A RESOLUTION OF THE CITY OF SANTA CLARA, CALIFORNIA ADOPTING THE CITY OF SANTA CLARA EMERGENCY OPERATIONS PLAN BE IT RESOLVED BY THE CITY OF SANTA CLARA AS FOLLOWS:
WHEREAS, the City of Santa Clara is subject to various hazards, including natural and man-made disasters; and WHEREAS, the City of Santa Clara recognizes that natural and man-made disasters may occur at any time and without warning; and WHEREAS, the City of Santa Clara seeks to maintain and enhance both a disaster-resistant City while accelerating economic recovery from those disasters; and WHEREAS, the City of Santa Clara is committed to disaster preparedness and response; and WHEREAS, the Emergency Operations Plan provides a comprehensive, single source of guidance and procedure for the City to respond to and manage significant or catastrophic natural or man-made threats, crises, incidents or events that produce situations requiring a coordinated response; and WHEREAS, an Emergency Operations Plan is required for each local government in California with guidelines for the plan that come from the Federal Emergency Management Agency (FEMA) and the California Office of Emergency Services (CalOES); and WHEREAS, the purpose of an Emergency Operations Plan is to provide a legal and operational framework for the local implementation of the Standardized Emergency Management System (SEMS), National Incident Management System (NIMS), and the Incident Command System (ICS) across the entire incident management enterprise, and describes the means of managing emergencies and disasters and the conduct of business amongst all responding agencies, jurisdictions, and operations centers/command posts; and WHEREAS, an Emergency Operations Plan is required by Section 2.140.080 (Emergency Plan) of the Santa Clara City Code.
NOW THEREFORE, BE IT FURTHER RESOLVED BY THE CITY OF SANTA CLARA AS FOLLOWS:
1. That the City adopts in its entirety the Santa Clara Emergency Operations Plan.
2. That the City will use the adopted and approved Emergency Operations Plan to guide response to emergent crises, emergencies, and disasters.
3. That the City will coordinate the strategies identified in the Emergency Operations Plan with other planning programs and mechanisms under its jurisdictional authority.
4. That the City commits to continuing to make updates as required to maintain the Emergency Operations Plan as a working document that will enhance efficiency and emergency actions taken in the City of Santa Clara.
5. That the City will maintain the Emergency Operations Plan in accordance with California’s Standard Emergency Management System and FEMA’s National Incident Management System.
6. Effective date. This resolution shall become effective immediately.
