We have the unique advantage of creating trails
and bike parks all across America, so we are on top
of trends and riding styles that inform our design
process .
Although we understand the Blue Cloud Bike Park
is a design-only assignment, we often build the
trails and bike park features we design, so we have
vast experience in understanding what is feasible,
sustainable, and right for the designated trail type .
This means design recommendations are not just
lines on paper– we know they will actually work .

Twining Valley Bike Park Conceptual Plan
Upper Dublin, PA
Avid Trails Design
Project Size: 81 Acres
Completed: 2021 (Design)
Upper Dublin’s planning and engineering firm hired us to help plan and design a 2-mile multi-use single track trail system on a former municipal golf course property that is being converted to a public park .
Working with the engineers, our team designed a fun, sustainable and progressive trail that will appeal to both bikers and hikers . It was critical to be mindful of the environment so we worked closely with the team to respond to Pennsylvania Department of Natural Resources requirements for erosion and sediment control, storm water management, sensitive environment and species avoidance and so on .
Our team also met with community members including the local NICA teams to understand their needs and wishes for the new trail . This lead to the inclusion of progressive skill building features as alternate lines throughout the 2-mile loop . Construction is slated to begin in Summer of 2022 and when completed will fill a significant void in the regions trail and MTB infrastructure . 6 Veramendi Mountain Bike Park

PREPARE A FUNCTION DIAGRAM TO
ILLUSTRATE GENERAL SITE ARRANGEMENT
Subtask:
Following the kickoff meeting between the consultant
team, City representatives and other project stakeholders, we will prepare a high-level Function Diagram (also known as a “Bubble Plan” over the existing conditions map . The purpose of the Function Diagram is to show potential site elements, to scale, as simplified forms . The plan helps us study spatial relationships among site elements and how they fit on the site, and will facilitate early conversations about the site’s programming before starting detailed
design work . Feedback from the City and project
stakeholders at this stage will be instrumental in helping guide the project’s direction .
Output:
One Function Diagram, illustrated over the existing
conditions map, at a scale appropriate to show the required level of detail . The plan will be rendered and annotated on a 24”x36” sheet, and delivered in electronic ( .pdf) format .
Task 3.4
DESIGN UP TO 15 MILES OF MOUNTAIN
BIKE-OPTIMIZED TRAILS
Sub Task:
We begin the design process by establishing high level
vision and programming goals with the client team . At
this stage, we identify and articulate trail types, degree of difficulty, desire for natural and built features, and the general tone and vibe of each trail . These goals and expectations are critical to the design of the overall trail system .
We then set up project files and synthesize the
data captured during the Preliminary Investigation
phase outlined in Task 1 . Our team works in the GIS

environment, so all available data is carefully analyzed including topo, slope, soils, vegetation, drainages,
watersheds, and other geological features . We also identify all potential constraints, including property lines, utilities, easements and ROWs . This desktop process allows us
to set the stage and understand the opportunities and
“guardrails” for proper trail planning .
Armed with geo-referenced maps and data, our team will
then conduct a thorough field study to inform us what is possible in the space . We believe the design should be an integral part of the landscape, not imposed upon it, and the land will teach us what is appropriate . During the field study, our team will capture geo-referenced photography, way-points, field observations, positive and negative
control points and more . Having explored the field and studied the data, we now begin detailed planning of trail types and alignments . Designing trail types for different rider abilities requires strict adherence to slope and
trail feature parameters . For example, when designing a beginner flow trail, we might aim for an average target grade of 5%, smaller turn radii to control speed, smooth rollers with moderate opportunities for jumps, and a
relatively smooth tread . Intermediate to advanced flow might steepen to 8% or more average running grade, with more options for tables, doubles, hip jumps, and faster, sweeping berm turns . An expert tech line might include short sections of 20% or more, with carefully-crafted
armored faces and rock gardens to minimize erosion .
While the science is critical, there is a tremendous amount of art that goes into trail design . We believe our decades of trail building and mountain bike riding experience goes a long way to delivering plenty of stoke .
We will then prepare maps with recommended trail
alignments to review with the client team, and discuss
pros, cons and options . Revisions to alignments and maps follow accordingly .
Once the conceptual trails have been approved by the
client team, we head back into the field to ground-truth all alignments . On the ground, we fine-tune routing
to maximize natural features and control points, and
minimize potential hazards and erosion . This step
includes geo-referencing the final proposed alignment in the field, and properly flagging of trail routes for future construction .
In our humble opinion, the trail planning required for
Blue Cloud Bike Park cannot be accomplished with only
a computer or high level site visit . Every trail needs to be carefully considered in the field by a qualified trail designer who understands not only what riders and users desire but what it takes to construct modern, sustainable natural surface trails . As members of the Professional Trail Builders Association with hundreds of miles of
trail construction under our belts and multiple licensed landscape architects on staff we feel our firm is uniquely qualified for the assignment .
Output:
Our trail design philosophy focuses on two essential
elements: (1) properly shedding water so trails are
sustainable and long lasting, and (2) providing maximum fun for the rider .
Avid Trails has significant experience designing natural surface trail systems, and particularly bike-optimized
trails . Although we understand the Blue Cloud Bike Park is a design-only assignment, we often build the trails we design, so we have unique experience in understanding
what is feasible, sustainable, and right for the designated trail type . This means alignment recommendations are not just lines on a map– we know they will actually work .
As referenced in the task section above, our output at
this stage will be revised ground-truthed trail alignments that are feasible to construct in a sustainable manner
that meets project/user goals . These alignments will
be delivered in PDF and GIS formats with appropriate
flagging in the field .
All drawings shall be created using AutoCAD and an
electronic copy of all drawings shall be submitted to the City in .dwg, .pdf, and .shp formats .
Task 3.5
DESIGN OF A DIRT JUMP COURSE
WITH WOOD RAMPS
Sub-Task:
After confirming the viability of the suggested dirt jump course location, our team will begin inventorying what dirt jump spots exist currently in the local and regional market .
This allows us to understand what gaps exist in the market for skill level, trail style, build quality, accessibility and so on . Concurrently we will work with expert consultant Ryan Howard (or comparable pro-level rider consultant)
to gather pro-rider level input on the dirt jump course program . From there our design team will generate a
layout and proposed lines for the dirt jump area including all appropriate skill levels and jump styles . This will include locating and specifying wood/metal ramps as a
component of the course .
Output:
This task will result in a PDF enlargement of the
proposed dirt jump course for review by the client and
key stakeholders . GIS or CAD based plans will also be
available at this stage .
All drawings shall be created using AutoCAD and an
electronic copy of all drawings shall be submitted to the City in .dwg, .pdf, and .shp formats .
Task 3.6
DESIGN OF BEGINNER AND EXPERT
ASPHALT PUMP TRACKS
Sub-task:
Our team will begin by assessing the City’s proposed
asphalt pump track locations to determine if this program element fits properly in that area . Once a final location is determined we will development overall footprints
for the two tracks based on site conditions then begin
developing schematic design concepts for review with
the City and key stakeholders . Our team along with Ryan Howard (or comparable pro-level rider consultant) will
work to develop pump track concepts that create a unique and memorable experience . We will look closely at track Spanish Peaks Summer Trail Planning

