CIRCULATION IMPROVEMENTS FOR VALENCIA BLVD,

MCBEAN PKWY, AND MALL ENTRANCE - PHASE IV
PROPOSAL #CIP-21-22-C0064

1. INTRODUCTION
The City of Santa Clarita strives to maintain a circulation plan that has minimal delays by providing adequate capacity and efficient traffic flow for drivers, pedestrians, and other public right of way users. Increased safety is a derived benefit when the above is provided. The project includes two intersections along Valencia Boulevard, at McBean Parkway, and at the Mall Entrance. Valencia is one of the City’s major arterials, routing traffic to and from I-5, located 1 mile to the west, and the areas north of the Santa Clara River. McBean Parkway, another major arterial, is also a route to I-5. Together these two heavily trafficked roadways provide two of the most direct routes to the freeway and residential areas along with other major traffic attractors, including the Westfield Mall located within the project area. The project seeks to improve capacity, with several modifications to the roadways and intersections, thereby increasing capacity and decreasing delays. The major improvements include adding a third left turn lane from Valencia Avenue to both northbound and southbound McBean Parkway, extending the two left turn lanes from McBean Parkway to Valencia Boulevard in both directions, adding a second left turn lane into the mall entrance from Valencia Boulevard and adding a third entrance lane into the mall.

Dokken has thoroughly reviewed the request for proposals and available materials, including performing a site visit to take photos and observe traffic vo lumes and patterns in the area. We understand the challenges this project will present to design , coordinate, and construct. Our team of traffic electrical, roadway, drainage, and utility coordination specialists have developed an understanding of the key project issues presented herein.

Project Approach
The City has plans to widen Valencia Boulevard through two of the busier intersections at McBean Parkway and the Mall Entrance. We have developed an approach which addresses stakeholder coordination, maximizes mall access during construction, accounts for p roperty owner coordination, as well as minimi zing impacts to the existing drainage and traffic signal systems , mature street trees , and utilitie s. We have included a Project Overview Exhibit to better understand the project and constraints along this roadway widening, curb ramp, and median reconfiguration project. Dokken’s in-house capabilities include civil, traffic, structural, environmental, and drainage services. Having all these capabilities in-house improves uniformity and efficiency of the overall design.

Based on our understanding of the project we have developed the following table to identify key project issues, provide our team’s recent experience, and describe the unique benefit Dokken brings to the City.

Key Project Issue Our Team Experience Dokken Benefit
Stakeholder Coordination of Right of Way and Utility Impacts The project requires coordination
between a large group of
stakeholders including LA County
Flood Control District (LACFCD),
Santa Clarita Traffic Division, and
Adjacent Property Owners
including Westgate Mall.

Dokken has extensive experience
working with multiple project
stakeholders, coordinating design focus
meetings, and hosting stakeholder
meetings to ensure all expectations are
managed and concerns thoroughly
addressed.

Our team will work to provide required
documentation, as well as coordinate
with LA County Flood Control District,
Santa Clarita Traffic Division, and
Adjacent Property Owners. We bring
our understanding of the process and
project site to the City.

Maintaining Roadway Cross-Slopes To Minimize Drainage System Impacts The proposed roadway widening
and median reconfiguration work
should be designed to minimize
impacts to two existing storm
drain catch basins, maintained by
LACFCD. There is a catch basin
along the northerly Valencia Blvd
curb line by the Mall Entrance
and another along the northerly
Valencia Blvd median curb line
towards the project’s west end.

Dokken’s in-house water resources
team has significant experience
modifying existing storm drain systems
and relocating catch basins with
minimal impacts to existing
infrastructure. We understand the
calculations needed to develop design
solutions. Dokken’s in-house structures
team also has significant experience
working side-by-side our water
resources team to provide buildable
cost-effective solutions.

Having a team of in-house water
resource experts to work together with
roadway and bridge designers provides
seamless integration of drainage
solutions that will work with the project
constraints. Our drainage structure
construction details have been
constructed without issue; including
catch basins, junction structures, debris
basins, and complex coastal tide gates.

