CITY OF SANTA CLARITA

AGENDA REPORT

CONSENT CALENDAR
CITY MANAGER APPROVAL:

DATE: October 25, 2022
SUBJECT: ON-CALL GENERAL CONTRACTOR SERVICES
DEPARTMENT: Administrative Services
PRESENTER: Andrew Adams

RECOMMENDED ACTION

City Council:

1. Award one-year contracts to BR Builders, Inc., Foster Construction, and RC Becker and Son, Inc. for public works on-call contractor services in an amount not to exceed $200,000 per contract.

2. Authorize the City Manager or designee to award two additional, one-year agreements to each contractor in an amount not to exceed $200,000 for each renewal.

3. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval.

BACKGROUND

The City of Santa Clarita (City) executes approximately 150 public works project agreements annually, the majority of which are for projects less than $200,000. A public works project, as defined by the California Public Contract Code (CAPCC), is an agreement for the erection, construction, alteration, repair, or improvement of any public structure, building, road, or other public improvement of any kind. Of the City’s public works projects under $200,000, many are the result of unforeseen and urgent needs. Others are identified within the budget and are scheduled and solicited according to the City’s Purchasing Policy.

Furthermore, per the City’s Purchasing Policy, public works projects between $60,000 and $200,000 must be advertised to the City’s qualified contractor list, while projects between $0 and $60,000 can be performed by City staff or by negotiated contract via a three-quote competitive process. Any public project over $200,000 must be advertised formally with an award presented to the City Council for approval.
4 Packet Pg. 18

Page 2 ends

As a part of City staff’s ongoing efforts to meet the demand for specialized skills, equipment, and licenses for anticipated and unanticipated public works projects, a Request for Qualifications for on-call general contractor services was advertised to the City’s qualified contractor list. The Request for Qualifications sought contractors specializing in a broad range of activities including street improvements; irrigation, concrete, and asphalt work; tree removal; fencing; and traffic control. Three local firms responded: BR Builders, Inc., Foster Construction, and RC Becker & Son, Inc. The responses were evaluated according to the criteria below:

• Background and experience specific to on-call public project work • Public project experience for public agencies
• Key personnel
• Turnaround time
• Verified subcontractor list
• Expertise and familiarity with outlined scope of work

The submitted qualifications were reviewed for accuracy and conformance to the City’s criteria and found to be exemplary. Moreover, all three contractors possess valid state contractor’s licenses and are in good standing with the Contractors State License Board and Department of Industrial Relations. Due to the various City divisions that require general contracting services, staff recommends awarding one-year, on-call agreements to all three contractors for $200,000 each; with an option to exercise two, one-year renewals.

ALTERNATIVE ACTION

Other actions as determined by the City Council.

FISCAL IMPACT

Adequate funds to support these contracts have been approved in various departmental budgets. 4 Packet Pg. 19

CITY OF SANTA CLARITA

AGENDA REPORT

CONSENT CALENDAR
CITY MANAGER APPROVAL:

DATE: October 25, 2022
SUBJECT: BUILDING PLAN REVIEW, BUILDING INSPECTION, AND

PERMIT-RELATED PROFESSIONAL SERVICES
DEPARTMENT: Community Development
PRESENTER: John Caprarelli

RECOMMENDED ACTION
City Council:

1. Authorize an expenditure authority increase to the City's on-call Building & Safety consulting firms: JAS Pacific, Scott Fazekas & Associates, Interwest Consulting Group, and TRB and Associates, in the amount of $500,000, resulting in a total on-call expenditure authority amount of $1,000,000 for Fiscal Year 2022-23.

2. Authorize a one-time appropriation from the General Fund in the amount of $500,000 to Building & Safety Contractual Services expenditure account 1004100-516101.

3. Increase Building & Safety Plan Review revenue account 100-411107 (General Fund) by $1,000,000.

4. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.

