Kellogg Park, Ventura, CA
Plans to develop Kellogg Park as a neighborhood park for the Westside Ventura community began in 2013, as a dream for a vacant lot along Ventura Ave. The City of Ventura was able to partner with the Trust for Public Land to purchase the 2.4-acre property, beginning an active partnership with members of the community to develop a conceptual plan that could meet the varied demands. PCLD was chosen to move the design of the park from concept through construction documents, present ideas to the community, and eventually see the park through construction. The park opened in April of 2018 to much local fanfare.

Earvin “Magic” Johnson Park, Los Angeles County, CA
EMJ Park is largest open space in South LA. Even though it had become dilapidated since it was built in the late 1980’s, it was still extremely well used. This renovation project not only rejuvenates the park and adds a much-needed public center, but also adds water infrastructure to recycle the runoff from the 375 Square Mile watershed. The renovated 15 AC lakes on the site protect the nearby Compton Creek (and its direct link to the Pacific Ocean) from bacteria and heavy metal pollutants. The lakes uses both mechanical and natural systems to clean the water and create habitat. Because of Southern California’s penchant for developing purely aesthetic manmade lakes in the late 20th Century, these lakes are prime candidates to act as the heart of a system that can recycle watershed runoff for irrigation and human use. Wastewater treatment systems have miniaturized allowing for the treatment of urban watersheds to become localized. Couple this technology with the existing lakes, Los Angeles city neighborhoods can take in and store, treat and recycle water and act as a catalyst for urban greening and meaningful outdoor space. As Magic Johnson Park will show, these aging lakes can be revitalized into great urban parks that not only provide beauty and recreation but also become part of the urban infrastructure.

Gilbert Regional Park Master Plan, Gilbert, AZ
Kimley-Horn led a multidiscipline team to develop a master plan, 15% design concepts, alternatives analysis, business plan, and implementation plan for the collective 272-acre land area known as the Gilbert Regional Park. The Town of Gilbert executed an intergovernmental agreement (IGA) with the Flood Control District of Maricopa County (FCDMC) when the opportunity to partner with them for joint use of the adjacent Chandler Heights Basin facility was presented to master plan for future multi- and recreational use.

As the prime design firm, Kimley-Horn worked with the Town and the community to develop a comprehensive master plan. The master planning process required a fast-paced and extensive three-month community and stakeholder engagement program. This program included individual interviews with Town leadership including the mayor and Town Council, focus group meetings, meetings with surrounding HOAs, and nine community workshops. Through these meetings, we obtained feedback on desired park features, allowing the final recommendations to truly reflect community input and needs.Due to the Chandler Heights Basin’s position providing drainage capacity for the East Maricopa Floodway as well as connection points for Queen Creek Channel and Sonoqui Wash, our team educated the public regarding opportunities and constraints so they could prioritize programming and placement of amenities.

Outcomes included a consensus-based master plan and preferred design concept that emphasizes use of the site as a major regional sports complex with diversified sports fields and complementary facilities. The park also includes a community fishing lake that will provide irrigation for the park at full build-out. The team completed the initial engineering design for the lake water source and sizing, which will utilize reclaimed and groundwater. Our team also provided a traffic impact assessment, drainage reports, and 15% plans for full site build- out. The Kimley-Horn team completed this comprehensive master plan with engineering analysis, business plan, and implementation plan in eight months with consensus from the community and the Town Parks and Recreation Board, as well as the unanimous approval of the plan by the Town Council.

Desert Sky Park, Gilbert, AZ
Kimley-Horn worked on the development of a 110-acre sports complex within the Flood Control District of Maricopa County’s (FCDMC) Rittenhouse Basin. At full build-out, the project provides 16 multi-purpose athletic fields and an on-site irrigation lake which utilizes reclaimed water and water from a new on-site recover well. The lake and well design have been sized for full build-out of the facility and provides irrigation to the adjacent Public Safety Training Facility. A wet well switches sources between reclaimed and groundwater depending on time of year and provides a blending water option.

