9. Instruct the City Engineer to endorse the City Engineer’s Statement on the face of the Final Tract Map for Tract No. 60922-06, which provides for verification of substantial conformance with the Tentative Tract Map and all provisions of local ordinances and state laws applicable at the time of approval.

10. Approve the lot line adjustment and associated deed for Skyline Ranch Park and authorize the City Manager or designee to execute all necessary documents subject to the City Attorney’s approval.

BACKGROUND

The Final Tract Map for Tract No. 60922-06, a location map exhibit of which is attached hereto, has been reviewed by staff and found to be in substantial conformance with the principles and standards required by the Unified Development Code and State Subdivision Map Act. Vesting Tentative Tract Map No. 60922 for the Skyline Ranch project was originally approved by the Los Angeles County Board of Supervisors on December 7, 2010, as a part of County Project No. 04-075-(5). This area was subsequently annexed to the City of Santa Clarita (City) on November 15, 2018. The Final Tract Map for Tract No. 60922-06 consists of a subdivision of

47.52 acres into 151 lots that will include 145 single-family residential units with private streets and a fire lane. The subject property is located in the Skyline Ranch community, east of the intersection of Stratus Street and Skyline Ranch Road.

Lot 150, shown on the attached location map exhibit, will be developed into the debris basin for flood control purposes and will be owned in fee by the Los Angeles County Flood Control District (LACFCD) after the storm drain improvements are constructed. The City is rejecting the irrevocable offer of dedication on this map to limit liability during construction. Following construction, the fee ownership will be accepted by the City and then quitclaimed to the LACFCD as part of the storm drain transfer process.

The Final Tract Map was reviewed to the satisfaction of the City Surveyor and the City Engineer and found to be in substantial conformance with the previously approved Tentative Tract Map.

The conditions of approval established by the County of Los Angeles and adopted by the City were met and fees have been and/or will be paid as indicated on the attached Fact Sheet.

Therefore, the Final Tract Map is ready for City Council approval and acceptance of the dedications and rejection described thereon.

Pursuant to Section 66474.1 of the Subdivision Map Act, a legislative body shall not deny approval of a final map if it was previously approved as a tentative map for the proposed subdivision, and if it finds the final map is in substantial compliance with the previously approved tentative map.

Skyline Ranch Park, shown on the attached location map exhibit, was previously dedicated to the City in fee under recorded Tract Map No. 60922-01. A lot line adjustment is needed due to a minor modification of the graded slope necessary to accommodate the soccer field improvements. The area of the park site lot is currently 10.47 acres, and the lot line adjustment will result in a park site lot area to be 10.49 acres.

ALTERNATIVE ACTION

For Recommended Action items 1-9, staff has not identified alternative actions that would conform to requirements set forth in the Subdivision Map Act. For Recommended Action item 10, other action as determined by the City Council.

FISCAL IMPACT

SUBJECT: 2021-22 PASEO BRIDGE MAINTENANCE AND PAINTING
PROGRAM, PROJECT M0146 - APPROVE PLANS AND

SPECIFICATIONS AND AWARD CONSTRUCTION CONTRACT
DEPARTMENT: Public Works
PRESENTER: Shannon Pickett

RECOMMENDED ACTION

City Council:

1. Approve the plans and specifications for the 2021-22 Paseo Bridge Maintenance and Painting Program, Project M0146.

2. Award the construction contract to Slater Waterproofing, Inc., in the amount of $374,895 and authorize a contingency in the amount of $37,489, for a total contract amount not to exceed $412,384.

3. Appropriate one-time funds in the amount of $136,000 from the Landscape Maintenance District Fund (Fund 357) to expenditure account M0146357-516101.

4. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval.

BACKGROUND

The annual Paseo Bridge Maintenance and Painting Program addresses necessary repairs to paseo bridges to maintain them in good serviceable condition. In 2017, inspections were performed on each of the 34 paseo bridges within the City of Santa Clarita (City) to prepare a five-year plan to identify the ongoing maintenance and painting needs of the bridges. Each bridge received an overall condition rating based upon the condition of their major components, including deck surface, superstructure (all exposed metalwork), substructure (bridge footings and mounting attachments/bearing pads), and approaches.

8 Packet Pg. 155

Page 2 ends

Fifteen of the 34 bridges have previously been repaired as part of the Paseo Bridge Maintenance and Painting Program. The 2021-22 Paseo Bridge Maintenance and Painting Program includes three bridges which are located at Orchard Village Road, north of Mill Valley Road, Valencia Boulevard, west of Citrus Street, and Copper Hill Drive, east of McBean Parkway, as shown on the attached location map. These bridges require new joint seals and the application of methacrylate coating, repair of cracks in the bridge deck, walls, and bearing assemblies, painting, and other minor work. This project supports the Sustaining Public Infrastructure theme of the City’s five-year strategic plan, Santa Clarita 2025.