BACKGROUND
The City of Santa Clarita (City) uses contractual services on an as-needed basis to assist staff with building plan review, inspection, and permit-related professional services for new buildings during periods of high construction activity. Contractual support for building plan review and building inspection helps supplement staff’s efforts to reduce plan check turnaround time and manage the inspection workload as demand fluctuates. Contractual services help maintain appropriate staffing and customer service levels.
5 Packet Pg. 20

Page 2 ends

On April 12, 2022, the City Council authorized spending in an amount not to exceed $500,00 for Fiscal Year (FY) 2022-2023 with the following consulting firms: JAS Pacific, Scott Fazekas & Associates, Interwest Consulting Group, and TRB and Associates for contractual building plan review, building inspection, and permit-related professional services.

In order to keep pace with an unanticipated volume of construction activity and maintain the City's premiere level of customer service, an additional $500,000 in expenditure authority is needed. The increased expenditure authority will allow the City to continue contracting through the duration of FY 2022-23 with qualified building inspectors and plan reviewers who are well- suited to handle the surplus demand.

To account for the unanticipated activity, the recommended action additionally includes an increase of $1 million to forecasted plan check revenues. The revenue budget would be increased to $2.85 million from $1.85 million, which was adopted with the FY 2022-23 Annual Budget and has surpassed fiscal year-to-date. Main revenue generators for FY 2022-23 include continued growth in residential activities as well as large projects, such as Needham Ranch, Riverwalk Project, Garden Terrace, and Shadowbox Studios at the Southern California Innovation Park.

ALTERNATIVE ACTION
Other action as determined by the City Council.

FISCAL IMPACT
The existing budget for Building & Safety as-needed contracts is $500,000 for FY 2022-23.

Upon approval of the recommended actions, an additional $500,000 in General Fund dollars would be budgeted to Building & Safety Contractual Services Expenditure Account 1004100- 516101. The increase in budget is being directly offset by a $1,000,000 increase in permit revenues.

TRANSIT SERVICES IN THE UNINCORPORATED SANTA
CLARITA VALLEY FOR FISCAL YEAR 2022-23 THROUGH
FISCAL YEAR 2025-26
DEPARTMENT: Economic Development
PRESENTER: Adrian Aguilar

RECOMMENDED ACTION
City Council approve an agreement with the County of Los Angeles for the City of Santa Clarita to provide public transportation services in unincorporated areas, and authorize the City Manager or designee to execute the Agreement, or modify the award in the event that issues of impossibility of performance arise, subject to City Attorney approval.

BACKGROUND
Since 1991, the City of Santa Clarita (City) has assumed responsibility from the County of Los Angeles Department of Public Works (County) for public transportation services in the Santa Clarita Valley (Valley). In return, the County reimburses the City for the transportation services operated in the unincorporated areas. Based on the current level of public transportation service provided in the unincorporated versus incorporated area, the County reimburses the City as follows:
• 14.78 percent of local bus service costs
• 22.97 percent of commuter express bus service costs
• 11.95 percent of paratransit (Dial-a-Ride) service costs • Bus procurements shared by the County using above allocations • 15 percent administrative overhead fee
These percentages have remained consistent over the years, and are being proposed in the next agreement that will cover Fiscal Year 2022-23 to Fiscal Year 2025-26. City staff works closely with the County to ensure that the level of public transportation services meets the needs of 6 Packet Pg. 22

AGENDA REPORT

CONSENT CALENDAR
CITY MANAGER APPROVAL:

DATE: October 25, 2022
SUBJECT: PACIFIC CREST PARK PLAYGROUND SHADE PROJECT P4025 DEPARTMENT: Neighborhood Services
PRESENTER: Susan Nelson

RECOMMENDED ACTION

City Council:

1. Approve the plans and specifications for the Pacific Crest Park Playground Shade Project P4025.

2. Approve the use of a “piggyback” contract to purchase and install shade structures from USA Shade – Play Power Inc. through the Sourcewell Cooperative Purchasing Contract #010521- LTS, in the amount of $242,012, plus a contingency amount of $24,201, for a total amount not to exceed $266,213.

3. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.

BACKGROUND

The Pacific Crest Park Playground Shade Project (Project) is intended to improve the playground area at Pacific Crest Park located at 29051 Garnet Canyon Drive. This park and play area have little to no existing shade. Improvements that have been identified for this park include the installation of two shade structures over the current play structures and the swing area. By providing shade at this site, the play area can be used for more time during the day, especially during summer months. This project exemplifies the City of Santa Clarita's (City) commitment to improving the quality of life of its residents and supports the Building and Creating Community theme of the Santa Clarita 2025 plan.

