Why a Planned Development (PD) Zoning?
• Lot size
- 6,000 square feet required in R-1
- 4,027 square feet and 5,359 square feet proposed
• New detached garages do not meet minimum setbacks
- 3-foot side and 5-foot rear setbacks required in the R-1 district - 2-foot side and 0-foot rear setbacks proposed
• 2-nd story ADU (proposed to be allowed in Zoning Code update) • Presence of historic residence (prevents use of SB9)

Santa Clara
The Center of What's Possible
1365 Main Street / 1070 Lewis Street
Considerations
• Subdivision: proposed lots conform to the Very Low Density Residential General Plan designation and would conform to the proposed Planned Development Zoning
• Rezoning: Proposed Planned Development Zoning provides additional housing while preserving existing historical house and neighborhood character
• 2nd Story ADU: Proposed Zoning would allow 22' 9" height (exceeds 18' otherwise allowed); Consistent with Single-Family Design Guidelines by proposing a compatible Craftsman architectural style; No 2nd story windows at south and east elevations to protect privacy 1 13 City of

Historical and Landmarks Commission (May 17, 2023)
• Recommend Approval of Major SPA (5-0-1) to interior and exterior alteration and rear addition of 1365 Main Street
To support preservation of historic structure and confirm compatibility of proposed development with historic buildings
Planning Commission (August 23, 2023)
• One member of public spoke in support of project
• Approved Major SPA (7-0-0)
• Recommended approval of Rezone to Planned Development (7-0-0) 1 14

Staff Recommendation
1) Determine that the project is categorically exempt from CEQA pursuant to Class 1 (Existing Facilities), Class 15 (Minor Land Divisions) and Class 31 (Historical Resource Restoration/Rehabilitation); and
2) Adopt a resolution to approve a Rezone from R1-6L - Single-Family Residential to PD - Planned Development based on findings and conditions of approval; and 3) Adopt a resolution to approve a Tentative Parcel Map to subdivide one parcel into two parcels, subject to findings and conditions of approval; and 4) Adopt a resolution to approve an Architectural Review of the proposed second- story ADU and exterior and interior alterations as proposed on 1070 Lewis Street and 1365 Main Street, subject to findings and conditions of approval. 1 15 City of Santa Clara