City of Yuma, Pacific Avenue Athletic Complex (PAAC), Yuma, AZ Kimley-Horn was selected to design the PAAC, a major sports field complex that will have the potential to attract significant regional sports tournaments and tourism to Yuma. The PAAC will augment the amenities offered by the East Wetlands area, providing the community with a destination tournament facility. This site, visible from I-8, will further enhance Yuma’s historic downtown area, retail, hospitality, and mall district.

The PAAC comprises a fishing lake, six lighted sand-based turf softball fields, batting cages, concessions/restrooms building, playgrounds, ramadas, landscape and hardscape, lighted walking paths, irrigation storage lake and water feature, and a maintenance facility and yard. Kimley-Horn led the athletic complex design, public outreach, traffic and transportation engineering, on-site civil, and landscape architecture services.

The project evaluated several irrigation water sources to provide the City with a path to sustainability for the project and resources. It also evaluated existing on-site irrigation well sites, use of a Bureau of Reclamation (BOR) water source, and future reclaimed and potable water sources. The project included water quality and infrastructure as well as back up water source options.

The project included a business plan that provided operations and maintenance analysis along with revenue generation pro-forma. The project also included master planning refinement, approvals from the Yuma Design Historic Review Committee, and final construction documents with permit approvals from the City and the Arizona Department of Environmental Quality (ADEQ). The Kimley-Horn team utilized a real-time cost model based on current and local construction market conditions, providing the City updates at each project milestone submittal. Kimley-Horn successfully completed this fast-tracked design in seven months. The project was completed within schedule and within budget.

Carr McNatt Park Master Plan, Casa Grande, AZ
Carr McNatt Park is centrally situated within the City of Casa Grande at the southeast corner of Casa Grande Avenue and McMurry Boulevard. The former high school campus was converted into a park site several years ago, providing the City with 23 acres of recreation- based amenities including an aquatics facility, skate park, running track, football and soccer fields, baseball field, and basketball courts. The park has fulfilled a multi-functional parks and recreation capacity for more than 70 years. The City has invested in various improvements through the years, but not at a pace that has extended the lifecycle of the park. In 2014, the City decided that it was time to prepare a current master plan for Carr McNatt Park to provide a key decision-making tool prior to investing any further in the park. The park site is in need of improvements for facilities that have exceeded their lifecycles, as well as to create more efficient use of the park site.

Through the City’s design services on-call contract, Kimley-Horn was selected to prepare a thorough existing conditions inventory and analysis, identify desired programming, develop alternative master plan concepts, and compose a final master plan with an estimate of probable construction costs. We considered changes in programming needs to provide optimum use of the park for future use. The master planning process included an inventory and analysis of the existing park site, public meetings with youth sports groups and the community, concept development and refinement, and cost estimating services. The City wanted to provide more of a community park feel with the integration of an internal multi-use pathway as well as an small neighborhood pocket-like park area within the park. The park is in need of upgrades to aging and inefficient infrastructure which including the sports field lighting and park irrigation system. The initial concepts have also helped to re-organize turf field areas to provide efficiencies for maintenance as well as better serve the community and youth sports user groups.

Proposed improvements include entry monumentation, playground improvements, pickle ball courts, group ramada area, restroom/ concession building, and updated maintenance yard. Kimley-Horn provided planning, landscape architecture, and civil engineering design services for the Carr McNatt Park Master Plan. The City is now positioned to utilize the Master Plan to make decisions that will be responsive to community needs and available funding that will lead to sustained Carr McNatt Park operations for years to come.

Kimley-Horn also provided electrical engineering design services for electrical infrastructure improvements and sports lighting in the park in 2016, as well as began final design of the improvements in 2017.

