What is Planning, a Precise Plan, a Form Based Code?
• General Plan — plans for future
- is a parcel-by-parcel citywide plan
- Precise Plans & Specific Plans are
neighborhood plans and are part of the
General Plan
• Zoning- implements form & function of the General
Plan

- A Form Based Code is a type of Zoning that
provides precise requirements for building design
but does not regulate uses 11

I am a forty year resident and business woman of Santa Clara, CA. I am the head of Research of Reclaiming Our Downtown. I sincerely thank each of you for your support these past years.
I support the Downtown Precise Plan and Form Base Code with the objective design standards and all of the solid and firm work our community together has done to support this vision for our Downtown since 2018 and years before when we started researching successful downtowns and how to implement them. The plan sets a blueprint for developers to follow to meet the community's needs without a fight.
Commissioner Priya Cherukuru advised us to enforce this in the next steps and implement this Precise Plan and Form Base Code now. We have to hire the experienced team today and continue as citizens to implement our Downtown Plan now.
Our next action steps is enforcing and implementing our new Downtown:
Implement this Downtown Precise Plan and Form Base Code • Plan our Station Area Plan and Transit and last mile needs for each of us to connect across the city with Form Base Code standards which is adjacent to our Downtown
• Review the properties like the old Wells Fargo parcel outside the Downtown border which are still vulnerable to development.
Let's hire our new team today to implement our Downtown Plan and objective design standards and continue implementing this enforcement with the adjacent Station Area Plan and other outside parcels.
Please vote yes on the Downtown Precise Plan and Form Base Code.
Thank you. Now let's get started building our community Downtown Santa Clara.
Sincerely and thank you,
Donna West - 408-489-4651

As an urban planner interested in seeing cities throughout California both increase their housing capacity and provide for the development of good urban spaces, I strongly request that you approve the Downtown Precise Plan and Form- Based Code. I have become familiar with this plan and its dedicated advocates through the Facebook group Reclaiming Our Downtown, and I agree with their assessment that this plan will create a framework through which Santa Clara can restore the heart of the city: a vital and active downtown centered on Franklin Street and the surrounding blocks. Please give communities throughout California an example of good urbanism that can be followed by approving this plan and its accompanying Form-Based Code.
Thank you,
