A RESOLUTION OF THE CITY OF SANTA CLARA, CALIFORNIA ACCEPTING THE CITY OF SANTA CLARA DE LA CRUZ BOULEVARD, LICK MILL BOULEVARD, AND SCOTT BOULEVARD BIKEWAY PLANNING STUDY WHEREAS in 2022, the City was allocated federal funding from the Community Project Funding/Congressionally Directed Spending (CPFCDS) program totaling $2,725,000 to analyze, design, and construct bicycle improvements on De La Cruz Boulevard, Lick Mill Boulevard, and Scott Boulevard; WHEREAS, using part of such federal funding, in September 2024, the City Council approved retaining Kimley-Horn and Associates, Inc. to assist with development of the De La Cruz Boulevard, Lick Mill Boulevard, and Scott Boulevard Bikeway Planning Study (“Study”); WHEREAS, the development of the Study was a collaborative effort involving the public, various stakeholders, and the Santa Clara Bicycle and Pedestrian Advisory Committee; WHEREAS, the Study identifies concepts for infrastructure improvements designed to encourage bicycling and walking as a safe and healthy alternative to the motor vehicle; WHEREAS, the City conducted significant community outreach to understand the issues and obtain feedback on concept alternatives, and this outreach consisted of three community meetings, two pop-up events, one City Council study session, City Council briefings, separate online surveys for each project corridor, social media, street signs posted along the corridor, mailed notices, a project website, a project email address, and a project phone number; WHEREAS, the Study is consistent with the goals and policies of the City of Santa Clara Complete Streets Policy, Bicycle Plan Update 2018, and the mobility and transportation element of the 2010-2035 General Plan; WHEREAS, at its January 27, 2025 meeting, the Santa Clara Bicycle and Pedestrian Advisory Committee recommended City Council approve the Study; and, WHEREAS, the acceptance of the Plan is exempt from California Environmental Quality Act (CEQA) review pursuant to Sections 15378(a) and 15301(c) of the California Code of Regulations.
NOW THEREFORE, BE IT RESOLVED BY THE CITY OF SANTA CLARA AS FOLLOWS:
The City of Santa Clara hereby accepts the De La Cruz Boulevard, Lick Mill Boulevard, and Scott Boulevard Bikeway Planning Study as attached and referenced herein.
The City of Santa Clara hereby approves the roadway corridor concept entitled “Two Lanes, Buffered and Parking Protected Bike Lanes, Center Turn Lane, Parking on Both Sides” as the preferred concept for De La Cruz Boulevard between Montague Expressway and West Trimble Road.
The City of Santa Clara hereby approves the roadway corridor concept entitled “Two Lanes, Buffered Bike Lanes, Parking on Both Sides” as the preferred concept for Lick Mill Boulevard between Tasman Drive and Montague Expressway.
The City of Santa Clara hereby approves the roadway corridor concept entitled “Four/Five Lanes, Buffered Bike Lanes” as the preferred concept for Scott Boulevard between Arques Avenue and Martin Avenue.
The City of Santa Clara hereby approves the roadway corridor concept entitled “Four Lanes, Buffered Bike Lanes” as the preferred concept for Scott Boulevard between Martin Avenue and Monroe Street.
The City of Santa Clara hereby approves the roadway corridor concept entitled “Two Lanes, Buffered Bike Lanes, Parking on Both Sides” as the preferred concept for Scott Boulevard between Monroe Street and Saratoga Avenue.
Effective date. This resolution shall become effective immediately.
