Dear City Council:
On January 15, 2019, the City Council adopted Resolution No. 19-8650, pursuant to Section 705 of the City Charter, to establish a procedure for the selection of Vice Mayor for a calendar year.
Per the resolution, the City Council shall select a Vice Mayor by a majority vote of a quorum of the City Council, with the selection scheduled to take place at a City Council meeting in the beginning of each calendar year. The resolution also states that the Vice Mayor shall be the Councilmember with the highest seniority in consecutive years on the Council, who has not previously served as Vice Mayor and that the Chaplain shall be served by the most recent outgoing Vice Mayor. Per the procedure established by Resolution No. 19-8650, Councilmember Kelly G. Cox is eligible to serve as Vice Mayor.
It is my honor to recommend that the City Council appoint Councilmember Kelly G. Cox to the position of Vice Mayor for approximately one year until the appointment of successor Vice Mayor in January 2026. Councilmember Kelly G. Cox was elected to the Santa Clara City Council in November 2024, has served in the past as Chair of the Parks and Recreation Commission and on the Police Chief Advisory Committee. With her experience serving the City in multiple capacities, I am confident that she will capably fulfill the duties of Vice Mayor.
Sincerely,
Lisa M. Gilmor

Dear City Council:
On January 15, 2019, the City Council adopted Resolution No. 19-8650, pursuant to Section 705 of the City Charter, to establish a procedure for the selection of Vice Mayor (Mayor Pro Tempore) and Chaplain for a calendar year.
Per the resolution, the City Council shall select a Vice Mayor by a majority vote of a quorum of the City Council, with the selection scheduled to take place at a City Council meeting at the beginning of each calendar year and that the most recent outgoing Vice Mayor shall serve as Chaplain. As the most recent Vice Mayor resigned on December 6, 2024, and per the procedure established by Resolution No. 19-8650, there is no outgoing Vice Mayor.
I recommend we appoint Councilmember Karen Hardy to serve as Chaplain based on seniority, as she had previously served as Chaplain first among those currently on the City Council.
It is my honor to recommend that the City Council appoint Councilmember Karen Hardy to the position of Chaplain. Councilmember Hardy was first elected to the Santa Clara City Council in November 2018 and re-elected in November 2022, and has served on the City of Santa Clara Planning Commission, the Historical & Landmarks Commission, the Charter Review Committee, and has served as Chair of the Bicycle Pedestrian Advisory Committee. With her experience serving the City in multiple capacities, I am confident that she will capably fufill the duties of Chaplain.
Sincerely,
Lisa M. Gillmor
