3. Final Review of the Adoption Drafts of the Downtown Precise Plan and Form Based Zoning Code
The DCTF discussed the revisions made by the Consultant. Through the discussion additional edits were identified to forward on to the Consultant.

The DCTF also discussed the community benefits program, generally concluding that the program needed more work. Specifically, the DCTF prefers a fee-based program that would require preparation of a supporting nexus study. The DCTF stated a desire to continue working on this topic after adoption of the Precise Plan and Form-based Code so that development might proceed according to the base densities allowed within those documents while the community develops a specific system for granting increased heights and densities.

Public Comment
-Mary Grizzle wanted to know if the City would sell or lease the City owned property.
-Donna West stated that we should have a nexus study for the community benefits program and that in the RFP for the city property we should require more affordable housing that what is in the City's ordinance.

The DCTF then closed the public hearing and voted on removing the availability of a Community Benefit Program in the Precise Plan and Form Based Code.

A motion was made by Member Mayer and seconded by Vice Chair Ondrasek to approve removing the availability of a Community Benefit Program in the Precise Plan and Form Based Code.