MCBEAN PKWY, AND MALL ENTRANCE - PHASE IV
PROPOSAL #CIP-21-22-C0064

Key Project Issue Our Team Experience Dokken Benefit
Minimizing Traffic Signal System Impacts with Roadway and Curb Ramp Designs The project proposes
improvements to five existing
curb ramps for upgrades per
current ADA standards and as
needed due to curb return
redesigns. Existing traffic signal
push button accessibility will
need to be re-evaluated to ensure
they are within compliant
distances and heights to new
landing areas.

Dokken has extensive experience
designing curb ramps within existing
built-out environments. Our designers
are thoroughly trained in the art of
avoiding utilities and other valuable
infrastructure to minimize project costs.

Our designs seek to protect in place
facilities wherever possible and when
relocations are needed, we vet the
proposed locations against current
standards.

We have recent experience designing
curb ramps for the City of Oxnard for
the HSIP Traffic Signal Modification
project at seven intersections. Our team
performed a thorough inventory of the
existing curb ramp dimensions and
grades to determine ramps that needed
reconstruction. Photo logs and
measurements to existing facilities were
well-documented to avoid impacts and
relocations.

Vehicle Turns and Signal Placement to Avoid Path Overlap and Maintain Existing Phasing The project seeks to add a third
left turn lane to existing dual left
turn lanes along Valencia
Boulevard, turning onto McBean
Parkway. The project will also add
a second left turn lane to a single
left from EB Valencia Boulevard
to the NB Mall Entrance. Each of
these turn lane additions will
need to be carefully designed to
ensure no turning vehicle path
overlap to maintain phasing.

Our team has experience developing
signing/striping and signal modification
plans at intersections of all sizes. Most
notably we are experienced in the
development of turning movements at
large, complex intersections both
skewed (as is the case at McBean
Parkway) and non-skewed (as with the
Mall Entrance). We have modified
traffic signals to include triple left turn
lanes for projects including Mira Mesa
Boulevard in the City of San Diego.

With Dokken, the City has an
experienced team who understands the
importance of developing designs that
fit in built-out areas. We are well-versed
in the challenges facing drivers as they
enter complex intersections, and we
strive to maintain sign visibility and lane
clarity in our designs. We understand
the importance of providing clearly
visible and smooth driving paths to
avoid last-minute decisions by drivers
that can result in collisions.

Median Reconfigurations to Maximize Left Turn Pocket Storage With Minimal Landscape Impacts A large portion of the work on
this project will be along the
raised medians where there is
existing landscaping, irrigation,
and large trees throughout.

Dokken has worked with ADL Planning
on many past projects to modify
existing landscape and irrigation. We
are confident that Tony Lawson can
provide cost effective solutions and
minimize impacts.

Dokken and ADL Planning understand
that modification to existing irrigation
systems should be done in a way that
protects a majority of the system
features to save on project costs.

Stakeholder Coordination of Right of Way and Utility Impacts The project proposes to widen Valencia Boulevard along the southerly limits of the Westgate Mall and reconfigure the existing median and curb ramp at the Mall Entrance driveway. Our team has recent experience coordinating similar modifications to the Fashion Valley Mall Entrance driveway via our Friars Road Widening Project at the SR- 163 Interchange for the City of San Diego. Mall owners added a third entering lane and removed an exit lane from this driveway. The figure to the right depicts the traffic signal and curb ramp modification plan that was ultimately constructed around the mall’s holiday
moratorium.

Impacts to existing utilities, street lights, and
meter pedestals along the Valencia Boulevard
northerly curb line will be unavoidable due to
the roadway widening and curb return
reconfigurations. Up to two fire hydrants will
need to be relocated because of project
improvements. Our team will work close ly with
the Santa Clarita Valley Water agency and Fire
Marshall to obtain concurrence on new fire
hydrant locations. Our team will also work with
other impacted utilities to accurately map their

facilities and propose relocations that will satisfy all parties. Coordination with multiple stakeholders on public agency projects is one of our strengths since we provide early coordination and solutions to all parties.

Maintaining Roadway Cross-Slopes to Minimize Drainage System Impacts The proposed roadway widening along the outer curb line does not present as much of a challenge from a drainage and cross-slope maintenance perspective since the existing median reconfigurations to provide additional left turn pocket storage does. Typically, roadway widening is done in the same plane as the adjacent roadway to maintain flow patterns and reduce grade breaks across trave led lanes. However, when widening left turn pockets where raised medians exist, this can sometimes present a problem when the remaining median has significantly differing elevations on either side.