Goodyear Recreation Campus Master Plan and Final Design, Goodyear, AZ Kimley-Horn worked with the City of Goodyear to provide master planning, final design, and construction phase services for the City of Goodyear’s 86-acre recreation campus, which comprises a 30-acre community park, recreation center, aquatics facility, and 50-acre city park. The completed master plan included an implementation plan that evaluated construction costs, construction sequencing, and Guaranteed Maximum Price (GMP) strategies for the Construction Manager at Risk (CMAR). The project also included preparing programming and a final site plan for the 30-acre community park. Kimley-Horn also led the design of the recreation center and aquatics facility.

The project involved a robust community outreach program during the programming and master planning phase, with several staff and stakeholder design charrettes; individual interviews with the mayor and City Council; six focus group meetings; four community workshop meetings; three Parks and Recreation Board meetings; two council meetings; and meetings with the surrounding homeowner associations (HOAs). To achieve consensus, Kimley-Horn obtained input from the community, stakeholders, City staff to identify the park and recreation facility improvements and amenities that would best serve the current and future demands of the community. Our team engaged with the project artist during the master plan phase, providing an integrated approach to the site layout and theme integration for the entire campus.

The facility includes multi-use rectangular fields, two baseball fields, sport courts, multi-use pathways, restroom buildings, and parking areas. A featured element of the Goodyear Recreation Campus is an innovative playscape with slides integrated into hillslopes, topographic changes, and community-inspired elements. The project team developed a sustainable implementation and operations plan for this signature park project. The project is currently in construction with the completion date scheduled for 2021.

Grand Avenue Vision Phase I, Escondido, CA
The Grand Avenue Vision Plan aims to improve the economic vitality of Grand Avenue by creating a pedestrian-friendly and aesthetically appealing corridor. Kimley-Horn assisted the City with successfully applying and securing grant funds for the first phase of the project through SANDAG’s Smart Growth Incentive Program. The complete corridor will include mini-roundabouts at three locations (Broadway, Maple, and Kalmia), high-visibility crosswalks, streetscape improvements, public art features, festoon and decorative lighting across the corridor, narrowing of Grand Avenue to one lane in each direction and using the excess width to create wider, 20-foot sidewalks and diagonal parking on one side of the street resulting in increased parking. To meet construction windows and to minimize impacts to businesses during construction, we assisted the City with construction phasing and early procurement of decorative street light poles and accessories prior to bidding the project, cutting the long lead time on the light poles.

3. WORK STATEMENT
Design is a fluid enterprise, when approaching a project of this size, scale, and complexity we must remember that while the whole puzzle can feel overwhelming, many of the individual pieces are straightforward park and street improvements that we deal with on a daily basis.

For the more unique improvements like the BMX Park, we have specialists on our design team to help lead the design effort. In preparing this response to the RFP , we have broken things down, phase by phase and step by step so that we can understand everything that will be required.

Task 1: Preliminary Investigation
Upon award of the contract, we will notify our subconsultants for survey and geotechnical engineering to be ready to hit the ground running after we have the official notice to proceed (NTP). For the sake of building our schedule, we assume NTP for Task 1 will be October 26, 2022.

At this point, we’ll begin an 8-week window for all Task 1 related scope. At the end of those eight weeks, we expect to have a topographic survey, our initial geotechnical report, and a thorough understanding of our site and the available record documents related to the site.

Sub-Task: Kickoff Meeting and Field Reconnaissance
Output: Kick-off Meeting and Field Recon
After the kick-off meeting, we will issue Meeting Minutes to the City and rest of the PDT for their records. When Field Recon is complete we will issue a report to the City outlining any significant findings related to the site and the proposed design. This report will summarize what we believe to be the initial impacts of these findings and our course of action moving forward to either find solutions or get more answers.

