I releamed to bike as an adult in Santa Clara -and a few years later am organizing bike trains to help other families at my kids' school leam haw to take acentage of this very of getting around. We're now a bike-first one-car family. This has been a huge evolution for us, and not always an easy one. While the City has done a lo: of great work, biking arcund when one isn't very confident, and especially when biking with kids, highlights where things can be made even better. I'm excited to bring my perspective as a practical family nder to the Board. I want to help make the cily one where it's easy and safe for everyone to do what we do - bike to schoci, to the library, to swim lessons, to the park, to friends's houses
And l want to make sure that that opportunity is evenly distributed - that no matter where you live in cur community, you have the chance to walk or bike safely to where you need to go. Organizing bike trains to help ohers at our schol discover how to bike safely shoued how much extra effort can be imolved. And getting bike racks installed at our school helped me see how even small improvements in infrastructure can make a big difference in overcoming barriers to participation.

I have a very practical outlock on biking and walking, and I think my perspective- mom with small children, a practical rather than recreational biker, and someone who is actively helping ollers navigate the challenges of getting around without a car - will be helpfud to the Board.

And live fallen in love with biking and want more people to experience the joy and freedom it brings.

I have a special interest in ll history of bicycling and human powered vehicles, bicycle technology, and roadsy improvements as well as city planning and transit history. I have read many bocks on bicyling, bicycle techday, road improvement history, transit histary, and city planning. In my introductory class on Errormental Design at U.C. Berkeley, I was roquired to read fine Jacol's book The Death and Life of Great American Cles. That book mada me aware of appropriate design of city bocks, their appropriate length, optimum sidewalk widths, the nood for a mix of activities, and the siting of transit stope for the comerience of pedestrans and public transit patrons.

Please state roasons why you want to become a member of this Board/Commission/Committee, including what specific objectives you would be working toward as a member of this advisory board:

I want to help the committee make recommendations to the City Council that will improve cycling and pedestrian conditions so that more people will want to ride bicycles and walk to destinations in the city rather than crive a car. I want to help the committee find solutions to reduce the crash rates inciving bicyclists and pedestrians. I will achocate for:
(a) Improved cycling and pedestrian concitions:
-more space on our streets devoted to cyclists and pedestrians Hower speed limits on our streets
-more facilities for parking and storing bicycles on public and private property Weller access to private property from the city sidewalk to enhance pedestrian sa'ety way-finding signs on our streets to improve accessibility to destinations in the city -an enhanced cily web presence for cycling and walking in the city programs to sene cyclists and pedestrians, particularly communities of concem and wornen. (b) To further enhance cyclists and pedestrian's comfort and safety on our City's streets, I would like to see a network of roundabouts installed in our neighborhoods. The network would make trips to neighbartood destinations, such as grocery stores, banks, city parks, and schools, safer and nore efficient (in time and effort) while not increasing emergency response times. well as a review of criteria found or-line developed by professional engineers.

Oly staff relieved the Subcommittee's proposal to install mini-ramdabouts on Fortes Avenue and will be proniding more technical criteria to the Suscommittee in order to delemrine whera mini-roundabats can be installed on routes in order to create an continuous bicycle friendly routes to destinations in nearby cities. (e) Another objective I would be working toward as a member of the committee is to re-establish the BPAC Subcommittee on Web Presence; I was a past member of that subcommittee. That subcommittee needs to irestigate more comactity to information about cycling and pedestrian infrastructure and programs in the City.

Because youths are one of our our city's largest cycling and pedestrian population, the Safe Routes to School program, a program that educates youth about safely walking and cycling to schoo, shod be continued. Wi eed to review the efficacy of that program by periodically revieving the crash statistics for those age groups, if available, from the police department. I would suggest this if appointed to sene on the conmitte (g) Another objective I would be working toward as a member of the committee is to identify other programs to assist cyclists. The BPAC should recommend that the City continue to apply to the Bicycle Friendly Program offered by the League of American Bicyclists (LAB). BPAC needs to continually assess our current facilities and programs, as well as explore needed improvements identified by the LAB. I would like to atlain the next level in that LAB program, the Silver rating.
(h) To assist the City staff in investigating and applying for projects and programs, the LAB suggests and I will continue to advocate for a full time bicycle and pedestrian coordinator to be hired by the Oily. The coordinator can be the sole staff member assisting the PAC and can update the bicycle and pedestrian plans, thus sating the City money.

The coordinator can also, as existing staff do now, evaluate our present cycling and pedestrian infrastructure and programs and imestigate funding sources, particularly gonemment funding scurces, that allow a wide letitude in the scape of proposed projects. This activity could imolve govemment grants, public/private partnerships, and taxing strategies in order to accomplish committee goals more quickly. (i) Lastly, another objective I would be working toward as a mamber of the committee is to propose more funding sources be pursued to pay for programs and projects that support cycling and pedestrians in the city. In addition to the ongoing governent grant applications. I would suggest the committee explore additional scurces of funding for approval by the Council such as increasing taxes including forming special assessment districts.

Any other information which you feel would be useful to the City Council in reviewing your application:

My comunity involvement:

Attendance at SC PACmeetings: / attend City of Santa Clara Bicycle and Pedestrian Adisory Committee meetings regularty and provida input as a member of the generel public and as a member of two of their subcommittees, Rourdabouts and Bike to Shop Day. I also attend many of the BPACs feld meetings organized by City staff that are open to members of the committee and the general public.

