SUBJECT: BUILDING PLAN REVIEW, BUILDING INSPECTION, AND
PERMIT-RELATED PROFESSIONAL SERVICES CONTRACTS
DEPARTMENT: Community Development
PRESENTER: John Caprarelli
RECOMMENDED ACTION
City Council:
1. Approve one-year contract renewals for JAS Pacific, Scott Fazekas & Associates, Interwest Consulting Group, and TRB and Associates for building plan review, building inspection, and permit-related professional services for a combined total annual amount not to exceed $500,000, effective Fiscal Year 2023-24.
2. Authorize the City Manager or designee to execute all contracts and associated documents, contingent upon the appropriation of funds by the City Council in the annual budget for such fiscal year, subject to City Attorney approval.
BACKGROUND
The City of Santa Clarita (City) uses contractual services on an as-needed basis to assist staff with building plan review, inspection, and permit-related professional services for new buildings during periods of high construction activity. Contractual support for building plan review and building inspection helps supplement staff’s efforts to reduce plan check turnaround time and manage the inspection workload as demand fluctuates. Contractual services help maintain appropriate staffing and customer service levels.
The City Council awarded contracts to JAS Pacific, Scott Fazekas & Associates, Interwest Consulting Group, and TRB and Associates for building plan review, building inspection, and permit-related professional services at its April 13, 2021, meeting. Each firm was selected through a Request for Proposal (RFP) and evaluated based on their ability to meet the City's specific needs in three areas: building plan review, building inspection, and permit-related services. By utilizing the four firms selected, staff has the flexibility to assign projects to contract 8 Packet Pg. 164
building plan reviewers and/or inspectors who are best suited to meet the City’s needs while retaining appropriate staffing and customer service levels.
Contracts entered into pursuant to the RFP may be renewed annually, up to four times, with City Council approval. Staff recommends awarding one-year contract renewals to JAS Pacific, Scott Fazekas & Associates, Interwest Consulting Group, and TRB and Associates for a combined total annual amount not to exceed $500,000, effective Fiscal Year 2023-24.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT

4. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.
9 Packet Pg. 166
BACKGROUND
On April 12, 2022, the City Council awarded the Santa Clarita Roller Skating Rink (Rink) design contract for a total amount not to exceed $356,180 to Anil Verma Associates, Inc., (Anil Verma).
Anil Verma was selected through a Request for Proposal (RFP) process and is the architect of record for this project. The project will be located at the Santa Clarita Sports Complex, adjacent to the gymnasium, and supports the Building and Creating Community theme of the City of Santa Clarita’s (City) five-year strategic plan, Santa Clarita 2025.
Since the award of the design services contract, the proposed concept design for the Rink has been modified from a single-story open-sided facility to a fully-enclosed multi-use facility to better meet the community’s needs. Along with the roller-skating rink, the updated design features will include a basketball court, pickleball courts, volleyball court, spectator seating, an audio/disc jockey booth with a sound and light system, and a designated area for special events.
The final amenities will be determined through a public outreach process.
In order to accommodate the revised design, it is recommended that the existing design contract amount with Anil Verma be increased by a total of $559,620, including contingency. This increase will allow Anil Verma to design and provide the required contract documents for a fully-enclosed facility. The requested contingency will cover the costs of unforeseen design constraints and account for potential design modifications requested by the City, and other permitting agencies, during the design of the project.
Constructability Review Services
In January 2023, the City conducted a formal RFP process to solicit proposals from qualified firms to provide staff augmentation services on an as-needed basis to support the City’s Capital Improvement Projects division. The RFP responses were reviewed and evaluated based on each firm’s ability to meet the specific needs of the City. The RFP was downloaded by 92 companies and seven responses were received. Of those, the City awarded as-needed contracts to six consultants: MNS Engineers, Inc., Ghirardelli Associates, Inc., Hunsaker & Associates Los Angeles, Inc., RP Development Services, Transtech Engineers, Inc., and Interwest Consulting Group, Inc.
On March 10, 2023, staff requested proposals for constructability review and construction management services from the aforementioned consultants and received one response on March 24, 2023. Staff reviewed the proposal and, based on their evaluations, scored the firm on a 100-point scale as follows:
Rank Company Location Score
1. RP Development Services Camarillo, CA 94
The scoring system was based on the following criteria: an understanding of the scope and approach to the required work and key development tasks, the consultant’s experience with similar projects, qualifications of the consultant and their resources, and organization of the proposal.
9 Packet Pg. 167
RP Development Services demonstrated an in-depth understanding of the project needs and provided a detailed scope of work and approach to the project. They analyzed the project and identified key factors that will need to be addressed in the design and construction of the project.
