CALL TO ORDER
Mayor Gibbs called the Special Meeting to order at 5:03 p.m.
ROLL CALL
All Councilmember were present with the exception of Mayor Pro Tem Smyth who participated remotely.
PUBLIC PARTICIPATION FOR AGENDIZED ITEMS
Douglas (no last name given) regarding the second item and mobile home parks.
CLOSED SESSION
Joseph Montes, City Attorney, advised of the need to conduct a Closed Session for the purpose of the matters below; that the second item is not related to mobile home parks; and that Councilmember Weste will not be participating in and leaving prior to the commencement of the third item because it involves her property:

RECESS TO CLOSED SESSION - TO BE HELD IN THE CARL BOYER ROOM Mayor Gibbs recessed the meeting to Closed Session at 5:06 p.m.
RECONVENE TO OPEN SESSION
Mayor Gibbs reconvened the meeting to Open Session at 6:04 p.m.
CITY ATTORNEY ANNOUNCEMENT
City Attorney Joseph Montes announced that no action was taken in Closed Session that was required to be reported.
ADJOURN
Mayor Gibbs adjourned the Special Meeting at 6:04 p.m.