Sub-Task: Document Research and Review
During this phase Kimley-Horn will:
» Obtain and review available reports, maps, data, infrastructure improvement plans, and any applicable previous studies that have been conducted in the vicinity of the project site
» Review rough grading plans for Tentative Tract Map 75026 as that will be the basis of design for this project’s precise grading and drainage plan
» Perform utility coordination necessary to determine and identify locations of existing underground and overhead utilities within the project area, as well as future utility requirements. Kimley-Horn will obtain available utility data from record drawings and provide the information as part of the site base map for the project
» Confer and coordinate with affected agencies and utility companies to identify design controls and considerations necessary for plan preparation and approvals
Output: Document Research and Review
When our Document Research and Review is complete, we will issue a report to the City outlining any significant findings related to the site and the proposed design. This report will summarize what we believe to be the initial impacts of these findings and our course of action moving forward to either find solutions or get more answers.

Sub-Task: Survey
During this phase Kimley-Horn will:
» Perform and coordinate survey and mapping necessary to establish existing property boundaries for the project. Mapping of existing easements and restricted will be included within this scope of work » Perform and coordinate required topographic survey to complete the construction documents. Research, compile, and verify existing control data, including research of affected utility companies within the project area. In addition to the project site, topography will include associated areas of study to complete conceptual design options for the project » Survey work will be coordinated with project subconsultants to ensure the control for the project is consistent » Obtain UAV (drone) video of the entire project area for use during planning and project meetings; along with video from the project perimeter Proposal for the Santa Clarita

Output: Survey
When the topographic survey is complete, we will issue the electronic CAD file and the Drone Footage to the City for their records. We will also share this information with the rest of our team using a ShareFile site so all design team members can access the information when needed.

Sub-Task: Geotechnical Report
Kimley-Horn will perform the necessary geotechnical, soil investigation, and engineering in support of the project’s design. These include, but are not limited to, recommendations for foundations and footings for buildings and accessory structures, retaining walls, infiltration for LID features, and road and parking lot subgrades.

Output: Geotechnical Report
When the Geotechnical Report is complete it will be shared in full with the City and rest of our design team. We will also take some time upon receipt of the report to review the finding and the recommendations and issue a report to the City outlining any significant impacts that may be outlined in the geotechnical report. This report will summarize what we believe to be critical impacts to the project design and how those impacts will be addressed.

Task 2: Project Management
Sub-Task: Monthly PDT Meetings
During this phase Kimley-Horn will:
» Develop a Project Development Team (PDT). Members of the PDT will include Kimley-Horn and subconsultants as required, City staff, and other agency representatives, and project stakeholders, as necessary » Schedule and conduct monthly PDT meetings to review project schedules, plans, and specifications. Assemble the agenda prior to each meeting, and provide and distribute meeting minutes afterwards. Some meetings will be held in-person and some will be held » virtually
Output: Monthly PDT Meetings
Monthly PDT meetings will be followed up each week with the following items issued to the City and our Design Team: Meeting Minutes, Decision Log Updates, ‘To Be Completed” Items for the next meeting, Action Items for each subconsultant as needed from meeting to meeting.

Sub-Task: Monthly Progress Reports
Kimley-Horn will prepare monthly progress reports, progress schedule updates, and supporting data. The progress reports will include accomplished tasks for the month, anticipated progress for the next months, pending issues, and schedule completion target dates
Output: Monthly Progress Reports
Monthly progress reports will be generated and made part of our monthly billing statements to the City. As noted above, these reports will include accomplished tasks for the month, anticipated progress for the next month, pending issues, and schedule completion target dates.

Will also include updates to the project Decision Log and note new items added month.

Sub-Task: Schedule
Within two weeks of the NTP , Kimley-Horn will provide a detailed project baseline schedule indicating milestones, major activities, and deliverables to the City for review and comment. Kimley-Horn will update the schedule, as needed.

