AGENDA REPORT

PUBLIC HEARINGS
CITY MANAGER APPROVAL:

DATE: February 28, 2023
SUBJECT: RESULTS OF THE 2023-24 COMMUNITY NEEDS ASSESSMENT

SURVEY FOR THE COMMUNITY DEVELOPMENT BLOCK

GRANT PROGRAM
DEPARTMENT: Community Development
PRESENTER: Tracy Sullivan

RECOMMENDED ACTION

City Council conduct a public hearing and receive information regarding the results of the annual Community Needs Assessment Survey conducted as part of the Community Development Block Grant Program for the 2023-24 program year.

BACKGROUND

Each year, the City of Santa Clarita (City) receives approximately $1.4 million in Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) to assist low- and moderate-income residents in the areas of housing, suitable living, environment, and expanded economic opportunities.

In order to receive and use CDBG funds, the City is required to submit a Consolidated Plan (Con Plan) at least every five years. The current Con Plan sets the priorities for the use of CDBG funds for the five-year period of 2019-20 through 2023-24. The City must also develop an Action Plan annually which outlines the specific ways the current year’s allocation of funds will be spent to meet the priorities identified in the Con Plan.

As required by HUD, a needs assessment process is conducted annually to determine the current needs of the community. Staff conducted the 2023-24 needs assessment process in the form of the Community Needs Assessment Survey (Survey). The needs identified through this process are used to develop the 2023-24 Action Plan.

1 Packet Pg. 6

Page 2 ends

PROCESS, RESULTS, AND TRENDS

The Survey was available from October 24 through December 2, 2022. Respondents were asked to rate categories within the three programmatic Con Plan Priorities on a scale of high need to low need. In addition to scoring specific needs, respondents had the option to provide written comments.

Outreach efforts included:

• A press release issued to local news agencies;
• A social media campaign posted on the City’s Facebook, Instagram, and Next-Door accounts;
• An email link for the on-line survey sent to all current City CDBG service providers; • An email link for the survey posted on the City’s website and sent to City staff; and • Door-to-door canvassing of approximately 280 households to distribute fliers

A total of 310 individuals responded. Key demographic information on the respondents is below:

• 12% of the respondents identified themselves as senior citizens • 73% of the respondents stated they owned their homes

The needs most frequently identified as a high need within each Con Plan Priority were:

• Improve, Maintain, and Expand Affordable Housing
• Provide Supportive Human Services
• Improve and Expand Facilities and Infrastructure

The overall results of the 2023-24 Survey remain consistent with the results from the previous years. Over the past five years, the areas of affordable rental housing, homeless shelters and services, and youth centers have consistently been noted as among the highest needs. The 2023- 24 Survey respondents also identified healthcare facilities and mental health services as top priorities.

Written comments were provided by 61 individuals. The most commonly identified issues were regarding the need for more affordable housing and homeless housing/services. The remaining comments highlighted the need for mental health services, senior services, homeownership assistance, rental assistance, and better infrastructure for traffic improvement.

No formal action is being requested of the City Council at this time. The 2023-24 Action Plan and recommended CDBG Funding Allocations will be presented to the City Council for consideration at a public hearing to be scheduled in April 2023.

ALTERNATIVE ACTION

Other actions as determined by the City Council.

Assistant Fire Chief, Bill Romo, answered questions regarding the property zones affected by the inspection fees, the availability of the zone maps on the Los Angeles County Fire Department website, and a potential protest hearing in Santa Clarita.

Council commented that the County should ensure that residents have an understanding of the changes, costs, and their responsibilities; requested that the Los Angeles County Board of Supervisors postpone the March 14 public hearing so that Santa Clarita residents could also hold a protest hearing; inquired about multi-family dwellings, notice of pass or fail, and if unimproved parcels are also included. Assistant Fire Chief, Pat Sprengel, responded that multi-family dwellings will be included next year where the concern is ember cast, everyone who receives a notice will receive a pass or fail notice, and only improved properties are included.

City Manager Ken Striplin commented that single family and townhomes are included in the inspection notice this year and spoke of the County cost recovery structure, charging every condo or townhome in the fire zones.

Councilmember Weste commented that the mandate should go to homeowners associations or management companies, not individual condo owners; and made a motion to send a letter to the Board of Supervisors. Mayor Pro Tem Smyth seconded the motion and reiterated that the letter, sent from the Mayor, should include elements of the fee recovery structure, the need for a hearing in Santa Clarita, and a potential delay of the March 14 public hearing.

Councilmember Weste requested staff to send letters to all condo and townhome associations so 3 Packet Pg. 18

CITY OF SANTA CLARITA

AGENDA REPORT

CITY MANAGER APPROVAL:

DATE: February 28, 2023
SUBJECT: EL DORADO NATIONAL CORPORATION, GILLIG

CORPORATION, AND A-Z BUS SALES CONTRACTS FOR THE

PURCHASE AND DELIVERY OF LOCAL AND DIAL-A-RIDE
BUSES
DEPARTMENT: Economic Development
PRESENTER: Adrian Aguilar

RECOMMENDED ACTION

City Council:

1. Authorize the City Manager or designee to execute a contract with El Dorado National Corporation for the purchase of two (2) 40-foot hydrogen fuel cell electric buses, training, and spare parts in an amount not to exceed $2,500,616, or modify the award in the event issues of impossibility of performance arise, subject to City Attorney approval.

