Proposal No. 04-03391
Mr. Jeff Chess
Psomas
27220 Turnberry Lane, Suite 190
Valencia, California 91355
Subject: Revised Proposal for Geotechnical Consulting Services City of Santa Clarita Via Princessa Park
City of Santa Clarita, California
Dear Mr. Chess:
In accordance with your request, we are pleased to submit this revised proposal to provide geotechnical consulting services for the City of Santa Clarita Via Princessa Park Project located in the City of Santa Clarita , California. Our original and referenced proposal, dated September 24, 2021, has been revised to incorporate updated information we recently received from PSOMAS, including review comments, updated concept planning, and scope of work task items. The Via Princessa Park is approximately 25 acres of vacant land along the south bank of the Santa Clarita River, east of Whites Canyon Road and north of the existing railroad tracks. The site is primarily undeveloped with the embankment and south bridge abutment for Whites Canyon Road occupying approximately 1 acre on the west end of the site. A drainage channel crosses the middle of the site towards the Santa Clarita River. The railroad tracks bisect the site and include station facilities, restrooms and parking.
Based on our review of the scope of work for Tasks 1.5 and 7.1, described in the referenced request for proposals dated August 31, 2021 and recent our discussions with you, we understand that the proposed work includes construction of four sports fields , lighting for the sports fields , shade canopies, playground, amenity buildings for restrooms and security, infiltrating basin s, bank protection lining, vehicular access options at four locations, pedestrian and maintenance access across the railroad right-of-way via undercrossing, service vehicle access across the railroad right - of-way at grade, and a new pedestrian/maintenance vehicle crossing over the on -site drainage channel, Honby Creek, by extending the existing culvert . Deep excavations are anticipated for the railroad right-of-way undercrossing with relatively shallow grading for the sports fields and ancillary improvements.
Ninyo & Moore | City of Santa Clarita Via Princessa Park Project, City of Santa Clarita, California | 04-03391 | July 25, 2022
Based on our review of regional geologic data and information, the site vicinity is underlain by Holocene-age flood plain deposits consisting of unconsolidated alluvial sands with silt and gravel .
Historical high groundwater levels in the site vicinity is reported at approximately 15 feet below the ground surface. As such, the site is located in an area mapped as being susce ptible to seismically induced liquefaction.
GEOTECHNICAL DESIGN SERVICES
The purpose of our geotechnical design services will be to evaluate the soil and geologic conditions for the proposed Via Princessa Park in order to prepare design and construction recommendations pertaining to the geotechnical aspects of the project. Based on our understanding of the project and our experience with similar projects, our scope of services will be as follows:
• Project coordination, planning, and scheduling for subsurface exploration. • Review of readily available background materials, including published geologic maps, groundwater data, topographic maps, stereoscopic aerial photographs, and project -related reports and/or plans provided by the client.
• Attendance of Southern California Regional Rail Authority/Metrolink railway safety training by Ninyo & Moore representatives and our subcontractors.
• A field reconnaissance to mark the proposed boring locations for utility clearance and coordination with Underground Service Alert.
• Perform subsurface exploration consisting of drilling, logging, and sampling of 18 small-diameter borings to depths between 20 and 100 feet below the ground surface to evaluate the subsurface soil conditions within the planned project limits. Two borings will be drilled to a depth of approximately 100 feet to evaluate pedestrian crossing recommendations and liquefaction at the rail road right-of-way. Four borings will be drilled to a depth of approximately 30 feet to support creek bank stabilization recommendations. One boring drilled to a depth of approximately 50 feet to evaluate creek crossing recommendations and liquefaction. The remaining borings will be drilled to a depth of between 20 and 30 feet to evaluate amenity building foundations, lighting foundations, shade canopies, vehicular access recommendations, and pavement recommendations. The borings will be logged by a representative of our firm, and bulk and relatively undisturbed soil samples will be collected at selected intervals for laboratory testing. • All borings will be backfilled with grout in accordance with County Health Department requirements and the auger cuttings spread onsite. Our current scope and fee does not include drumming and disposal of the soil cuttings.
