The most important criteria is the financial health of each zone's reserve. Our goal is to have 50% of a zones' annual operating cost in "reserve" and identify funds to be used in support of future capital reserve needs. The following formula identifies the City's standard we strive for: total reserve is equal to or greater than one year's assessment.
Where the reserve meets this criteria, the reserve goal is considered "met". And where the reserve fails to meet this criteria, the reserve goal is considered "unmet". ◦ 41 of 61 Zones (67%) - Levied less than the maximum
