Subject: Recommendation for Award for Levi’s Stadium Restroom Plumbing Fixtures
Recommendation:
1. Recommend approval and award of a one-time contract to Industrial Plumbing Supply, LLC in the amount of $408,599.25 for the Levi’s Stadium Restroom Plumbing Fixtures (“the Project”) at Levi’s Stadium.
2. Authorize Stadium Manager to execute change orders up to 25% or $102,149.81 for a total not to exceed purchase order amount of $510,749.06.
3. Authorize Stadium Manager to execute any and all documents associated with, and necessary for the award, completion, and acceptance of the Project.
Solicitation Process:
Forty Niners Stadium Management Company LLC (Stadium Manager) needs to replace plumbing valves (toilets/urinals and sinks) at Levi’s Stadium (Stadium). The Project was approved as part of the FY26/27 SCSA Capital Expenditures budget. This replacement is the first of several phases to replace aging valves in the stadium restrooms, excluding tenant-exclusive facilities. This is a material only purchase, and all labor will be performed in-house.
On June 22, 2026, Stadium Manager issued a Request for Bids (RFB) FY26-0097 for the Project.
Stadium Manager published the RFB on Bonfire Interactive, Stadium Manager’s eProcurement portal https://49ers.bonfirehub.com/portal/. Stadium Manager invited suppliers from our established supplier list and selected suppliers registered on the portal with specific commodity codes offering such goods.
Stadium Manager issued addendum #1 to the RFB on July 10, 2026. The addendum updated the bid due date to July 24, 2026.
Public Bid Opening:
Electronic bid submissions were due on or before July 24, 2026 at 3:00 p.m. (PT). Two bids were received on or before the closing due date and time from the following firms:
1. Palm Beach Plumbing Parts
2. Industrial Plumbing Supply, LLC
A public bid opening was held on July 24, 2026 at 4:00 p.m. (PT). The RFB provided the public bid opening webcast information including a meeting ID and password for bidders to log on via Zoom to attend. No callers were in attendance. Stadium Manager announced the receipt of the two bids on or before the due date and time, announced the name of the bidders and the total amount for each bidder and declared Industrial Plumbing Supply, LLC the apparent low bidder.
Evaluation of Apparent Low Bidder:
Bids were tabulated and a bid abstract was created. Stadium Manager reviewed and confirmed that the bid from Industrial Plumbing Supply, LLC was the lowest responsive and responsible bidder, exclusive of applicable state and local taxes.
On July 27, 2026, Stadium Manager issued a Notice of Intended Award and made it available to all the bidders.
The protest period ended on July 31, 2026. There were no protests.
Next Steps:
The Project was approved as part of the FY26/27 SCSA Capital Expenditures budget under two projects. The combined approved amount for this Project is $887,375.00.
1. Plumbing Fixtures urinals/sinks/water closets/hose bibs etc. for $287,375
2. Restroom Automatic Flushing Device Replacement for $600,000
This order represents the first phase of the plumbing fixtures and valves update. As additional replacement parts are identified, Stadium Manager anticipates additional bids for device and assembly parts and submitting those purchases for approval, as required.
Once Stadium Manager receives approval from the SCSA Board, a Purchase Order (with the terms included in the RFB) will be executed with Industrial Plumbing Supply, LLC, and a fully executed copy of the Purchase Order will be forwarded to the SCSA. In addition, Stadium Manager requests authorization to issue change orders up to $102,149.81, or 25% of the Agreement cost, to allow timely administrative action, if required, without delaying completion of the Project. The 25% change order covers Stadium Manager’s optional right to increase the quantities up to 25%.