Output: Schedule
Kimley-Horn knows how important cost control is to the City. We are organized to effectively manage and administer your project and are prepared to commit the resources necessary to ensure the success of your efforts. Moreover, we also have the tools that tell us exactly how and when to implement these resources. The tools we use to manage a project benefit our clients and allow us to establish a reliable basis for on-time, within-budget delivery of all services. We will exceed the project’s goals by upholding our standards for schedule and budget, which are extremely important to Kimley-Horn.

As part of the detailed schedule included with our response, we have outlined when our QC/QA Control Plan will be implemented (described below) and noted the date for every PDT Meeting that will be required to get to project bidding. The PDT meetings will be critical. Agendas, meeting minutes, and decision logs are just some of the tools we will use to make these PDT meetings a success. On the schedule we show the first Tuesday but we’re flexible where we need to be. We like to have these meetings start at 10 a.m. and reserve at least 2 hours each month. If we feel more time is needed at certain moments during the design then we can extend the length of these meetings, plan something for lunch, and take care of the things that need taking care of.

Sub-Task: Quality Control
Kimley-Horn will maintain a quality control plan in effect during the entire course of the project.

Output: Quality Control Plan
Since its founding, Kimley-Horn has aggressively pursued its commitment to quality for every task, deliverable, and service provided by the firm. Recognizing the importance of careful quality control, Kimley-Horn developed a QC/QA manual that every project manager is required to know and use. We strive for our procedures to facilitate the delivery of high-quality services that satisfy your needs. There will be no learning curve relative to quality for the Kimley-Horn team.

As a part of this subtask, we will be conducting QC/QA reviews prior to each milestone submittal. Our in-house specialists will spend a week with the plans and the next week issue a working document back to the entire team. Using Revu Bluebeam Studio, we will invite the City and our consultants to work in the studio session file alongside our QC/QA staff who will be implementing our Quality Control Plan. Our in-house and subconsultant design teams will provide review and response to the comments. Where needed, we’ll communicate issues to the City’s project team and offer solutions so design revisions can be communicated back to the team and the plans updated by the next submittal.

At the end of the day, our best tool for Quality Control during the design and construction of a project like this is creating open lines of communication. When you sit across the table from us and hear the passion we bring, you’ll know the Kimley-Horn+PCLD Team will be the passionate and proactive consultant team the City needs. Everyone knows there will be unexpected issues that arise during the course of this project and when they do, here’s what you can expect from us. Before we notify you, we’ll first gather the facts concerning the issue, identify any cost, schedule, or approval implications and determine some possible solutions. Then we’ll send the City a memo of notification, laying out the issue(s) at hand and starting the work of resolving the issue(s). We’ll work with the City to determine a course of action and if deemed necessary, the issue will be added to the decision log so it can be part of future PDT Meeting Agendas. No project team can anticipate everything, but Kimley-Horn+PCLD have the experience and the resources to confidently face any surprises that pop up.

Sub-Task: Public Engagement
Kimley-Horn will attend and present at up to two (2) public meetings, if required, and prepare project exhibits as needed in support of the public engagement process.

Output: Public Engagement
As stated previously, we have planned for two Community Outreach Meetings. As shown in our schedule, we will lead and conduct these meetings at the 30% and 90% levels. The 30% and 90% design phases will culminate with an open house style public outreach meeting featuring a presentation of our team’s efforts and engagement opportunities for the public to influence the final design phases.

At the 30% level our team will present materials, precedent imagery, Illustrative plans, 3D Rendering Boards and animations will convey the overall design while Playground, Shade Structure, BMX Bike Park, and Dog Park Options Boards will help facilitate community discussion and preferences. Visitors will be encouraged to provide feedback via voting boards, in person survey, online survey, and discussion with the Project Team members. The results and outcomes of this public engagement will be summarized by our team, and then we will work closely with the City to determine how those results should be incorporated into the design for the following 60% Plan phase.