Based on their experience with similar projects, and the completeness of their proposal for this project, staff recommends awarding a professional services contract for constructability review to RP Development Services.
The requested contingency will cover the costs of unforeseen issues or additional needs that may occur as the project progresses from design to construction.
The additional requested appropriations will cover fees and services associated with the project such as agencies review fees, surveying, soil investigations, and staff time.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Upon approval of the recommended actions, adequate funds will be available in expenditure account P3034228-516101 (American Rescue Plan Act Fund) and P3034723-516101 (Facilities Fund) to support the recommended contract and project administrative costs.

CITY MANAGER APPROVAL:
DATE: April 11, 2023
SUBJECT: PURCHASE OF A SPECIALIZED DUMP TRUCK
DEPARTMENT: Public Works
PRESENTER: Cruz Caldera
RECOMMENDED ACTION
City Council:
1. Approve the “piggyback” purchase of a 2024 Freightliner 114SD, Cummins L9N 280 HP Engine, Compressed Natural Gas dump truck, using Sourcewell cooperative purchasing contract #060920-NAF in an amount not to exceed $237,659.
2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.
BACKGROUND
The City of Santa Clarita’s (City) Public Works department utilizes dump trucks to transport large quantities of material and equipment as well as clear road debris specifically during severe inclement weather. During the Fiscal Year 2022-23 budget process, as part of the annual vehicle replacement program, the City Council authorized the purchase of a Compressed Natural Gas (CNG) dump truck to replace Vehicle No. 184.
Vehicle No.184 is no longer compliant with the Air Quality Management District (AQMD), Rule 1196 which requires public fleet operators to acquire alternative fuel heavy-duty vehicles.
Vehicle No. 184 has been in service for 18 years and has more than 74,000 miles on it, therefore, meeting the criteria for the City's Vehicle and Equipment Replacement Policy. Additionally, numerous parts and features have become obsolete and unable to be replaced. Staff has determined that a 2024 Freightliner 114SD, Cummins L9N 280 HP Engine, CNG dump truck will serve as an equivalent replacement and is AQMD compliant.
On July 11, 1995, the City Council approved the use of “piggyback” purchasing, which allows the City to place orders against a competitively-awarded public agency contract. The City is 11 Packet Pg. 174
using the cooperative purchasing contract, #060920-NAF with Sourcewell, which allows the City to take advantage of an existing competitive process. This contract, which was awarded on August 3, 2020, was competitively solicited through a nationwide bid process and is valid through 2024.
While the vast majority of the City's fleet is procured locally, specialized heavy-duty trucks are usually unavailable. Staff has confirmed that there are no local vendors that provide this type of vehicle due to the customization and specific features required. After performing a cost analysis and reviewing commercial list pricing for comparable vehicles from other sources, it has been determined that the Sourcewell cooperative purchasing contract with National Auto Fleet Group provides competitive pricing, quality service, and offers the best value to the City. Using the cooperative purchasing contract results in a total sale price of $237,659, inclusive of tax and delivery.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Adequate funds are available in expenditure account 2304504-520103 (Gas Tax) to support the recommended action.

CONSTRUCTION CONTRACT
DEPARTMENT: Public Works
PRESENTER: Shannon Pickett
RECOMMENDED ACTION
City Council:
1. Approve the plans and specifications for the 2021-22 Federal Overlay and Slurry Seal Program, Project M0142.
2. Find the 2021-22 Federal Overlay and Slurry Seal Program exempt from review under the California Environmental Quality Act (CEQA) pursuant to Title 14 of the California Code of Regulations, Article 19, Section 15301.
3. Award the construction contract to Sully-Miller Contracting, Co., in the amount of $3,962,302 and authorize a contingency in the amount of $396,230, for a total contract amount not to exceed $4,358,532.
4. Authorize the transfer of Measure R (Fund 264) funds in the amount of $2,020,936 from expenditure account M0149264-516101, 2022-23 Overlay and Slurry Seal Program, to expenditure account M0142264-516101, 2021-22 Federal Overlay and Slurry Seal Program.
5. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.
BACKGROUND
Annual overlay and slurry seal projects are an integral part of the City of Santa Clarita’s (City) pavement management program. Each year, City streets are evaluated to determine pavement preservation and rehabilitation needs. The 2021-22 Federal Overlay and Slurry Seal Program 12 Packet Pg. 176
will resurface Whites Canyon Road between Skyline Ranch Road and Delight Street, as shown on the Location Map. This treatment will provide a smoother ride for vehicles, enhance the appearance of the roadway and surrounding area, and help extend the life of the roadway by 10 to 15 years. This project is expected to begin construction in June 2023, and be completed by the end of September 2023. This project supports the Sustaining Public Infrastructure theme of the City’s five-year strategic plan, Santa Clarita 2025.
