Dear Mr. Roukema:

The Western Area Power Administration (Western) and the City of Santa Clara, Silicon Valley Power (SVP) are parties to Contract 09-SNR-01256 (Contract). This Contract provides for SVP’s participation in Western’s Base Resource Displacement Program (DP).

In anticipation of the start of the DP this year, Western revised Exhibit A, Attachment 1 to Exhibit B, and
Exhibit D, to the Contract. Western revised Exhibit A to change the pricing point for some of the participants to reflect the California Independent System Operator’s (CAISO) Market Efficiency Enhancement Agreement pricing. Attachment 1 was revised to include the most current CAISO charges that make up the avoided fixed transaction costs related to the DP. The CAISO’s Charge Code 6496 (Peak Reliability Coordinator Charge) was also added to the table as an additional fixed transaction charge. Exhibit D was revised to update the DP working group representatives.

Enclosed for your records are Exhibit A, Revision 9, Attachment 1, Revision 28 to Exhibit B, and Exhibit D, Revision 8, to the Contract. If you have any questions, please contact Mr. Hiroshi Kashiwagi of my staff at (916) 353-4477 or [email protected].

Mr. John Roukema
Director of Electric Utility
Silicon Valley Power
1500 Warburton Avenue
Santa Clara, CA 95050-3713
Dear Mr. Roukema:

On April 1, 2009, the California Independent System Operator Corporation (CAISO) simultaneously implemented its Market Redesign and Technology Upgrade (MRTU) and Integrated Balancing Authority Area (IBAA) programs.

Operation under IBAA could be economically detrimental to the Western Area Power Administration's (Western) customers. Since late last year, Western and its customers have been working together to develop a program to minimize any adverse impacts of IBAA and help protect the value of federal power allocations.

The outcome of this collaborative effort is the Displacement Program. In general, the Displacement Program is designed to lessen the financial impacts of IBAA by decreasing transactions between neighboring balancing authority areas. The terms and conditions of the Displacement Program are set forth in Contract 09-SNR-01256 (Contract). This Contract will be executed in counterpart.

Enclosed is one original of the Contract and two original signature pages. Please have the appropriate authorized Silicon Valley Power (SVP) representative sign both signature pages, have the signatures attested, and send both signed signature pages, along with a resolution and/or certificate as applicable, to Ms.

Ruth Nye, N6205, at this office. Please keep the original Contract for your records. Once Western receives the signature pages back from all counterparties, it will counter sign all of the pages, send SVP a Western/SVP- executed original signature page, and send copies of the other counter parties' signature pages for SVP's records. We thank you for your involvement in the development of the Displacement Program.