At the 90% level our team will present updated design materials with a focus on specifics for each project element, showing what is being specified and detailed. Illustrative plans, 3D Rendering Boards and animations will convey as best we can exactly what the major components of this park are going to look like and how the design is going to fit into its surroundings. We’ll have final selections for the Destination Playground and Shade Structures along with realistic renderings of the BMX Bike Park and Dog Park areas. We will also have a detailed cost estimate prepared at this stage and will coordinate with the City to determine exactly what information is suitable for sharing with the public in terms of construction costs and budget. Visitors will be encouraged to provide feedback like the 30% level meeting and share their likes and dislikes with our Project Team members. The results and outcomes of this public engagement will be summarized by our team, and then we will work closely with the City to determine how those results should be incorporated into the design for the final 100% PS&E.

Task 3: Construction Documents
Sub-Task: Programming and Design Refinement
While our survey and geotechnical engineer finish their technical work at the end of Task 1, our team will use the last (4) weeks to start the design process. Building on the previous master plan, PCLD will lead the design effort and facilitate a program confirmation and design refinement effort with the City and other project stakeholders. The program development process will begin with the following program from the Master Plan:
» Three full size and one 12U Multi-Purpose Fields
» A full Running Track with terraced seating and shade sails » Regional and Inclusive Playground
» Bike Park with USA BMX sanctioned track and 3 pump tracks » Administration offices with events storage for Bike Park » Dog Park with shade canopies and fencing
» Two sand volleyball courts
» Picnic shelters
» Restrooms with maintenance storage
» Open Space Trails
» Site and Field Lighting
» Stormwater LID Facilities
» Additional parking
Kimley-Horn will support PCLD early in the process as they lead a series of early project workshops and design work sessions with City staff and internal stakeholders to vet out the proposed masterplan to confirm the final design achieves the City’s goals for now and into the future.

We will ask tough questions and challenge the various components of the master plan to make sure each design element is appropriately planned for parking, utilities, and access. PCLD will refine the park layout in conjunction with Kimley-Horn and the rest of our design team, producing 30% plans and related exhibits that will set the stage for the team to move into formal PS&E at the 60% level.

Output: Programming and Design Refinement
We understand the RFP does not specifically ask for this 30% submittal, but we feel it is a critical step to confirm the success of the design.

PCLD prepared the latest master plan update, so they understand how “complete” the current design is and where we will need to focus our energy early on to make sure the final design solution(s) provides for the functionality the City envisions.

Another part of our approach will be conducting a design review and analysis of the existing master plan. PCLD has a deep understanding of how the current layout was arrived at and working with the rest of our design team we will take a closer look at each program element to verify it meets the goals and objectives set forth by the City.

There are several key factors that will play significant roles in the ultimate success of this park. One item that has our eyebrows raised is the amount of parking being proposed. We understand there is additional parking provided at the existing portions of the Sports Complex, but this park will be the final build-out and the last thing the City will want to do is come back in 5 years and need to provide additional parking.

That seems unlikely, but one thing we do during the design process is called “Future Casting”. We talk about what will this area look like in 10 or 20 years. How much growth should we anticipate and how much added demand may the City experience for this park. This layout may be good for 2025 but could be lacking by 2030. The size of this park makes it a destination for sporting events of all kinds including regional, state, and national level tournaments and competitions. Additionally, a BMX Park that meets the requirements for sanctioning official BMX competitions, and you could be in need of parking that isn’t currently being provided for. We also see potential for this park to play a role in the 2028 Olympics as a training ground for Olympic hopefuls from around the world.

Another key component of the park design will be the landscape and planting design. The aesthetics of the park are important, but we also understand the ever-increasing risk of wildfires in the area. From the City’s website, “As the chances of wildfire increase, it is essential to keep safety at the top of the list. According to the California Department of Forestry and Fire Protection (CAL FIRE), in 2021, over 7,500 fire incidents have been recorded, which burned almost 2-million acres of land, and over 3,000 structures have been affected across the State.” Our final planting design will consider the risk of wildfires and provide for “Defensible Space” around the perimeter of the park, especially where we join back to existing open space. This will include planning and review of the planting design with the local fire authority and The Crossroads development that will be on top of the hill adjacent to the park.