The 2021-22 Federal Overlay and Slurry Seal Program is not subject to CEQA review pursuant to Title 14 of the California Code of Regulations, Article 19, Section 15301, which exempts from CEQA review projects that consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of existing or former use. Examples include, but are not limited to, existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities. This project meets the criteria for this exemption because the 2021-22 Federal Overlay and Slurry Seal Program will be performing repairs and maintenance to the existing Whites Canyon Road.
An invitation to bid was prepared and published twice in The Signal newspaper, on February 8 and February 15, 2023, and was posted on BidNet. Four bids were submitted to the City and opened by Purchasing on March 14, 2023. The results of the bid are shown below:
Company Location Bid Amount
Sully-Miller Contracting, Co. Brea, CA $3,962,302
Vance Corporation Beaumont, CA $4,172,600
Toro Enterprises, Inc. Oxnard, CA $4,469,400
C.A. Rasmussen, Inc. Valencia, CA $5,178,318
Staff recommends awarding the construction contract to Sully-Miller Contracting, Co., the lowest responsive bidder. This contractor possesses a valid state contractor’s license and is in good standing with the Contractors State License Board. Staff reviewed the bid response for accuracy and conformance to the contract documents and found it to be complete. The bid proposal adheres to the project's plans and specifications and is available in the City Clerk’s Reading File.
While the City maintains a Support of Local Businesses policy that can be utilized by the City Council when warranted, the City is governed by the California Public Contract Code with regard to public works project procurement. In this type of procurement, the California Public Contract Code does not permit a city to utilize a Support of Local Businesses policy and instead requires the contract to be awarded to the lowest responsible bidder.
The Federal Overlay and Slurry Seal Program budget will fund the construction and construction support services. The budget will also provide for staff oversight, public works inspection, and miscellaneous project administration costs.
The requested construction contingency will cover the cost of unforeseen conditions such as potential utility conflicts, abandoned utilities not shown in record drawings, and additional work requested by the City.
12 Packet Pg. 177
This project is currently funded with $1,301,580 in Surface Transportation Program funds, $1,035,596 in Coronavirus Response and Relief Supplemental Appropriations Act funds, and $149,291 in Measure R funds. An additional $2,020,936 in Measure R funds will come from the 2022-23 Overlay and Slurry Seal Program budget.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Upon approval of the recommended actions, a total of $4,507,403 will be available in expenditure accounts M0142202-516101 (STPL Fund), M0142229-516101 (Misc. Federal Grant Fund), and M0142264-516101 (Measure R Fund) to support the recommended contract and project administrative costs.

BACKGROUND
Haskell Canyon Open Space, 526 acres, was acquired by the City of Santa Clarita (City) in June 2011. In August 2022, Blue Cloud Open Space, 196 acres, was acquired, which abuts the eastern boundary of Haskell Open Space. The area, totaling over 720 acres, is adjacent to the United States Forest, the Los Angeles City Department of Water and Power, residential properties, and commercial studios. Approximately 500 acres of the combined open space land have been identified as an ideal location for a bike park.
In August 2019, with the help of a grant from the International Mountain Bike Association (IMBA), staff determined the terrain in Haskell Canyon as an ideal location for a bike park.
Through the survey completed by IMBA, the identified area offers ideal elevation changes and track lengths. The Blue Cloud Open Space property provides a unique opportunity to expand on IMBA’s original survey to include more diverse downhill biking trails ranging from beginner to expert and a climbing trail back to the top. The site provides the ability to create single-track trails of varying difficulty, space for pump tracks, jump tracks, technical elements, and supporting amenities such as parking, restrooms, rest areas with shade, and a repair station. 15 Packet Pg. 288
This project exemplifies the City’s commitment to improving the quality of life of its residents and supports the Building and Creating Community theme of the City’s five-year strategic plan, Santa Clarita 2025. It also supports the Open Space, Preservation and Outdoor Recreation theme identified in the Parks and Recreation 5-Year Plan.
This project will design and create construction documents for the bike park, including trails and site amenities. The design team will assess the opportunity to include a sanctioned BMX track through this process. In September 2022, this project was advertised for bids as a Design and Build Request for Qualifications, including a bridging architect to develop the construction documents, but no bids were received.