2. Authorize the City Manager or designee to negotiate and execute a contract with Gillig Corporation for the purchase of one (1) 29-foot and two (2) 40-foot compressed natural gas buses in an amount not to exceed $2,251,825, or modify the award in the event issues of impossibility of performance arise, subject to City Attorney approval.

3. Authorize the City Manager or designee to negotiate and execute a contract with A-Z Bus Sales for the purchase of two (2) 24-foot compressed natural gas cutaway buses in an amount not to exceed $437,396, or modify the award in the event issues of impossibility of performance arise, subject to City Attorney approval.

BACKGROUND

Santa Clarita Transit has a fleet replacement program that meets the Federal Transit Administration’s (FTA) 12-year life cycle for commuter and transit vehicles and 7-year life cycle for Dial-A-Ride vehicles. Five of the City of Santa Clarita's (City) local buses and two of the Dial-A-Ride buses have reached the end of their useful life and are scheduled to be replaced over the next 18 months.
5 Packet Pg. 26

Page 2 ends

As required by state law, the City Council adopted the City Zero Emissions Transition Plan (Plan) in late 2020. The Plan serves as a roadmap for the City to comply with the state mandate which requires the City to have a 100-percent zero emission bus fleet by 2040. The Plan calls for a phased approach in which 50 percent of all new local transit buses purchased before 2028 are zero emission. This approach will allow the City to control capital and operating costs, as Compressed Natural Gas (CNG) buses are less expensive to purchase and operate.

The purchase of two hydrogen fuel cell electric (fuel cell) and three CNG local buses allows the City to continue to improve fleet reliability, reduce emissions within the region, and improve the overall fuel economy of the City’s bus fleet. The buses proposed for purchase have new vehicle designs and technology that will improve the customer experience. The recommended action would also bring the City in alignment with the desired capital replacement schedule, where approximately one-twelfth of the transit fleet and one-seventh of the Dial-A-Ride fleet are scheduled for replacement each fiscal year.

The City intends to purchase the fuel cell buses through the State of Virginia Contract and the CNG powered vehicles through the CalACT/Morongo Basin Transit Authority (MBTA) vehicle purchasing cooperative, of which the City is a member. Purchasing buses through this method expedites the purchasing process and ensures competitive pricing. Under these cooperative agreements, product specifications were identified and prices negotiated, based on the total projected participation of the cooperative members rather than just the vehicles scheduled to be purchased by the City.

As an added measure, staff conducted a price analysis of both cooperatives to ensure the proposed pricing is within industry standards and is the most advantageous to the City. The use of purchasing cooperatives is common within the transit industry and is a practice accepted by the FTA.

If this action is approved by the City Council, the City will be able to take advantage of state incentive programs for the purchase of zero emission buses, to replace a number of aging buses that have reached the end of their useful life, and to implement the latest engine technology.

ALTERNATIVE ACTION

1. Direct staff to issue a Request for Proposal for the procurement of fuel cell and CNG powered transit, and Dial-A-Ride buses.

2. Other action as determined by the City Council.

FISCAL IMPACT

There is no impact to the General Fund as a result of this procurement. The City has programmed Federal 5307 Transit Grant funds to cover 80 percent of the total contractual cost of the buses.

The remaining 20 percent will be funded using Municipal Operator Service Improvement Program (MOSIP) funds. Adequate funds for this purchase are available in Transit Capital Equipment Account #7003702-520103.

CITY OF SANTA CLARITA

AGENDA REPORT

CONSENT CALENDAR
CITY MANAGER APPROVAL:

DATE: February 28, 2023
SUBJECT: CONTRACT AMENDMENT WITH A-Z BUS SALES FOR THE

PURCHASE AND DELIVERY OF DIAL-A-RIDE BUSES
DEPARTMENT: Economic Development
PRESENTER: Adrian Aguilar

RECOMMENDED ACTION

City Council:

1. Amend the letter of agreement dated April 11, 2022, with A-Z Bus Sales and increase the not-to-exceed amount for the purchase of two CNG Dial-A-Ride buses by a one-time price adjustment of $63,749, from $363,647 to $427,396.

2. Appropriate funds in the amount of $63,749 to Expenditure Account 7003702.520103, and from those funds, increase Miscellaneous Federal Grants Revenue Account 700.442409 by $51,000 and increase Municipal Operator Service Improvement Program Revenue Account 700.442207 by $12,749.

3. Authorize the City Manager or designee to execute all contract documents, or modify the award in the event issues of impossibility of performance arise, subject to City Attorney approval.

