CALL TO ORDER
Mayor Pro Tem Smyth called the Special Meeting to order at 5:00 p.m.
ROLL CALL
All Councilmember were present with the exception of Mayor Gibbs, who arrived at 5:01 p.m.
PUBLIC PARTICIPATION FOR AGENDIZED ITEMS
Addressing the City Council on the Existing Litigation Matter were Tony Maldonado, Steve Petzold, and Elaine (no last name provided).
Councilmember Weste inquired and City Attorney Joseph Montes confirmed that Council is permitted to express their opinion in public. Councilmember Weste stated that she agreed with the public speakers.
Councilwoman McLean requested that the City Attorney comment on which proposed district is the remedial district, and Mr. Montes responded District 1.
CLOSED SESSION
Joseph Montes, City Attorney, advised of the need to conduct a Closed Session for the purpose of holding a:

RECESS TO CLOSED SESSION - TO BE HELD IN THE CARL BOYER ROOM Mayor Gibbs recessed the meeting to Closed Session at 5:05 p.m.
RECONVENE TO OPEN SESSION
Mayor Gibbs reconvened the meeting to Open Session at 6:02 p.m.
CITY ATTORNEY ANNOUNCEMENT
City Attorney Joseph Montes announced that no action was taken in Closed Session that was required to be reported.
ADJOURN
Mayor Gibbs adjourned the Special Meeting at 6:02 p.m.
