General Plan Consistency
• Stand alone data centers not allowed in High-Intensity Office/R&D but allowed in Light Industrial designation, thus the proposed General Plan Amendment to Light Industrial
• Light Industrial designation has 0.6 FAR standard. Project proposes 1.06 FAR; however FAR in the General Plan used to predict vehicle miles traveled (VMT).
Data center use is consistent to General Plan as they have low VMT. • General Plan Amendment is consistent with General Plan Strategy 4.6 Maintain the City's Fiscal Health and Quality Services
• Utilizes and improves an underutilized property
• Strengthens the existing tax base
• Invests in public services and infrastructure

• An Environmental Impact Report (EIR) and Mitigation Monitoring Reporting Program (MMRP) were prepared by the CEC.
• At a publicly noticed Business Meeting on November 8, 2023, the CEC certified the EIR, and adopted the MMRP.
• City as the "Responsible Agency" under CEQA must accept the EIR and adopt the MMRP prepared by the CEC.

Dear Mayor and Councilmembers,
1 My name is Doug Bloch, and I am an advisor to the Silicon Valley MEPS, a coalition of skilled building and construction trades unions including the Sheet Metal Workers Local 104, UA Local 393 (plumbers, steamfitters, and HVAC/R service technicians), IBEW Local 332, and Sprinkler Fitters Local 483. We are the largest affiliates of the Santa Clara and San Benito County Building and Construction Trades Council.
I am writing to support the proposed data center project at 2805 Bowers Ave. Our unions have a strong track record of building data centers throughout Silicon Valley. These projects allow residents to earn family-sustaining wages and benefits while powering the region's high-tech economy and providing much-needed local tax revenue. This benefits us all.
We urge your approval,
Respectfully,
Doug Bloch