Subtask: Sustainability and Project Certifications
The Kimley-Horn team has experience and is committed to mitigating the effects of climate change through the implementation of sustainable Best Management Practices (BMP) at all levels of design and construction implementation. For this project, we will be looking to conserve and reclaim irrigation water, create habitat, mitigate the effects of Heat Island Effect through maximizing tree canopy, and minimize wildfire danger, among other BMP’s. Our design team will look for opportunities throughout the design process to implement sustainable elements within budget constraints.

Leadership in Energy and Environmental Design (LEED) certification through the United States Green Building Council (USGBC) is not an option for this project since the project exceeds the maximum site to building area ratio needed to qualify for certification. The Green Building Certification Inc. (GBCI) administered SITES (Sustainable Sites Initiative) would be the only practical sustainable certification system available for this project. SITES is a comprehensive certification system that covers 10 over-reaching areas of sustainability: Site Context, Pre-Design Assessment and Planning, Water, Soil and Vegetation, Materials, Human Health, Construction and Operations and Maintenance.

Several SITES credits overlap with LEED version 4.1 which makes them easy to achieve due to the familiarity of these credits by design and construction professionals. However, since the SITES system is not as ubiquitous as LEED, many credits will need to be carefully documented in the PS&E’s and then monitored during construction to achieve accreditation. For example, SITES has extensive soil conservation requirements that run counter to the current standard construction means and methods employed by a traditional contractor. Additionally, the extensive SITES Operations and Maintenance requirements would need to be implemented by the maintenance contractors and City to receive certification.

Kimley-Horn will evaluate the pre-requisite requirements for SITES certification and advise the City on the necessary steps in design, construction and maintenance needed to achieve certification. If the City decides to pursue certification, Kimley-Horn will lead the certification process and provide the necessary documentation to meet SITES certification requirements.

Subtask: Design Team Collaboration
Kimley-Horn and PCLD have teamed up because we both bring benefits to the City and to each other. Kimley-Horn as Prime Consultant will serve as Engineer of Record and has the experience and manpower to deliver a project of this size without concern of meeting the aggressive deadlines we have outlined in our schedule. PCLD boasts a strong resume of park design projects, has done work in the City (Iron Horse & South River) and understand this project as well as anyone can, having worked directly with the City on the latest master plan update. PCLD will serve as Design Lead for the site and will drive the process during the early part of the schedule leading to the 30% submittal. As the design begins to settle down, Kimley-Horn’s team of Landscape Architects will take on the primary role of production for the landscape portions of the project from the 60% phase and beyond. PCLD will maintain collaborative involvement with the project team during the formal PS&E phases and will provide plan review, QC/QA, and project team coordination to maintain design continuity and adherence to City standards and known best practices.

Subtask: Playground Design and Development
In the opening phase of design, PCLD will work closely with SCV established Playground Manufacturers to provide an array of inclusive, state-of-the-art, unique, and engaging playground design options for the City Stakeholders and Public to review and determine the best fit for the Sports Complex and the region. City Stakeholders will help steer playground programming and feasibility while the public will help choose specific elements, materials and finishes through the Public Outreach meeting. The final design will be a dynamic and accessible playground that attracts regional visitors and serves the Sports Complex for decades to come.

Subtask: Grading Design and Coordination with “The Crossroads” Project We know from the RFP that we will need to coordinate our final grading design with the adjacent housing project, “The Crossroads”. Their rough grading plans will serve as the basis of design for our precise grading and drainage. We also understand from reviewing the Crossroads plans included with the RFP that our park site is expected to export 0.5M CY to the Crossroads site. A significant portion of our work will be coordinating the grading and drainage design with Alliance (The Crossroads EOR).