Staff adjusted the approach and a Request for Proposal (RFP) number PPOS-22-23-P0020 for the design only of the bike park was published and circulated via the City’s e-procurement platform, BidNet, on January 6, 2023. The RFP asked firms to identify their relevant experience with similar projects and demonstrate their design approach for this project. On February 15, 2023, two firms submitted proposals. Staff reviewed the proposals and, based on their evaluations, scored the firms on a 100-point scale as follows:
Rank Company Location Score
1 Avid Trails Valencia, CA 93.17
2 KPFF Consulting Engineers Newport Beach, CA 84.67
The scoring system was based on the following criteria: understanding the project and responsiveness to the RFP, proposer's quality, organization, and completeness of proposal, schedule and their ability to meet the scope of work, quality and experience of the design team, quality and experience of the construction management team, qualifications and experience on similar projects. Additionally, the consulting firms were asked to provide a detailed schedule and scope of work required to prepare the plans, specifications, and an engineer’s estimate.
Avid Trails demonstrated an in-depth understanding of the project needs and provided a detailed scope of work and approach to the project. They analyzed the project location and identified vital design factors that must be addressed. Based on their design experience with similar projects, and the completeness of their proposal for this project, staff recommends awarding the design contract to Avid Trails.
The requested contingency will cover the costs of unforeseen design constraints and account for potential design modifications requested by the City, and other permitting agencies, during the project’s design. This includes potential adjustments to the trail design drawings, engineered grades, change order requests made by the design firm, and change orders for additional work requested by the City.
California Government Code 4526 prescribes the selection of architectural and engineering services based on demonstrated competence and professional qualifications necessary for the satisfactory performance of the services required. It does not authorize the selection of professional architect and engineering services based on cost. City staff reached an agreement with Avid Trails at a fair and reasonable price.

CITY OF SANTA CLARITA
AGENDA REPORT
CONSENT CALENDAR
CITY MANAGER APPROVAL:
DATE: April 11, 2023
SUBJECT: VALENCIA GLEN AQUATICS BUILDING - EMERGENCY REPAIR DEPARTMENT: Neighborhood Services
PRESENTER: Jerrid McKenna
RECOMMENDED ACTION
City Council:
1. Ratify the City Manager’s emergency declaration.
2. Authorize the City Manager or designee to execute all contracts and associated documents, and execute all documents subject to City Attorney approval.
BACKGROUND
The City of Santa Clarita (City) operates and programs six aquatic facilities, which include five community pools and the Aquatic Center. In February 2023, the City experienced unprecedented severe winter storms causing damage within the City, specifically to the Valencia Glen Park Aquatics Building (Valencia Glen) and associated aquatics equipment, creating conditions of extreme peril to the safety of persons and property. Following the event, City staff evaluated the damages to the building and equipment, reporting that the damages were beyond the control of the City's services, personnel, and equipment.
Staff has identified several needed repairs due to this natural disaster, various damages including the block wall, concrete curb, the railing in the pool pump pit, and the concrete panels located in the walkway outside of the building. With over 5,000 anticipated visits during summer programming at this location, it is essential to hire a contractor in a timely manner to ensure the continuity of programming for families who rely on City aquatics.
Due to the high demand to expedite the needed repairs, it is imperative that the City solicit bids outside of the standard invitation to bid (ITB) process outlined in the City’s Purchasing Policy.
Typically, an ITB involves a two to three-month process before a contract is recommended for award. Section 22050 of the California Public Contract Code (Code) and the City’s Municipal 16 Packet Pg. 292
Code establish the process in which the City may enact emergency procurement steps outside of standard bidding requirements.
Section 2.40.060 of the Santa Clarita Municipal Code provides that in the event of an emergency, the City Manager has the authority to repair or replace a public facility and procure the necessary equipment, services, and supplies for emergency purposes without giving notice for bids.
The Code empowers the City Manager to proclaim the existence of a local emergency while the City Council is not in session and requires the City Council to ratify the proclamation. The City Manager, serving as the Director of Emergency Services, recognized the existence of a local emergency following the damage to City property and upon determining the broad extent of the damage. Staff recommends that the City Council ratify this decision, at which point staff will immediately begin working with contractors to complete this project and open the facility in time for summer programming. Additionally, per the Code in Section 22050, staff will continue to provide the Council with updates on the emergency action until project completion.
From a fiscal impact perspective, the City filed a property damage claim for the damage incurred and will be reimbursed for all repair costs, less the City’s $10,000 deductible.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Upon approval of the recommended actions, adequate funds will be available to support the $10,000 deductible in the Risk Claims Account 7212306-515102.
