RESPONSE TO COUNCIL QUESTIONS RE: 1/9/24 AGENDA

Agenda Item 1.D RTC 24-1422: Action on Award of Purchase Order to Republic EVS for the Purchase of a Medix Specialty Vehicle Type 1, MSV 170 Ambulance, and Approve the Related Budget Amendments

Council Question:

Why diesel?

Staff Response:

This response is divided into two sections:

Disel vs. Gasoline: Diesel engines provide high torque at low speeds which helps get heavy vehicles moving faster than gasoline engines and provides greater fuel efficiency overall. That is the primary reason that diesel engines are the industry standard for fire apparatus and ambulances. All current fire apparatus are diesel-powered and the fire department maintains diesel fueling capabilities (tanks, pumps) at five fire stations strategically located around the city to ensure that fire department vehicles (including ambulances) can be refueled after a disaster or other large-scale emergency. Also, Central Garage has certified technicians who are trained and have the required tools and equipment to maintain and repair diesel engines. It would be difficult to order, maintain and repair a gasoline-powered ambulance.

Alternative Options: Fire apparatus manufacturers are just beginning to produce electric-powered fire apparatus, but it is a new technology and we do not have the infrastructure to support it yet.

Council Question:

Do not see comparative cost comparison with other vendors? Report mentions there are multiple vendors on the roaster to supply the vehicles.

Staff Response:

Staff compared the list price and discount of several suppliers awarded a contract under this HGAC co-operative. Each contract has pricing set up for the base model at a list price and a discount off list price.

Below is a breakout of the vendors considered that offered the same model or similar.

Vendor List Price Contract Price Less Contract Discount Republix $ 246,146.67 $ 221,532.00
Medix $ 246,146.67 $ 221,532.00
REV Ambulance Group $ 237,470.00 $ 225,596.50 Southwest Ambulance Sales $ 246,146.67 $ 221,532.00 VCI Emergency Vehicle Specialists $ 246,146.67 $ 221,532.00

Republic's pricing is reasonable and comparable with other competitors. The lead-time with Republic is within 6 months of purchase order receipt. The ambulance we are purchasing was already in production, so the time line for delivery is much shorter - three months. The department's current ambulances are a 2002 and a 2010 and are well beyond their expected service life. We are transporting an average of six people to the hospital daily, so we need a reliable ambulance as soon as possible.