• Cone penetrometer test soundings (CPTs) at 4 locations to evaluate the subsurface conditions to depths of between 50 and 100 feet or refusal, whichever is shallower. The CPT operations will be observed by a representative of our firm. Contin uous soil profiles, including cone tip resistance, sleeve friction, and pore pressure, will be recorded from the soundings. Shear wave velocity tests will be performed at one location and the results recorded at approximately 2 to 3 foot intervals.
• Laboratory testing of representative soil samples to evaluate in-situ moisture content and density, gradation, Atterberg Limits, expansion potential, sand equivalent, consolidation, shear strength, R-value, soil cement mixing, and soil corrosivity.
Ninyo & Moore | City of Santa Clarita Via Princessa Park Project, City of Santa Clarita, California | 04-03391 | July 25, 2022
• Compile data a nd analyze the information obtained from our background review, subsurface evaluation, and laboratory testing. Our geotechnical analyses and recommendations will include:
o Suitability of the park build for the proposed construction from a geotechnical perspective. o Description of the geology and soils anticipated during construction , including geologic hazards that may be present.
o Evaluation of the liquefaction potential at the site. o Excavation characteristics of the on -site materials, including anticipated difficult excavation and caving potential.
o Temporary shoring recommendations for deep excavation areas. o Fill material and compaction requirements, including structural backfill, select backfill of infiltration BMP facilities, bedding, pipe zone material and suitability of on-site soils for trench backfill.
o Evaluation of soil cement mixing ratios for bank protection backfill requirements. o Estimates for shrinkage/bulking during grading.
o Analysis of temporary stability of trench excavations. o Analysis of pipe design criteria, including modulus of soil reaction. o Foundation recommendations for proposed amenity buildings, vehicle and pedestrian crossings, culvert extension, light standards , shade canopies , fences and signage, and retaining walls.
o Pavement design for the vehicle and maintenance road. o Evaluation of corrosion potential of on-site soils.
• Preparation of a geotechnical evaluation report presenting our findings, conclusions, and recommendations for design and construction of the proposed project. • Design c onsultation services, including attendance of up to 6 project design team meetings , virtual and/or in-person, review of preliminary plans for rough grading and improvements, review of design level rough grading and improvement plans, including preparation of up to 5 plan review letters for design and construction of the proposed project.
ASSUMPTIONS
Based on our experience with similar projects, the following assumptions have been made in the preparation of our scope of services:
• Site access will be granted and truck-mounted drilling will be able to mobilize to the proposed exploration locations during normal working hours (Monday through Friday, 7:00 a.m. to 5:00 p.m.). If access is not provided during normal working hours, the work can be performed during weekend hours for an additional fee. We have also assumed the boring locations are accessible to standard truck-mounted drill rigs.
Ninyo & Moore | City of Santa Clarita Via Princessa Park Project, City of Santa Clarita, California | 04-03391 | July 25, 2022
• Encroachment permit fees from the City of Santa Clarita will be waived. Permit fees required to be paid by Ninyo & Moore will be in addition to our estimated fee provided in Table 1. • While our borings will be sighted outside of the railroad right-of-way, including fouling potential, crossing of the at -grade right -of-way will require flagmen during drilling. Scheduling of the flagmen will be coordinated through PSOMAS.
• Ninyo & Moore will be provided with substructure drawings indicating the locations of surface improvements (curbs, gutters, sidewalks, f ire hydrants, street light standards, traffic signals, etc.) and substructures of record in the project site vicinity at a scale of 1 inch = 40 feet. These drawings will be used to plot our proposed boring locations for permit acquisition and utility clearance. We will also be provided with plans showing the locations of existing utilities. Ninyo & Moore will not be responsible for damage to utilities not shown on the plans nor marked out by Underground Service Alert.
• Our subcontractor for drilling and exca vation services will be subject to prevailing wage requirements.
