City of Santa Clarita Amendments
to the
2022 California Building Standards Code
(Title 24 of the California Code of Regulations)
Justification Key
A. This amendment is necessary for administrative clarification and does not modify a Building Standard pursuant to California Health and Safety Code Sections 17958, 17958.5, and 17958.7. This amendment establishes administrative standards for the effective implementation and enforcement of building standards as contained in Title 24 of the California Code of Regulations throughout the City of Santa Clarita.
B. This amendment is justified on the basis of a local geologic condition.
Rationale: The City of Santa Clarita is located in an area known for high seismic activity.
Both the 1971 San Fernando earthquake and the 1994 Northridge earthquake resulted in significant structural damage to buildings within the city’s boundaries. The San Gabriel fault runs directly through a portion of the city and is considered an active class ‘B’ fault. The San Andreas fault is located less than 40 miles to the east of city. The most recent U.S.
Geological Survey maps show the entire city is classified as Seismic Design Category “E”.
Additionally, many areas within the city contain expansive soils or soils with high sulfate levels which can negatively impact footing and foundation design. This local amendment is designed to reduce property damage from a major seismic event or adverse soil conditions through enhanced structural provisions and to establish criteria for repair of damaged property following such an event.
C. This amendment is justified on the basis of a local climatic condition.
Rationale: The Santa Clarita valley is surrounded by undeveloped mountainous areas on all sides. The seasonal climatic conditions during the summer and fall in this region create a severe fire hazard. Dry, hot temperatures cause natural vegetation growing in the nearby foothills and mountains to become dry and extremely combustible. In addition, unpredictable seasonal wind conditions (Santa Ana winds) prevalent in this region add to the danger of possible wild fires. Approximately one-third of the city has been classified as Very High Fire Hazard Severity Zone (VHFHSZ) as established on maps prepared by the California Department of Forestry and Fire Protection (Cal Fire). Additionally, this area can be subject to heavy rains during the winter months that can cause flooding, erosion, or slope failure in the hillside or low laying areas. This local amendment is designed to reduce the chance of a structural fire from exposure to a major wild fire through the use of enhanced fire resistive materials and construction techniques or to reduce property damage from flooding, mud slides, or slope failure during the rainy season.
D. This amendment is justified on the basis of a local topographic condition.
Rationale: The topography in and around the City of Santa Clarita consists of rugged foothills and mountainous areas. Many portions of the city border or encroach into these hillside or foothill areas. Winding access roads can make timely response by fire suppression vehicles difficult. The rugged foothills are subject to fires during the hot dry periods or mudslides and flooding during the rainy wet months. This local amendment is designed to reduce the chance of property damage caused in the event of a wild fire, flooding or mudslide.
