The Center of What's Possible
Background
• December 19, 2023, City Council adopted the Zoning Code Update.

An implementation step is to update the City's Zoning Map, to rezone properties to be consistent with General Plan land use designations, a requirement of State law.
• Rezoning El Camino Real sites to match their current General Plan designation would be part of the Zoning Map adoption process, but is being advanced now to support the City's Housing Element. 4 2

Background
• The City's Housing Element includes the 17 sites on El Camino Real to meet HCD's recommended 15%-30% buffer above the City's Regional Housing Needs Allocation (RHNA) of 11,632 units.
• HCD has indicated that rezoning the 17 El Camino Real sites is a necessary step to obtain HCD's formal certification of the City's Housing Element.
• The 17 sites are included in the revised Housing Element as they meet HCD's site criteria for parcels to be sized between 0.5 acres and 10 acres with a minimum density of 30 DU/AC. 5

El Camino Real Specific Plan
• El Camino Real Specific Plan (ECRSP) revision is being developed in accordance with the Council action on the draft land use plan at the August 29, 2023 meeting.
• Each of the 17 sites are proposed to either retain the current General Plan density or increase it in the ECRSP draft land use plan. • Through ECRSP process, Council can still decrease density on any of the 17 sites, but must increase density elsewhere on El Camino Real to retain residential density on the corridor.
• ECRSP is scheduled for Council consideration late Fall/early Winter. " 7 El Camino Real Rezoning Sites City of