• Our geotechnical evaluation will not include any sampling, testing, or chemical analysis of soil, groundwater, surface water, or other materials for the purpose of evaluating possible hazards or risks. These services can be provided upon request as an additional scope and fee. • This proposal does not include geotechnical and materials testing services during construction.
A proposal for these services will be provided upon request.
SCHEDULE
Following receipt of the Notice to Proceed, Ninyo & Moore will commence the services described herein. Assuming that there are no delays due to inclement weather or equipment availability, we anticipate that our geotechnical field work will begin within approximately two weeks of receipt of the permits and the completed railway safety training . We anticipate our field would can be completed in five working day s. Our laboratory testing will be completed approximately three weeks after completion of the field work. Our geotechnical report will be completed approximately three weeks after completion of the laboratory testing. Preliminary design parameters can be provided upon completion of the field work and laboratory testing upon request.

GPRS appreciates the opportunity to provide this proposal. I encourage you to visit our website ( www.gprsinc.com) and contact any of the numerous references listed. Our insurance certificate and W -9 can also be downloaded here. Please feel free to contact me if you have any questions, or if you need additional information.
SCOPE OF WORK
We understand the scope to be to search for underground utilities in the area outlined in red, appro ximately 11 acres, as shown in the image provided by the client on page 2. We will attempt to trace any utilities for which there are structures visible from the work area. Utilities will be marked on the surface using paint, flags, or other appropriate means. The client will be responsible to provide drawings or notify GPRS of any utilities known to be entering the work area for which there are no apparent surface features or structures that are visible from the work area. The areas should be laid out, marked, and cleared of obstructions prior to our arrival in order to avoid additional charges. Please visit www.simspec.org for an overview of our industry -leading best practices that will be applied to this project.
POTHOLING
The scope of work will also consist of potholing (10) locations. At this time, potholing locations are unknown
EQUIPMENT
• Underground Scanning GPR Antenna. The antenna frequencies range from 250 MHz-450 MHz is mounted in a stroller frame which rolls over the surface. The surface needs to be reasonably smooth and unobstructed in order to obtain readable scans. Obstructions such as curbs, landscaping, and vegetation will limit the feasibility of GPR. The data is displayed on a screen and marked in the field in real time. The total depth achieved can be as much as 8’ or more with this antenna but can vary widely depending on the types of materials being scann ed through. Some soil types such as clay may limit maximum depths to 3’ or less. As depth increases, targets must be larger in order to be detected and non -metallic targets can be especially difficult to locate. Depths provided should always be treated as estimates as their accuracy can be affected by multiple factors. For more information, please visit: Link • Electromagnetic Pipe Locator. The EM locator can passively detect the signals from live AC power or radio signals travelling along some conductive utilities. It can also be used in conjunction with a transmitter to connect directly to accessible, metallic pipes, risers, or tracer wires. A current is sent through the pipe or tracer wire at a specific frequency and the resulting signal can then be detected by the receiver. A utility’s a bility to be located depends on a variety of factors including access to the utility, conductivity, grounding, interference from other utilities, and many others. Depths provided should always be treated as estimates as their accuracy can be affected by multiple factors. For more information, please visit: Link • Traceable Rodder. The rodder has a copper wire encased in fiberglass. The line is pushed through accessible pipes before placing a current on the wire and the signal is then traced from the surface. The maximum traceable depth is 10’ depending on the soil conditions and t he maximum distance is 200’.
The line can be pushed through a pipe with direct access such as a sewer line at a cleanout or a storm drain catch basin. It may not be able to be pushed through deeper pipes within manholes. Electrical conduits will not be accessed by GPRS. The signal cannot be located through metallic pipes. For more information, please visit: Link
• GPS. This handheld GPS unit offers accuracy down to 4 inches, however, the accuracy achieved will depend on the satellite environment at the time of collection and should not be considered to be survey-grade. Features can be collected as points, lines, or areas and then exported as a KML/KMZ or overlaid on a CAD drawing. For more information, please visit: Link
