A RESOLUTION OF THE CITY OF SANTA CLARA, CALIFORNIA DESIGNATING THE FIFA WORLD CUP 2026 SPECIAL EVENT ZONE AND SPECIAL EVENT TIME PERIOD PURSUANT TO THE CITY’S SPECIAL EVENT ZONE ORDINANCE WHEREAS, the City of Santa Clara (“City”) is home to Levi’s® Stadium (“Stadium”), which hosts nationally and internationally significant sporting and entertainment events that generate substantial pedestrian and vehicular activity, enhanced security operations, and increased regional visitation; and, WHEREAS, on December 16, 2025, the City Council previously adopted an uncodified ordinance entitled “An Ordinance of the City of Santa Clara, California, Regulating Certain Activities within a Protected Area in Connection with Major Events and Related Activities in the City of Santa Clara” (“Special Event Zone Ordinance”), which authorizes the City Council to designate by resolution the following:
A “Special Event” defined to include events held at the Stadium which are expected to attract statewide, national and/or international interest, with increased potential for safety and security risks due to their large crowds, enhanced media attention, large number of high-profile attendees, and increased commercial and community activity at and around the Stadium; The “Special Event Time Period” defined to include the time period leading up to and after a Special Event during which the Special Event Regulations as defined in the Special Event Zone Ordinance shall be in effect; and The “Special Event Zone” defined to include that certain area surrounding the Stadium expected to be impacted by the conduct of the Special Event and any related activities thereby necessitating the imposition of the Special Event Zone Regulations; WHEREAS, the Stadium is scheduled to host six FIFA World Cup 2026 matches and related activities from June 13, 2026, through July 1, 2026; and WHEREAS, the Special Event Zone Ordinance specifically identifies FIFA World Cup 2026 as a Special Event; and, WHEREAS, activities occurring in and around the Stadium during the Special Event may include fan marches, First Amendment-protected activities, unregulated vending, promotional or marketing activities, media operations, entertainment activations, rideshare and passenger pick-up/drop-off activity, informal gathering spaces, and other ancillary event-related activities (collectively, “Special Event Activities”); WHERWAS, Special Event Activities require crowd management, credentialed access, temporary security infrastructure, emergency access coordination, media operations, transit activity, rideshare operations, and other related event-support in order to protect public health, safety, and welfare; preserve emergency access; support pedestrian and vehicular circulation; minimize conflicts associated with temporary commercial activity; and support coordinated public safety and event operations; and, WHEREAS, based on operational planning and anticipated Special Event impacts, FIFA-related activities are expected to be concentrated primarily in and around the Stadium and adjacent circulation corridors as more particularly shown on Exhibit A (FIFA World Cup 2026 Special Event Zone Map) (“Special Event Zone”), which is incorporated into the resolution by this reference; and WHEREAS, impacts to the Special Event Zone are expected to start on June 12, 2026, and end on July 2, 2026 as a result of the time it takes for event preparation, credentialing, temporary security operations set-up and removal, ingress and egress activity for Special Event Activity set-up and removal, match operations, crowd management, related event-support functions and Special Event demobilization; and WHEREAS, continuous operation of Special Event-related management and enforcement measures throughout this period is necessary because of the short interval between matches, the operational challenges associated with repeatedly standing up and standing down enforcement and event-support activities, and the expectation that vendors, promoters, and other event-related commercial operators may arrive and begin operations in advance of matches for staging, setup, and related activities, thereby requiring a consistent and coordinated operational approach to protect public health, safety, and welfare.
NOW THEREFORE, BE IT RESOLVED BY THE CITY OF SANTA CLARA AS FOLLOWS:
1. The City Council hereby finds that the above Recitals are true and correct and by these references incorporates them into and makes them a material part of this resolution .
2. The City Council finds that the appropriate Special Event Time Period for FIFA World Cup 2026 Special Event shall commence on June 12, 2026 at 8:00PM and expire on July 2, 2026 at 6:00AM and by this finding designates such time as the Special Event Time Period.3. The City Council hereby finds that the area shown on Exhibit A (FIFA World Cup 2026 Special Event Zone Map) identifies that certain area surrounding the Stadium expected to be impacted by the FIFA World Cup 2026 Special Event and Special Event Activities, and by these findings designate the area more particularly shown on Exhibit A as the Special Event Zone.
3. That the City Council finds that designation of the Special Event Zone and Special Event Time Period is necessary and appropriate to promote and protect public health, safety, and welfare; preserve emergency access and mobility; support orderly Stadium and related event operations; reduce pedestrian and vehicular conflicts; and provide a predictable and transparent framework for temporary event-related regulations during the FIFA World Cup 2026 Special Event.
3. Effective date. This resolution shall become effective immediately.