A Notice of Exemption was prepared for the Project in accordance with the California Environmental Quality Act (CEQA). The Project is exempt from the CEQA under Article 19, Section 15303, a Class 3 exemption. A Class 3 exemption consists of construction and location 7 Packet Pg. 24

of limited numbers of new, small facilities or structures.

On July 11, 1995, the City Council approved the use of "piggyback" purchasing. This process allows the City to place orders against a competitively awarded public agency contract. The City's contract with Sourcewell, contract #010521-LTS, was competitively solicited through their nationwide bid process, was awarded on February 17, 2021, and is valid through February 17, 2025, allowing the City to take advantage of an existing process.

The requested contingency will cover any unforeseen issues or additional needs that may occur during the design and construction of the Project. The remaining funds previously appropriated for the Project will pay for staff oversight related to construction and project management, materials testing, permit fees, legal fees, labor compliance, and administrative costs.

ALTERNATIVE ACTION

Other action as determined by the City Council.

FISCAL IMPACT

Adequate funds are available in expenditure account P4025601-516101 to support the recommended action.

CITY MANAGER APPROVAL:

DATE: October 25, 2022
SUBJECT: PURCHASE OF TWO FORD F-350 SUPER DUTY TRUCKS WITH

UTILITY BED
DEPARTMENT: Public Works
PRESENTER: Cruz Caldera

RECOMMENDED ACTION

City Council:

1. Approve the purchase of two 2022 Ford F-350 super duty trucks from Auto Nation Ford Valencia for a total amount not to exceed $123,593.

2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.

BACKGROUND

The City of Santa Clarita (City) Parks division maintains 36 parks and over 80 miles of trails. In early summer of 2023, it is anticipated that the Central Park Buildout Project will be complete, adding approximately 15 ½ acres of developed grounds within Central Park. This project will include adding four full-sized hybrid Bermuda grass multipurpose sports fields, sports field lighting, a restroom building, 268 additional parking spaces, and an emergency access road from the existing parking lot to an adjacent street. With additional grounds and facilities being added, the acquisition of two trucks with utility beds is necessary to perform the maintenance required at Central Park, and at other park sites.

During the Fiscal Year 2022-23 budget process, City Council authorized the procurement of two utility trucks to support the Central Park Buildout and the need to transport equipment to other parks. An invitation to bid was prepared and published on August 26, 2022, and was posted on the City's website. With no bids submitted to the City, staff reached out to Auto Nation Ford Valencia with vehicle specifications, in conformance with the City’s purchasing procedures.

Auto Nation Ford was able to provide a cost estimate for two 2022 Ford F-350 super-duty trucks for a total amount of $123,593.

CITY MANAGER APPROVAL:

DATE: October 25, 2022
SUBJECT: ESTABLISH A NO STOPPING ANY TIME ZONE ON THE NORTH

SIDE AND SOUTH SIDE OF MAGIC MOUNTAIN PARKWAY
DEPARTMENT: Public Works
PRESENTER: Joel Bareng

RECOMMENDED ACTION

City Council:

1. Adopt a resolution to establish a 2,650-foot No Stopping Anytime zone on the north side of Magic Mountain Parkway, and a 1,500-foot No Stopping Anytime zone on the south side of Magic Mountain Parkway, between Tourney Road and Fairways.

2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.

BACKGROUND

Magic Mountain Parkway is classified as a major arterial in the City's General Plan Circulation Element. It is currently striped with six lanes (three lanes each way). Portions of Magic Mountain Parkway between Tourney Road and Fairways, currently have unpaved shoulders with no curb, gutter, or sidewalk. As a result, the sections without curbs are often used for overnight and longer-term parking for big rigs trucks, and abandoned vehicles. This section of Magic Mountain Parkway has been the subject of numerous public complaints regarding truck parking and has been an ongoing code enforcement issue for many years. Parking is generally prohibited on all improved arterials within the City.