For this project we propose utilizing a grade break along the left turn lane stripe to carry the typical roadway crown through the left turn lanes. This creates a situation where the left turn lanes drain towards the median while the through lanes in the same direction drain towards the outer curb line. This is the current configuration along McBean Parkway, to be confirmed with field survey and topography file to perpetuate existing drainage patterns.

The addition of a second left turn lane at the Mall Entrance driveway, from eastbound Valencia Boulevard to
northbound Mall Entrance, will need to be carefully
evaluated for the need of an additional catch basin along the median. The existing raised curb in this area has a steep cross-slope across the top of the median and any
modifications to relocate the median will need to account for the elevation differences on either side of the curb.

The image to the right, and visible
GIS layers , identifies drainage
features such as storm drain lines
and catch basins (depicted as
squares). The blue linework and
shapes are maintained by LACFCD.

The purple s quares are the
drainage system s that are
maintained by the City.

Driving westbound from the M all
Entrance towards the intersection
of Valencia Boulevard and
McBean Parkway , improvements
along the segment calls for road widening to provide an additional right turning lane onto McBean Parkway.

Currently there is a curb side opening catch basin (Standard Plan 300 -2) that would have to be removed and/or relocated along with the pipe network configurations consisting of an 84 ” diameter RCP (under sidewalk). The location of the 84” diameter pipeline is directly under the adjacent sidewalk which may be impacted by the project improvements. The additional lane conflicts with an existing 34” natural gas line around the area of proposed landscape/irrigation work.

Driving southbound from McBean Parkway , improvements include a median modification with the addition of two left turning lanes and irrigation work. Currently , there is a grated catch basin owned by the City that is in conflict to the proposed modification of the median that will be impacted and will need to be relocated. Referring to Exhibit 1 and Figure 1, the median configuration and addition of two left turning lanes onto westbound Valencia Blvd, there are (2) side opening curb catch basins (Standard Plan: 300 -2) that are connected to an 18” RCP. The pipework connection may conflict with the median modification and may need to be relocated.

PROPOSAL #CIP-21-22-C0064

Driving eastbound, before the McBean Parkway intersection on Valencia Boulevard, calls for a proposed median modification. A side opening catch basin owned by the City is currently in conflict to the modification of the median and will potentially have to be removed and/or relocated. Alternatively, an option may be to create the new curb line with curb cuts to allow water to flow to this existing drainage inlet, shown along the curb line in the image on the right.

Our drainage team will work closely with our roadway , utility, and traffic electrical leads to provide the best possible roadway design that limits impacts to critical drainage facilities.

Minimizing Traffic Signal System Impacts with Roadway and Curb Ramp Designs Upgrades to existing curb ramps can often snowball into unidentified project and utility impacts if not properly vetted during preliminary design. Our team is adept at taking inventory of existing curb ramps and surrounding areas to better prepare ourselves once CAD activities begin. Our project manager has a traffic engineering background and trains his teams to properly account for traffic signal infrastructure from project initiation. He has also spent valuable time in the field as a roadway and electrical inspector, giving him the insight and forethought required to avoid costly utility impacts during construction.

Along with roadway and curb ramp improvements, the existing traffic signals will be impacted. Minor modifications to the Mall Entrance traffic signal will be required. The McBean Parkway intersection will require major modifications including the replacement of the
traffic signal poles f or the left turn movement from
Valencia Parkway. Along with pole replacements, the
project will install new detection and controller updates required by the City. Many specialty traffic calming
countermeasures will need to be maintained at this
intersection, including video detection and closed -circuit television cameras, red light compliance and emergency
vehicle detection, as well as “No Right on Red” blank -out signs. This area also has a major fiber optic communication trunk. Any affected fiber optic int erconnect through the corridor will be maintained or rerouted and respliced as necessary. Construction will be staged to ensure that
downtime for the fiber will be kept to a minimum.

With these improvements, the goal of the project will be met leading to improved capacity through the area and these two intersections. Delays will be lessened and circulation enhanced. The safety of the intersection will be improved leading to less redlight running, and ultimately, less collisions.

