Subject: Recommendation for Augmentation of Budget for Multiple SCSA Capital Expenditure Projects for Levi’s Stadium
Recommendation
1. Recommend a budget augmentation for the Plumbing Project of $9,662.95, which will increase the total budget amount from $78,471.00 to $88,133.95. The Plumbing Project budget was approved by the Santa Clara Stadium Authority Board (SCSA) as part of the FY 23/24 SCSA Capital Expenditures budget.
2. Recommend a budget augmentation for the Smoke Evacuation System – Fire Smoke Curtain Replacement Project (Smoke Curtain Project) of $11,903.71, which will increase the total budget amount from $41,759 to $53,662.71. The Smoke Curtain Project was approved by SCSA as part of the FY 23/24 SCSA Capital Expenditures budget.
Reasons for Recommendation
1. Plumbing Project
The Plumbing Project involves general renewal and replacement of necessary plumbing equipment in the Stadium, including replacement of pressure reducing valves and other parts on domestic and recycled water systems.
On July 19, 2023, the Forty Niners Stadium Management Company LLC (Stadium Manager) issued a formal solicitation (RFB FY23-0053) for the Plumbing Project and received two bids on or before the due date of August 15, 2023. Stephen Ciari Plumbing and Heating, Inc. was declared the lowest responsive and responsible bidder with a bid amount of $74,680.
Stadium Manager is recommending a budget augmentation to address the following costs for the Plumbing Project:
1. Approved budget for the Plumbing Project - $78,471.00
2. Expenses for design - $5,800.00
3. Advertising in San Jose Mercury News publication - $185.95
4. Bid amount - $74,680.00
2 5. Contingency 10% of construction contract amount - $7,468.00
6. Budget augmentation amount - $9,662.95
2. Smoke Curtain Project
The Smoke Curtain Project replaces an existing elevator C6 smoke curtain and miscellaneous life safety fire equipment which has been identified for replacement during preventative maintenance.
On July 18, 2023, the Stadium Manager issued a formal solicitation (RFB FY23-0052) for the Smoke Curtain Project and received three bids on or before the due date of August 15, 2023.
CWS Construction Group Inc. was declared the lowest responsive and responsible bidder with a bid amount of $39,500.
Stadium Manager is recommending a budget augmentation to address the following costs for the Smoke Curtain Project:
1. Approved budget for the Smoke Curtain Project - $41,759.00
2. Expenses for design - $10,050.00
3. Advertising in San Jose Mercury News publication - $162.71
4. Bid amount - $39,500.00
5. Contingency 10% of construction contract amount - $3,950.00
6. Budget augmentation amount - $11,903.71
Once Stadium Manager receives approval from the SCSA Board, Stadium Manager will be able to move forward with executing the agreements and make the executed agreements available to SCSA. Both projects fall under the delegation to execute the agreements by the Stadium Manager.