Past member of the SC PAC. As a past member of City of Santa Clara BAG, I suggested that BPAC rocommend the City Council send a letter to the Santa Clara Valley Water District to save the popular Intel pedestrian bridge over the San Tomas Aquino Creek that connects the Intel property with the San Tomas Aquino Creek Trail. The bridge was saved.

Bike to Work event: I helpad at several City of Santa Clara Bike to Work/Wherever Day events. Not only have I staffed the table to help distribute promotional items at also i made minor repairs to comters' bicycles when needed. That experience has led me to think about additional San Tomas Aquino Creek Trail enhancements that the BPAC may want to consider, such as repair stations, repair station shetters, more drinking fountains, restrooms, benches, and more pedestrian bridges to connect businesses on the east side of the creek to the trail.

Major Taylor Oycling Club: From 1994 to 2007,1 organized and volunteered at a popular non-profit, 501(c3) bicycle repair clinic, the Major Taylor Cycling Club of East Palo Alto, I was the secretary, repair clinic supenisor, and a mechanic for the organization for thirteen years. Unfortunately the club has closed. The club operated a twice-monthly bicycle repair clinic for the youth of that city at no charge to the participants; over four thousand (4,000) participants altended during that period.

Club members, all volunteers, assisted youths in the repair and maintenance of their bicycles and laught: ricing skills. Repairs were accomplishd by reusing bicycle parts from salvaged bicycles that were headed for the dump.

I haiped develop and oversaw all programs and operations including donations, repair clinic, bicycle rodeo and an "Eam a Bike" program, and I constructed all the necessary infrastructure to support the programs, such as tables, tethered tools, tool carts, and storage facilities. I also provided free lunches to the members and youth volunteers.

The club also attendad and halped at bicycle rodsos and parades sponsored by the City of East Palo Alto. The club attended and praided logistical support for a bicycle reuse event sponsored by the County of San Mateo.

Our club's achievements were recognized by the City Council of the City of East Palo Alto and the County of San Mated Board of Supenisors, in large part cue to our providing senices not anailable in the private sector. Since that time, other organizations have imitated tits model in other locations around the South Bay Area To read more about the club's activities, visit these Websites:

I never set out to become a bicycling, walking, or transit achocate. Rather, I try to avoid relying on a car to get around. Though I crive sparingly and share one relatively economical car with my husband (who also prefers to bike and walk), it is our second greatest expense, after housing.

I find the car-certric infrastructure and culture are greater hindrances to car-free or carlight mobility, than anything under miy on direct contral, such as my physical fitness, attitude, motivation, or which bicycle on When talk to people who don't bike, the conversation imarady tums to safety.

Bicycling in the City of Santa Clara today ircles challenging trade-offs. Avoiding high-traffic streets can require going cut of one's way and knowing which side streets connect to something useful. Sometimes, there is no hoice but to ride on a wide arterial with fast traffc. There is often no good place to secure a bicycle near a destination. Santa Clara had 259 reported bicycle thefts between July 2021 and ly 2022-roughty one per weekdan —and it's likely that many more thats go unreported.

Walking comes with its on obstacles. Some are physical, like missing sidewalks and ramps, and a lack of safe places to cross larger streets or other bamiers like train tracks and freeways. Some ane structural, like when a store, school, or transit stop is far away.

Meamshile, many people do no: experience our city in this way, or not to the same degree.

My objectives in a second term on the BPAC include the following:
-Complete the current open bikeway studies (Benton, Monroe, WalsiMartin, and De la Cruz). In addition to obsening both Sarta Clara and Wilcox High Schools at dismissal time, I have biked the length of each of these corridors with an eye toward identifying problems and potential improvements.

Help to shape the upcoming Vision Zero plan.
-Participate in the upcoming Bowers Avenue study.
-Help to shape and finalize the city's trail plan that has been under development since 2017. -Undersland the funding ecosystem and advocate for options that will give the city the best chance of winning competitive grants.

Acocate for bicycle and pedestrian infrastructure improements in conjunction with roadway maintenance and repairs. Concument efforts require planning but can reduce costs and disruptions Adocate for funding to design and build bikeweys in our bicycle plan, including Pruneridge and El Camino Real (now part of the Central Bikeway corridor), which have been the subjects of recently completed and approves studies.
- Represent and inform the community, and encourage robust putic participation in studies and plans.

Sene as a liaison to the TA BPAC and County Roads and encourage coordination and collaboration between local agencies.

Any other information which you feel would be useful to the City Council in reviewing your application:

I think most of the council is already familiar with my adlocacy, if not the breadth and extent of my incement. I look forward to talking about it more in an interiew, and to continuing to sene and to leam more about my community during a second term.

Please state reasons why you want to become a member of this Board/Commission/Committee, including what specific objectives you would be working toward as a member of this advisory board:

I have, during my 35 year career in the City's Engineering Dept., been responsible for the construction of most of the City's bike facilities, including almost all of the San Tomas Aquino Creek Trail and miles of painted bikeways. I was also responsible for pedestrian improvements such as huge lengths of sidewalk and countless ramps and driveways.

In a typical year I ride my bike about 3000 miles mostly from and to my house in town and extending throughout the South Bay.

It is intent to bring this experience, both experience on the bike and that gained with the "real world" challenges of building public improvements, to the BPAC.
