SUBJECT: DATACENTER BACKUP AND RECOVERY SYSTEM

RECOMMENDED ACTION
City Council:
1. Award a three-year contract to Savant Solutions, Inc., in the amount of $73,318, plus a 10 percent contingency in the amount of $7,332, for a total amount not to exceed $80,650 for the Cohesity Backup and Recovery system, inclusive of three years of maintenance and support.
2. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval.
BACKGROUND
Cybersecurity and disaster recovery are top priorities for the City of Santa Clarita (City). The cornerstone of an effective disaster recovery plan is a reliable and effective backup and recovery system. Server crashes, hardware failures, cyberattacks, and natural disasters can all lead to business continuity failures and downtime, which can affect City services.
The City takes many steps to ensure business continuity and safeguard the City’s datacenter.
Even with multiple layers of protection and disaster mitigation, it is imperative that critical systems are backed up routinely and tested for reliability. Moreover, a reliable backup system is necessary for obtaining supplemental cybersecurity insurance to help cover expenses in the event of a breach.
Cyberattacks are on the rise and are currently the biggest threat to business operations. A current trend includes viruses that attack and destroy backups so they can not be used for recovery purposes. Cohesity’s Backup and Recovery system provides the necessary replacement solution to ensure the City’s critical systems are protected and reliably backed up, inclusive of an immutability design that ensures no changes can take place once data has been backed up to its
platform.
In accordance with the City’s Purchasing Policy specific to technology procurement, the City’s Information Services division reviewed several solutions and obtained quotes from multiple vendors. No other system provided as much reliability, security, and value. Additional features include the ability to rapidly recover individual files while also de-duplicating data to improve storage allocation.
Staff finds the contract through Savant Solutions, Inc., provides the most competitive pricing.
The cost of $80,650 is inclusive of Cohesity Backup and Recovery, installation, maintenance, and support for three years.
ALTERNATIVE ACTION
1. Do not approve contract with Savant Solutions, Inc.
2. Other action as determined by the City Council.
FISCAL IMPACT
Adequate funds are available in Technology Services expenditure account 1002200-516101.
