A RESOLUTION OF THE CITY OF SANTA CLARA, CALIFORNIA ADOPTING COUNCIL POLICY 057 ESTABLISHING PROCEDURES TO BE USED IN THE EVENT OF A DISRUPTION OF TELEPHONIC SERVICE OR INTERNET-BASED PLATFORM DURING A CITY COUNCIL MEETING WHEREAS, the State Legislature passed Senate Bill 707 (“SB 707”) mandating that all open and public meetings shall include an opportunity for members of the public to attend via a two-way telephonic service or a two-way audiovisual platform; WHEREAS, the City of Santa Clara holds its City Council meeting in a hybrid manner, allowing for attendance in-person as well as by two-way telephonic and internet-based audio-visual platform (Zoom); WHEREAS, SB 707 also includes requirements related to interruptions or disruptions in the two-way telephonic service or two-way audiovisual platform; WHEREAS, SB 707 requires, further, that on or before July 1, 2026, the City Council must adopt a policy addressing the procedures the City shall take in the event of a disruption of two-way telephonic or audio-visual access occurring during a City Council meeting; and WHEREAS, in accordance with the requirements of SB 707, the City Council deems it to be in the best interests of the City to adopt Council Policy 057 which establishes procedures to be used in the event of a disruption of the telephonic service or internet-based platform during a City Council meeting.
NOW THEREFORE, BE IT RESOLVED BY THE CITY OF SANTA CLARA AS FOLLOWS:
That Council Policy 057 entitled “Disruption of Telephonic Service or Internet-Based Platform During a City Council Meeting” (“Policy”) attached hereto as Attachment 1, is hereby approved and adopted.
The City Manager is directed to take such other and further actions as may be necessary to implement the Policy.
3. Effective date. This resolution shall become effective immediately.