An invitation to bid was prepared and posted on BidNet on March 16 and 23, 2022. A total of two bids were submitted and opened by Purchasing on April 14, 2022. The results of the total bids, including the bid alternate, are as follows:

Company Location Bid Amount
Slater Waterproofing, Inc. Montclair, CA $374,895
Peterson-Chase General Engineering Construction, Inc. Irvine, CA $581,740

Staff recommends awarding the construction contract to Slater Waterproofing, Inc., the lowest responsive bidder. This contractor possesses a valid state contractor's license and is in good standing with the Contractors State License Board. The contractor's bid has been reviewed for accuracy and conformance to the contract documents and was found to be complete.

The requested budget appropriation will provide for the bid alternate, which includes painting of the exterior and underside of the bridges, reducing the need for future maintenance at these locations.

The total project budget will provide for the construction contract, construction support costs for labor compliance services, staff oversight, construction engineering, inspection, and project management. The requested construction contingency will cover the cost of unforeseen site conditions and additional work required by the City.

ALTERNATIVE ACTION

Other action as determined by the City Council.

FISCAL IMPACT

Upon approval of the recommended actions, adequate funds will be available in project expenditure account M0146357-516101 (Landscape Maintenance District Fund) to support the recommended contract and all anticipated project costs.

The RFP was distributed to 728 firms, of which 41 downloaded the package. The City received responses from four nationally-recognized firms including:

• Dudek
• Gruen Associates
• Michael Baker International (MBI)
• Placeworks

Responses were scored by four staff people and in-person interviews were conducted with each firm. Firms were scored based on the following criteria:

• Scope of Work and Program Management

2. Award a construction contract for repair services to California Commercial Pools, Inc. in the amount of $2,468,400 and authorize a contingency in the amount of $493,680, for a total contract amount not to exceed $2,962,080.

4. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.

BACKGROUND

Since the Santa Clarita Aquatic Center (Aquatic Center) opened in 2003, it has been heavily used by the community. The Aquatic Center’s 50-meter competition pool and 25-meter dive pool attracts more than 150,000 participants and spectators annually. Both pools are open year-round, closing briefly for two weeks each year for preventative maintenance. City of Santa Clarita (City) programming, such as lap swim, water exercise, swim lessons, water polo teams, and youth swim, dive, and synchronized swim occupies much of the programmable space throughout 10 Packet Pg. 162

each day. Additionally, seven local high schools utilize both pools for their competitive swim and dive practices. Other users of the pools include one local university, one local private high school, and two large local club swim teams who rent both pools for their daily practices and host very large regional and national level competitions multiple times throughout the year. As a result of substantial usage, the original surface of the pools’ concrete decks is spalling and cracking and needs repair and replacement to address the deterioration.

On February 21, 2019, staff met with a Los Angeles County Health Department inspector to review the condition of the concrete surfaces surrounding the three pools at the Aquatic Center.

Staff worked with a design consultant to draft plans and specifications for the needed repairs, which were segmented into three phases. Phase I repaired the concrete deck surrounding the activity pool in March 2020. Based on the continued heavy usage of the 25-meter and 50-meter pools, staff recommends moving forward with Phases II and III, which will complete the repair work by replacing the affected sections of the deck around the perimeter and replastering the 25- meter and 50-meter pools. This project supports the Sustaining Public Infrastructure theme of the City’s five-year strategic plan, Santa Clarita 2025.

Construction is scheduled to commence in August and conclude before March 2023, allowing the pools to be in operation for recreational programming.

An invitation to bid was prepared and published twice, on April 14 and 21, 2022, and was posted on BidNet. Three bids were submitted to the City and opened by Purchasing on May 17, 2022.

The results of the bids are shown below:

Company Location Total Bid
California Commercial Pools, Inc. Glendora, CA $2,468,400 Condor, Inc. El Monte, CA $2,545,020
California Waters Yorba Linda, CA $2,569,506

Staff recommends awarding the construction contract to California Commercial Pools, Inc., the lowest responsive bidder, in the amount of $2,468,400 and authorizing a contingency in the amount of $493,680, for a total not to exceed $2,962,080. The contractor possesses a valid state contractor’s license and is in good standing with the Contractors State License Board. The bid from California Commercial Pools, Inc. was reviewed for accuracy and conformance to the contract documents and found to be complete.

The requested contingency will cover unforeseen conditions during construction and provide for construction of additional hardscape and a storage unit.

The remaining funds will be allotted for construction support costs, which include labor compliance services, staff oversight, construction engineering, inspections, and project management.

ALTERNATIVE ACTION

Other action as determined by the City Council.
