5.A 25-580 Americans with Disabilities Act Self-Evaluation and Transition Plan Update

Recording [6:20]
Mike Liw introduced the item, noting that Council approved the ADA Self-Evaluation and Transition Plan (SETP) in late 2024.

Falguni Amin gave a presentation on the ADA SETP Project, including the background, update on activities completed to date, current implementation status, and future activities.

Michele Mashburn thanked staff for their continued dedication in serving the disabled community.

She spoke on the difference between “compliance” and “equity” when it comes to people with disabilities, and while meeting legal compliance is important and essential, true equity requires looking beyond the checkboxes and considering the lived experiences of the community members.

Compliance ensures we meet standards, but equity asks whether those standards actually work for everyone. She also suggested looking at the full cost analysis of decisions, including the costs to disabled people when they encounter barriers.

Gia Pham had a question about what projects fall under Measure I ADA improvements and whether that includes housing.

Craig Mobeck explained that the projects that are part of the City’s ADA SETP relate to the Public Right-of-Way (PROW), so any housing or private construction does not fall under what the City funds.

Chair Chahal thanked staff for the detailed report and for focusing on implementing whatever improvements can be done.
