realities and economic feasibility. We believe the last goal is the most easily overlooked but also the most crucial for ensuring the plan comes to fruition. HPG has seen other cities adopt specific plans that never achieve
implementation due to unrealistic requirements and conditions and we hope to bring those lessons learned to the Station Area Task Force process.
It will require the engaged participation of business and private developers to realize the full potential of the Santa Clara Station Focus Area. As an experienced developer already active in the immediate area, HPG is uniquely qualified to serve as a bridge between the business community and the other stakeholders. We can provide valuable input regarding costs, feasibility, and market demand that is not readily available to individuals and organizations outside of the real estate development industry. This input will enable the Task Force to craft a vision for the Focus Area that is not only ambitious and community-oriented but also achievable. We look forward to deepening our partnership with the City and community and thank you for your consideration.

Business Community
The family business that I work for has owned a 13 acre parcel of land that is adjacent to the Santa Clara CalTrain Station for the last decade. For that time, we have leased the existing office campus to a wide variety of local and national businesses, and our retail tenants have serviced the many CalTrain commuters and Santa Clara University students. During this time, we have developed an understanding of the needs of the community that we believe can contribute to the goals of the Santa Clara Task Force.
I believe I have a unique perspective that I can bring to this task force in the area of Commercial Real Estate Development. The next few years are going to be very unique as is relates to development and speculative investment in future projects, so if we, as a Task Force, can recommend a plan that encourages improvement and redevelopment to the Santa Clara Station Area, the city of Santa Clara will see accelerated transition and adoption of their plan in the near term.

A successful outcome for this task force would be to create a plan that enhances the value of the new BART station connecting Santa Clara to the greater Bay Area. This would mean a tapestry interconnected Real Estate uses of Residential, Commercial and Community Space that would be the foundation of City of Santa Clara for the next century.
I believe I should be selected for this Task Force because I bring a unique business perspective to a community task force that can share expertise of commercial real estate usage and feasibility during this interesting time of the industry. I believe in sustainable building and responsible planning that I will apply to my recommendations during our time together.