BACKGROUND

In March 2022, the City Council approved the use of a state-wide Transit Consortium (Consortium) and awarded a contract to A-Z Bus Sales for the purchase and delivery of two compressed natural gas (CNG) Dial-a-Ride (DAR) cutaway buses. In May 2022, A-Z Bus Sales and three other bus manufacturers submitted a formal request to the Consortium to increase the base cost of their vehicles. The Consortium reviewed the documentation submitted by the bus manufacturers justifying the request. The driving force behind the price increase request was Ford Motor Company, which significantly increased the price of vehicle chassis while decreasing their availability. This was magnified by supply chain shortages and raising material costs across the board.
6 Packet Pg. 28

Page 2 ends

In consultation with legal counsel and the Federal Transit Administration, the Consortium approved the requested one-time price adjustment to the base cost, which was retroactively applied and affected the contract awarded by the City Council in March 2022.

The one-time price adjustment of $63,749 resulted in an 18 percent increase to the cost of the vehicles on order for a total of $427,396, which exceeds the $363,647 approved by the City Council for this contract.

Staff conducted a separate analysis of the revised pricing and determined the new pricing to be in line with the current transit and commercial vehicle market.

ALTERNATIVE ACTION

1. Cancel the contract with A-Z Bus Sales and direct staff to issue an RFP to purchase two CNG-powered cutaway buses.

2. Other action as determined by the City Council.

FISCAL IMPACT

There is no fiscal impact to the General Fund. The City has programmed Federal 5307 Transit Grant funds to cover 80 percent of the requested increase. The remaining 20 percent will be funded using Municipal Operator Service Improvement Program (MOSIP) funds. 6 Packet Pg. 29

SUBJECT: HEATING AND AIR CONDITIONING MAINTENANCE AND

EMERGENCY REPAIR CONTRACT
DEPARTMENT: Neighborhood Services
PRESENTER: Nelson Vasquez

RECOMMENDED ACTION

City Council:

1. Approve the use of a “piggyback” contract through Sourcewell contract #070121-JHN and award a one-year contract to Johnson Controls, Inc., to provide air conditioning & heating maintenance and unforeseen emergency repair services to all City-owned facilities for a total one-year contract amount of $381,842.

2. Authorize the City Manager or designee to execute up to three additional, one-year renewal options, not to exceed $381,842, plus an adjustment consistent with the appropriate Consumer Price Index, upon request of the contractor, and contingent upon the appropriation of funds by the City Council in the annual budget for such fiscal year.

3. Authorize an ongoing appropriation of funds in the amount of $27,760 from Transit Fund 700 to expenditure account 7003701-511105 and $8,375 from Public Library Fund 309 to expenditure account 3098201-511105 for maintenance costs associated with the award of this contract, contingent upon the appropriation of funds by the City Council during the annual budget process in subsequent fiscal years.

4. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval.

BACKGROUND
The City of Santa Clarita's (City) Neighborhood Services Department administers the maintenance operations of all City-owned facilities. The City contracts out for heating and air conditioning maintenance and emergency repairs of these facilities. 7 Packet Pg. 30

Page 2 ends

The City has been contracting with Johnson Controls, Inc. (JCI) to supply routine preventative maintenance and on-call or emergency response to address all issues that arise for the City's heating and air conditioning maintenance. Staff worked with JCI to develop an in-depth preventative maintenance program to enhance and maintain regular heating and air conditioning maintenance at various key facilities. Primary preventative maintenance services include equipment cleaning, temperature control adjustments, filter replacements, parts lubricating, inspection and calibration of heating controls and thermostats, and checking safety mechanisms.

Moreover, JCI has responded to various City facility emergencies, offering immediate assistance to unforeseen events such as freon leaks, fan motor disruptions, variable air volume (VAV) errors, and compressor failures.

On July 11, 1995, the City Council approved "piggyback" purchasing, allowing the City to place orders against a competitively awarded public agency contract. Sourcewell's contract with JCI (contract #070121-JHN) was competitively solicited through a nationwide bid process, was awarded in October 2021 and is valid through August 2025 with an optional fifth-year renewal.

Based on previous experience involving routine and emergency-related work, cost analyses based on pricing, best value, and quality service, and a comprehensive evaluation of the City's HVAC infrastructure, staff is recommending awarding the contract to JCI to provide air conditioning and heating maintenance and repairs for all City-owned facilities for an annual contract amount of $181,842, and to provide as needed emergency repairs, for an annual amount of $200,000, for a total one-year contract amount not to exceed $381,842.

ALTERNATIVE ACTION

Other action as determined by the City Council.

FISCAL IMPACT

There is no impact to the General Fund associated with this action. The award of this contract is contingent upon an ongoing appropriation of funds in the amount of $27,760 from Transit Fund (Fund 700) to expenditure account 7003701-511105 and $8,375 from Public Library Fund (Fund 309) to expenditure account 3098201-511105.
