Recommendation:

1. Approve Change Order No. 2 to the construction contract with Giant Construction LLC, increasing the contract amount by $17,036.00 from $252,175 to $269,211.

Background:

In December 2023, the SCSA Board approved awarding a construction contract to Giant Construction LLC (“Giant Construction”) for $239,900 and authorized the Stadium Manager to execute change orders up to $23,990, resulting in a total contract amount not to exceed $263,890. The project's scope included converting part of an auxiliary locker room to create a larger, private locker room space for female athletes, performers, officials, and other female event-day sporting and entertainment professionals visiting or working at the Stadium. The project involved designing, permitting, and constructing the necessary alterations to provide these new designated spaces and ensure equal accommodations.

The Stadium Manager executed Contract Change Order #1 for $12,275, increasing the contract not-to-exceed amount from $239,900 to $252,175, to cover necessary modifications to the locker room project and related power costs. The amount authorized under Contract Change Order #1 fell within the previously approved change order limit of $23,990.00.

The Santa Clara Fire Department conducted an inspection of the project and required that automatic sprinklers be installed. Giant Construction provided a quote to install the required sprinklers in the amount of $17,036.00. The additional work is detailed in the attached Change Order No. 2, and summarized as follows:

• $17,036.00 for additional fire sprinklers mandated by the Santa Clara Fire Department

The total of Change Order No. 1 and Change Order No. 2 amounts to $29,311, exceeding the authorized change order amount of $23,990 by $5,321, which requires SCSA Board approval. The proposed Change Order No. 2, in the amount of $17,036, is considered reasonable, and we recommend approving this change order to complete the fire sprinkler installation.

Budget:

This is covered by the $61,957.00 budget carryforward for FY25/26, which was approved by the SCSA Board on October 21, 2025. Therefore, no budget augmentation is needed for Change Order No. 2.