Vehicle Turns and Signal Placement to Avoid Path Overlap and Maintain Existing Phasing With the addition of a third left turn lane for both the eastbound Valencia Boulevard to northbound McBean Parkway as well as westbound Valencia Boulevard to southbound McBean Parkway turn movements, the City requests to maintain existing traffic signal phasing that allows both left turn movements to go simultaneously.

Turn lane modifications will need to be carefully evaluated for path overlap issues, to ensure that vehicles will not meet head-on in the middle of the intersection when making the turn at the same time. Our Project Overview Exhibit included in this section illustrates a draft vehicle turn movement with larger trucks in the outer turn lane and standard passenger cars in the t wo inner turn lanes. Dokken will evaluate different scenarios during the preliminary design to ensure vehicles of different sizes in various lane configurations will be able to make these turns safely.

PROPOSAL #CIP-21-22-C0064

We understand that these two traffic signals have extremely high volumes for all left turn, through, and right turn vehicle movements and that visibility of the traffic signal heads, and operability of detection equipment helps to maintain a safe environment. Our team will thoroughly evaluate vehicle signal h ead placements, specifically for the project areas where lanes are being added or shifted from current configurations. We will include in our evaluation a review of vehicle signal head placement during construction and incorporate temporary vehicle head placements on temporary traffic signal plans where needed. We will also ensure that pedestrian and bicycle paths of travel are maintained, or detours provided. Access will need to be maintained to adjacent businesses throughout construction. Thus, staging of the project and the proper development of stage construction plans will be critical to ensuring this goal is reached. Full lane closures are not anticipated to be allowed due to the high traffic volumes in the area, so lane widths and speeds will be proposed to be reduced during construction to create adequate room for safe work areas.

Median Reconfigurations to Maximize Left Turn Pocket Storage with Minimal Landscape Impacts The proposed project will shift roadway edges and curbs. This will have an impact on the adjacent landscape areas.

While generally smaller in size, some existing landscape areas will increase, while in other locations there will be a reduction in landscape size.

To properly address and treat these areas, our team will research existing documents and conditions, confirm the City’s landscape goals, and prepare cost effective landscape improvements. We shall gather and review existing landscape irrigation as -built documents to determine the extent of impact on the existing irrigation system, prepare pro-active treatment solutions and review our findings and suggestions with City landscape staff. This will permit us to prepare comprehensive documents that provide proper guidance to contractors in advance, and during site demolition and construction. Additionally, we will determine the best way to expand the existing irrigation, efficiently and effectively in new landscape areas.

Generally, projects such as this anticipate a “replace-in-kind” approach to landscape, which assumes a continued use of the currently used irrigation components and systems. However , due to the greater need for water conservation, our team will explore opportunities to upgrade the existing system in ways that would lower water consumption and offer such improvements to the City. Reduction of overhead spray is one common goal however some improvements may be beyond budget limitations at this time but might have options that could anticipate future implementation.

Similarly, anticipated plant material would be expected to match existing to the extent reasonable. High water
demanding plants should be assessed and alternatives that require less water and maintenance should be given
consideration. The continued use of grass is being discouraged in many municipalities throughout the southland to reduce water demand. Our team will offer potential alternatives.

In summary, the landscape portion of the project is relatively small, both in scale and costs. However, it will have continued financial impacts to the City regarding maintenance and water costs. We feel it very important to consider best practices and apply good sustainable principles to the proposed landscape improvements.

Dokken Engineering will use the City standards and formats, making invoice review streamlined and familiar to the City. For our team, quality is not just a priority, it is a core value.

Dokken Engineering has found that the best way to control budget is to ensure the project schedule is followed.

This method avoids costly over-runs and extended production times. The key to preserving budgets is to start on time, get it right, and submit the deliverable on time. Utilizing the same design working group from the beginning of the project to the end ensures consistent thought and engineering practice, while eliminating wasteful hours spent “getting familiar” with a project.

The MS Project Schedule will be supplemented with a deliverables schedule that identifies all project deliverables and submittal dates. The deliverables schedule is a critical project management tool because it specifies what is being delivered to the client and when it is to be submitted. The deliverables schedule will be updated monthly and submitted as part of the monthly invoice to report on the status of completed, in -progress and upcoming deliverables.

