RECOMMENDED ACTION
City Council:
1. Award a design contract to Dokken Engineering for 2020-21 Circulation Improvement Program Phase IV, Project C0064 in the amount of $349,775 and authorize a contingency in the amount of $34,978, for a total contract amount not to exceed $384,753.
2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.
BACKGROUND
The 2020-21 Circulation Improvement Program, Phase IV project, will focus on traffic circulation improvements for the Valencia Boulevard/McBean Parkway and Valencia Boulevard/Mall Entrance intersections. The improvements will relocate utilities, as needed, to accommodate the proposed improvements and modify medians, curb and gutter, striping, asphalt, landscaping, and irrigation. The project includes enhanced circulation on McBean Parkway (approximately 500 feet in both the north and south directions of the intersection), Valencia Boulevard (from Mall Entrance to approximately 500 feet west of McBean Parkway), and Mall Entrance north of Valencia Boulevard. This action provides for the design of these improvements. The locations are shown on the attached location map.
In anticipation of ongoing and future development in and around the City of Santa Clarita (City) and overall traffic increases, circulation improvement projects are needed to maintain traffic flow in the City. The proposed improvements include modifications to raised center medians and the relocation of existing curb and gutter to accommodate additional left-turn pockets on Valencia Boulevard, left-turn lane extensions on McBean Parkway, and a median modification on Mall
Entrance. The modifications are based on staff’s analysis of traffic volumes and observations of traffic patterns at the selected intersections. This project supports the Sustaining Public Infrastructure theme of the City's five-year strategic plan, Santa Clarita 2025.
A Request for Proposal (RFP) for the design of the project was prepared and posted on BidNet on April 13, 2022. The RFP asked firms to identify their relevant experience with similar projects and demonstrate their design approach for this project. On May 13, 2022, two firms submitted proposals. Staff reviewed the proposals and, based on their evaluations, scored the firms on a 100-point scale as follows:
Rank Company Location Score
1 Dokken Engineering San Diego, CA 92
2 Encompass Consultant Group, Inc. Santa Clarita, CA 87
The scoring system was based on the following criteria: responsiveness to the RFP based on an understanding of the scope and approach to the required work and key development tasks, the consultant’s previous experience with similar projects and experience working with the City, qualifications of the project team and their resources, and schedule for the work. Additionally, each consulting firm was asked to provide a detailed scope of work required to prepare the plans, specifications, and engineer’s construction estimate.
Dokken Engineering demonstrated an in-depth understanding of the project needs and provided a detailed scope of work and approach to the project. They analyzed the existing streets and identified key design factors that will need to be addressed in the design. Based on their design experience with previous City traffic projects and the completeness of their proposal for this project, staff recommends awarding the design contract to Dokken Engineering.
The requested contingency will cover design modifications, field investigations, including potholing for utility locations and foundations, permits required by the County of Los Angeles, and coordination with utility companies and other agencies.
While the City maintains a Support of Local Businesses policy that can be utilized by the City Council when warranted, the policy only extends to purchases of supplies, equipment, and services other than Public Works projects and professional services, such as architectural and engineering services.
California Government Code 4526 prescribes selection of architectural and engineering services to be based on demonstrated competence and professional qualifications necessary for the satisfactory performance of the services required and does not authorize the selection of professional architect and engineering services based on costs. Staff opened Dokken Engineering’s cost proposal and negotiated a final contract at a fair and reasonable price for the services requested in the RFP.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Adequate funds are available in expenditure account C0064233-516101 (TDA Article 8 Fund) to support the recommended contract and project administrative costs.
