The Carter of Whats Possible
Background
• The City must adopt/update a local Citizen Participation Plan (CPP). • The CPP outlines how the City will encourage public input on CDBG and HOME programs and related plans and reports.
• The CPP encourages key stakeholders to participate in the development/amendment of these plans and reports.
• In 2024 the City hired a consultant to update the CPP to balance efficiency/transparency, ensure compliance, and improve readability. 3 City of

Substantial Amendments
• A "Substantial Amendment" is a change in how funding is used. • The triggers for a substantial amendment include:
• Adding a new activity not previously described in the 5-Year Plan or AAP. • Deleting an activity previously described in the 5-Year Plan or AAP. • Changing the purpose, scope, location, or beneficiaries of an activity previously described in the 5-Year Plan or AAP.
• Changing allocation priorities or changing the method of the distribution of funds.
• Substantial Amendments are very time consuming.
• The current CPP requires Substantial Amendments for small changes. • Proposed changes to the CPP would reduce Substantial Amendments. 2 2/11/25 Item #7