The combination of the budget and schedule showing task durations and sequencing will enable us to produce a time-phased budget. With a time -phased budget and a work -based method of measuring progress, a reliable comparison on planned versus actual can be made.

P

ROJECT COMMUNICATION
As an extension of the City staff, Michael and his team will use a suite of communication mechanisms to keep the City informed and to maintain the project schedule. The following diagram identifies the key communication methods to deliver this project.

Dokken Engineering has long- standing his tory of delivering projects with multiple team members and stakeholders, and we have established communication protocols that all team members understand. We host weekly internal team conference calls to track progress and keep everyone current on project status and recent decisions that affect their awareness and productivity. Our number one goal when working with our clients is successful project delivery. We identify risks early in the process and develop ways to mitigate these risks. We work closely with our clients to keep them informed on the status of their project and any pending decisions, and we are extremely responsive to their needs.

QUALITY CONTROL/QUALITY ASSURANCE
Dokken Engineering and our Team members are committed to the City of Santa Clarita in delivering project documents whose quality exceeds the industry standards. Quality is not just a priority; it is one of our core values.

From the project outset, QA/QC procedures will be implemented in accordance with the project Scope of Work.

Our procedures incorporate continuous product review cycles during plan development, as well as a series of formal review procedures completed for major project deliverables. The review of deliverables needed to satisfy the QA/QC procedure is built into our proposed schedule. The following flow chart outlines our process:

PROPOSAL # CIP-21-22-C0064
2020-21 Circulation Improvement Program, Phase IV
City Project No. C0064
City of Santa Clarita, California

SUMMARY OF CONTRACTUAL REQUIRMENTS

1. A contract is required for any service performed on behalf of the City of Santa Clarita (City).

2. By submitting a proposal, you have reviewed the sample contract documents contained within this request for proposals and agree to be bound by the requirements set forth.

3. Questions and requests for modification of these terms must be negotiated and approved prior to proposal submission and are at the full discretion of the City.

SUMMARY OF INDEMNITY AND INSURANCE REQUIREMENTS

1. These are the Indemnity and Insurance Requirements for Contractors providing services or supplies to City of Santa Clarita (City). By agreeing to perform the work or submitting a proposal, you verify that you comply with and agree to be bound by these requirements. If any additional Contract documents are executed, the actual Indemnity language and Insurance Requirements may include additional provisions as deemed appropriate by City’s Risk Manager.

2. You should check with your Insurance advisors to verify compliance and determine if additional coverage or limits may be needed to adequately insure your obligations under this agreement. These are the minimum required and do not in any way represent or imply that such coverage is sufficient to adequately cover the Contractor’s liability under this agreement. The full coverage and limits afforded under Contractor’s policies of Insurance shall be available to Buyer and these Insurance Requirements shall not in any way act to reduce coverage that is broader or includes higher limits than those required.

The Insurance obligations under this agreement shall be: 1—all the Insurance coverage and limits carried by or available to the Contractor; or 2—the minimum Insurance requirements shown in this agreement, whichever is greater. Any insurance proceeds in excess of the specified minimum limits and coverage required, which are applicable to a given loss, shall be available to City.

3. Contractor shall furnish the City with original Certificates of Insurance including all required amendatory endorsements and a copy of the Declarations and Endorsement Page of the CGL policy listing all policy endorsements to City before work begins. City reserves the right to require full-certified copies of all Insurance coverage and endorsements.

I. INDEMNIFICATION:

To the fullest extent permitted by law, including without limitation Civil Code sections 2782 and 2782.8, CONSULTANT shall defend (with legal counsel reasonably acceptable to CITY), indemnify and hold harmless CITY and its officers, agents, departments, officials, representatives and employees (collectively “Indemnitees”) from and against any and all claims, loss, cost, damage, injury (including, without limitation, economic harm, injury to or death of an employee of CONSULTANT or its subconsultants), expense and liability of every kind, nature and description that arise from or relate to (including, without

limitation, incidental and consequential damages, court costs, attorneys’ fees, litigation expenses and fees of expert consultants or expert witnesses incurred in connection therewith and costs of investigation) that arise from or relate to, directly or indirectly, in whole or in part, from: (1) any negligent act or omission of CONSULTANT, any subconsultant, anyone directly or indirectly employed by them, or anyone that they control; (2) any actual or alleged infringement of the patent rights, copyright, trade secret, trade name, trademark, service mark or any other intellectual or proprietary right of any person or persons in consequence of the use by CITY, or any other Indemnitee, of articles or Services to be supplied in the performance of this Agreement; or (3) any breach of this Agreement (collectively “Liabilities”). Such obligations to defend, hold harmless and indemnif y any Indemnitee shall not apply to the extent such Liabilities are caused by the sole or active negligence or willful misconduct of such Indemnitee, but shall apply to all other Liabilities.

