RECOMMENDED ACTION

City Council:

1. Adopt a resolution to establish a 275-foot No Stopping Any Time zone on the east side of Gregory Lane, south of Collins Road, and a 250-foot No Stopping Any Time zone on the west side of Gregory Lane, south of Collins Road.

2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.

BACKGROUND
The City of Santa Clarita (City) received a request from the American Beauty Classics Homeowner's Association (HOA) to establish a No Stopping Any Time zone on the east and west side of Gregory Lane between Via Princessa and Collins Road.

The HOA has traffic safety concerns with parents picking up students on Gregory Lane during La Mesa Junior High School dismissal hours. They have witnessed many conflicts between pedestrians and vehicles on Gregory Lane, between Via Princessa and Collins Road, including students jaywalking across Gregory Lane and vehicles double parking. The parked vehicles on Gregory Lane also make it difficult for motorists to turn left or right from Collins Road, since motorists cannot see cross traffic.

City staff met with the HOA and observed the student pick-up activity during the school's dismissal hours on Gregory Lane, which confirmed the traffic safety concerns. Establishing a No Stopping Any Time zone on the east and west side of Gregory Lane with striping delineation will

enhance traffic safety and improve circulation in this area.

The HOA sent notifications of the proposed changes on Gregory Lane to each of the adjacent property owners and did not receive any responses opposing the changes. All HOA board members are supportive of the proposed changes.

The proposed No Stopping Any Time zone will restrict 275 feet of on-street parking on the east side of Gregory Lane and 250 feet of on-street parking on the west side of Gregory Lane, per the attached Exhibit A.

ALTERNATIVE ACTION
Other action as determined by the City Council.

FISCAL IMPACT

Adequate funds are available in Street Maintenance expenditure account 2304504-514108 to support the recommended action.
