Recommendation
1. Determine that the proposed actions are exempt from CEQA pursuant to Section 15304(e) (Class 4 - Minor Alterations to Land) of Title 14 of California Code of Regulations;
2. Authorize the City Manager to negotiate with Mission College and Great America and take all necessary steps to host and provide services for the 2025 4th of July Independence Day Celebration in alignment with the plan outlined in this Report. 9