The foregoing indemnification provisions will not reduce or affe ct other rights or obligations which would otherwise exist in favor of the CITY and other Indemnitees.

CONSULTANT shall place in its subconsulting agreements and cause its subconsultants to agree to indemnities and insurance obligations in favor of CITY an d other Indemnitees in the exact form and substance of those contained in this Agreement.

II. INSURANCE
(A) Before commencing performance under this Agreement, and at all other times this Agreement is effective, CONSULTANT will procure and maintain the followi ng types of insurance with coverage limits complying, at a minimum, with the limits set forth below:

Type of Insurance Limits
Commercial general liability: $1,000,000
Professional liability $1,000,000
Business automobile liability $1,000,000
Workers compensation Statutory requirement
(i) Commercial general liability insurance will meet or exceed the requirements of ISO-CGL Form No. CG 00 01 11 85 or 88. The amount of insurance set forth above will be a combined single limit per occurrence for bodily injury, personal injury, and property damage for the policy coverage.

Automobile coverage will be written on ISO Business Auto Coverage Form CA 00 01 06 92, including symbol 1 (Any Auto). Liability policies will be endorsed to name CITY, its officials, and employees as “additional insureds” under said insurance coverage and to state that such insurance will be deemed “primary” such that any other insurance that may be carried by CITY will be excess thereto. Such endorsement must be reflected on ISO Form No. CG 20 10 11 85 or 88, or equivalent. Such insurance will be on an “occurrence,” not a “claims made,” basis and will not be cancelable or subject to reduction except upon thirty (30) days prior written notice to CITY. (ii) Professional liability coverage will be on an “occurrence basis” if such coverage is available, or on a “claims made” basis if not available. When coverage is provided on a “claims made basis,” CONSULTANT will continue to renew the insurance for a period of at least three (3) years after this Agreement expires or is terminated. Such insurance will have the same coverage and limits as the policy that was in effect during the term of this Agreement, and will cover CONSULTANT for all claims made by CITY arising out of any errors or omissions of CONSULTANT, or its officers, employees or agents during the time this Agreement was in effect.

CONSULTANT will furnish to CITY duly authenticated Certificates of Insurance evidencing maintenance of the insurance required under this Agreement, including endorsements, and such other evidence of insurance or copies of policies as may be reasonably required by CITY from time to time.

Insurance must be placed with California- admitted insurers with (other than workers compensation) a current A.M. Best Company Rating of at least “A:VII.”
Waiver of Subrogation: The insurer(s) agree to waive all rights of subrogation against CITY, its elected or appointed officers, officials, agents, volunteers and employees for losses paid under the terms of the workers compensation policy which arise from work performed by CONSULTANT for CITY.

Should CONSULTANT, for any reason, fail to obtain and maintain the insurance required by this Agreement, CITY may obtain such coverage at CONSULTANT’s expense and deduct th e cost of such insurance from payments due to CONSULTANT under this Agreement or terminate pursuant to TERMINATION section. In the alternative, should CONSULTANT fail to meet any of the insurance requirements under this Agreement, City may terminate this Agreement immediately with no penalty.

Should CONSULTANT’S insurance required by this Agreement be cancelled at any point prior to expiration of the policy, CONSULTANT must notify City within 24 hours of receipt of notice of cancellation.

Furthermore, CONSULTANT must obtain replacement coverage that meets all contractual requirements within 10 days of the prior insurer’s issuance of notice of cancellation. CONSULTANT must ensure that there is no lapse in coverage.

The CITY shall be entitled to any coverage in excess of the minimums required herein.

I
have read and understand the above requirements and agree to be bound by them for any work performed for the City.