No Parking Any Time zones currently exist on Magic Mountain Parkway 520 feet west of Fairways (north side), 725 feet west of Fairways (south side), and 905 feet east of Tourney Road (south side). The recommended action item would fill the gaps and provide continuous No Stopping Any Time zones along the north side and south side of Magic Mountain Parkway, between Tourney Road and Fairways.

9 Packet Pg. 29

Page 2 ends

The City is currently preparing plans for the full build-out of this arterial roadway. Establishing a No Stopping Anytime zone will prepare this section of Magic Mountain Parkway for these future improvements.

The proposed No Stopping Any Time zone will affect 2,650 feet of parking on the north side of Magic Mountain Parkway and 1,500 feet of parking on the south side of Magic Mountain Parkway (Exhibits 1 and 2). The only businesses fronting this section of Magic Mountain Parkway are located along Wayne Mills Place and have adequate on-site parking. Field observations have confirmed that on-street parking is only used for overnight and long-term heavy vehicle parking and stored vehicles.

Additionally, Magic Mountain Parkway is one of the gateway corridors into the City. Addressing the issue of truck parking along Magic Mountain Parkway with the recommended No Stopping Any Time zones will enhance the City Council's efforts to reduce the visual nuisance of stored and abandoned vehicles on Magic Mountain Parkway.

ALTERNATIVE ACTION

Other action as determined by the City Council.

FISCAL IMPACT

Adequate funds are available in Street Maintenance Traffic Signs expenditure account 2304504- 514108 to support the recommended action.

DATE: October 25, 2022
SUBJECT: ESTABLISH NO STOPPING ZONES ON SCHOOL DAYS ONLY

ALONG THE NORTH AND SOUTH SIDES OF ESPUELLA DRIVE
DEPARTMENT: Public Works
PRESENTER: Joel Bareng

RECOMMENDED ACTION

City Council:

1. Adopt a resolution to establish a No Stopping zone between 7:00 a.m. and 8:30 a.m. and between 1:00 p.m. and 3:30 p.m. on school days only on the north side of Espuella Drive, starting at 150 feet and extending a distance of 295 feet west of Caballeta Drive and on the south side of Espuella Drive between Bouquet Canyon Road and Caballeta Drive.

2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.

BACKGROUND
The City of Santa Clarita (City) has been working with Emblem Academy and Saugus Union School District staff for the past three years to improve traffic circulation throughout the neighborhood during peak school hours. Emblem Academy is an elementary school located at Espuella Drive and Caballeta Drive. The school and the surrounding neighborhood have only one ingress and egress via Espuella Drive at Bouquet Canyon Road.

Measures have been taken to improve traffic circulation, such as signing and striping within the school parking lot and an updated arrival and dismissal circulation plan that provides a suggested route for parents to follow when dropping off and picking up students. The improvements also include a trail connection to Central Park that allows parents to park and students to walk to school. The City is also working with the California Highway Patrol (CHP), Emblem Academy, and Saugus Union School District to coordinate the first Walk, Bike, and Roll to School Day.

This event will encourage parents and students to take alternative transportation to school from Central Park while being accompanied by CHP officers, school staff, and City staff. 10 Packet Pg. 35

Page 2 ends

On February 9, 2022, City staff met with Emblem Academy and Saugus Union School District to discuss additional improvements to traffic circulation. On March 8, 2022, the City Council received a public comment from an Emblem Academy parent regarding traffic safety concerns and emergency access during school arrival and dismissal periods. After observing and confirming the necessity to improve emergency access, City staff installed signage that temporarily restricted parking along Espuella Drive, between Bouquet Canyon Road and Caballeta Drive. These restrictions allow motorists to pull over and ensure unimpeded access for emergency vehicles during emergencies. After installing these temporary signs, staff observed that motorists obeyed the posted signs, enhancing traffic safety and circulation. However, over time, staff observed that the temporary signs were being displaced, creating confusion for motorists.

The recommended actions will ensure that parents utilize the valet line when picking up and dropping off students, maintaining a constant traffic flow. Further, the installation of permanent No Stopping signs will allow emergency vehicles to ingress and egress the neighborhood.

The six residents fronting the areas of the proposed parking restrictions, Emblem Academy, and the Saugus Union School District are in support of the recommended actions.

ALTERNATIVE ACTION
Other action as determined by the City Council.