This coordination will include sharing cut and fill numbers such that we are balanced between the two projects. Given the size of the work, and the location, there is no reason to think we’ll need import or export soil. There are ample opportunities across the project site to provide more or less export to the adjacent Crossroads project depending on what we learn from the geotechnical report and how the proposed master plan design gets refined.

5. SUBCONSULTANTS
We have included the following subconsultants on our team specifically for this project. These firms are known as specialists in their field, and we have a history of successful past projects working together.

Little Diversified Architectural Consulting (Architectural) Little Diversified Architectural Consulting is diverse, trans-disciplinary, global design firm founded in 1964. Little’s value proposition is based around delivering Results Beyond Architecture that elevate their clients’ performance, providing unexpected, measurable results. Below is a sample project completed by Little:

Canyon High School Theater, William S. Hart Union High School District, Santa Clarita, CA
This facility will support Canyon High School’s Drama, Music, and Choral educational programs. Upon completion, the project will address current programmatic deficiencies by providing an auditorium for performances, as well as rehearsal and other support spaces. The facility is located on a very tight site and will replace eight existing portable classrooms. The District established a planning committee that consisted of Facilities staff, principals, and Instrument, Choral, and Drama program instructors.

The Performing Arts Complex serves as a bridge between the school and the neighboring community by bringing the local community onto the campus for performances, as well as allowing them to share use of the facility for community events. The planning and design concept fosters community use/partnership through the careful development of two “front doors” or facades for the Complex. There is an internal façade for the students and school users, and an external façade that invites community visitors outside the school to utilize the Complex (the main lobby is oriented to the “community side” of the facility). An outdoor entry forecourt located in front of the lobby offers a space for community gathering before performances and during intermissions, etc.

Pacific Coast Land Design, Inc. (Landscape Architecture) Pacific Coast Land Design, Inc. (PCLD), a California Corporation, has been serving Santa Clarita Valley and the Southern California region since 1983, providing award-winning landscape architecture, urban planning, and environmental design services. PCLD has been fortunate to have worked with the City of Santa Clarita recently on several park improvement projects, ranging from neighborhood accessibility improvements to regional destination parks. Below is a sample project completed by PCLD. Additional project details can be found on page 7.

Via Princess Park, Santa Clarita, CA
The park will provide four lit multi-purpose fields surrounded by a system of accessible pathways and stormwater swales that will convey runoff to the underground BMP on site.

Honby Channel will be incorporated into the stormwater improvements and will include educational components to engage visitors with on-site hydraulic engineering. Public art and wayfinding elements will tie into the requirements for Measure-W’s education on site, engaging users with both formal and passive moments throughout the park. Instances of engaging educational art around the park reference the 8’ diameter corrugated infiltration gallery pipes in the subgrade BMP . The stormwater swales will double as informal play opportunities connected to natural play areas along the perimeter of the park. Additionally, a nature-themed formal playground will be centrally located adjacent to the shaded entry plaza which includes a restroom. A variety of amenities are strategically placed around the park, inviting users to take part in an assortment of recreational activities both outside of the sports fields and in conjunction with them. Play areas and play field spectator areas will include shade structures to protect visitors from the elements in summer months.

John A. Martin & Associates, Inc. (Structural Engineering) With 70 employees located in offices in Southern and Northern California, John A. Terracon provided geotechnical engineering, testing, and geotechnical hazard services for the proposed improvements for the Mesa Verde High School. San Juan Unified is in the planning stage of a full update of the stadium at Mesa Verde High School, funded by the district’s bond program. The project’s initial design includes the construction of a brand-new sports stadium including a synthetic track and field, building new bleachers, press box and concessions, and restroom building, adding LED sports lighting, renovating the existing parking lot and tennis courts, and conducting other much-needed exterior site improvements. During the geotechnical field explorations for the project, near-surface undocumented fills were encountered across the site. Terracon provided unique alternatives to stabilize the undocumented fill without complete removal.