This map shows Avid’s design for potential bike trails for Spanish Peaks, a mountain community in Big Sky, MT. 14 layout, track style and integration of unique features that separate the Santa Clarita track from many of the generic tracks being constructed currently . Drainage, landscape and irrigation considerations will be made during this
phase . While asphalt is specified at the time of this RFP, we would work with our engineering partners to understand
if concrete is a better alternative given local soils, weather and so forth . A final surfacing recommendation and
complete specifications will be generated following
concept approval by the City .
It should be noted that proper pump track design
demands a thorough understanding of field-proven
specifications including turn radii, berm heights and
angles, roller heights and spacing, and the complex
geometry of compound intersections and ride line options .
Our team has many years experience designing and
building asphalt pump tracks all over the country, and we bring this particular knowledge to the process .
Output:
Detailed plans illustrating track layouts, start mounds, track features, berms, grading, infield drainage, and
finished landscaping will be prepared and integrated
into the overall plan set . Required fencing and pedestrian connections will also be shown . Construction details for the pump tracks will be provided on separate detail sheets .
All drawings shall be created using AutoCAD and an
electronic copy of all drawings shall be submitted to the City in .dwg, .pdf, and .shp formats .
Task 3.7
DESIGN OF 100 SPACE PARKING LOT
FOR HASKELL
Subtask:
In coordination with the road and site design, we will lay out a primitive parking area at the appropriate dimensions to accommodate approximately 100 vehicles on the
Haskell Road side of the site . We assume the parking area will be at or close to existing grade, and will not require retaining walls or substantial cut into the existing grade .
The parking area will be graded to sheet-flow runoff to adjacent landscape areas . Four Accessible parking spaces will be located and appropriately detailed, including
required signage and striping .
Output:
The parking lot layout and details will be integrated into the overall site plans and delivered at the appropriate detail for each of the required progress submissions .
Task 3.8
DESIGN OF 40 SPACE PARKING LOT FOR
BLUE CLOUD
Subtask:
In coordination with the road and site design, we will lay out a primitive parking area at the appropriate dimensions to accommodate approximately 40 vehicles on the Blue
Cloud Road side of the site . We assume the parking area will be at or close to existing grade, and will not require retaining walls or substantial cut into the existing grade .
The parking area will be graded to sheet-flow runoff to adjacent landscape areas . Two Accessible parking spaces will be located and appropriately detailed, including
required signage and striping .

Project Management: For project management, our team establishes and follows a critical path schedule as shown on the previous page . In the initial engagement process, we identify key milestones with the design team and the City, then use those task durations and important dates to create the project workflow schedule . This is typically done in either SmartSheet or Microsoft Project . We are proficient with either system .
Meetings: Monthly or bi-weekly meetings will be scheduled with the City team for project updates and creative presentations . Agendas will be distributed in advance of meetings, and minutes from meetings will be distributed after each meeting . These meetings will typically held via Zoom, and our preference would be to make significant creative presentations in person at City offices Internally, the prime and sub-consultant teams will meet daily, weekly and bi-weekly as needed to make sure all tasks are on schedule .
File Sharing: A secure team file sharing system will be established, and all agendas, minutes, and deliverables will be made available to City and consultant teams .

SUMMARY OF CONTRACTUAL REQUIRMENTS
1. A contract is required for any service performed on behalf of the City of Santa Clarita (City).
2. By submitting a proposal, you have reviewed the sample contract documents contained within this request for proposals and agree to be bound by the requirements set forth.
3. Questions and requests for modification of these terms must be negotiated and approved prior to proposal submission and are at the full discretion of the City.
SUMMARY OF INDEMNITY AND INSURANCE REQUIREMENTS
1. These are the Indemnity and Insurance Requirements for Contractors providing services or supplies to City of Santa Clarita (City). By agreeing to perform the work or submitting a proposal, you verify that you comply with and agree to be bound by these requirements. If any additional Contract documents are executed, the actual Indemnity language and Insurance Requirements may include additional provisions as deemed appropriate by City’s Purchasing Agent.
2. You should check with your Insurance advisors to v erify compliance and determine if additional coverage or limits may be needed to adequately insure your obligations under this agreement. These are the minimum required and do not in any way represent or imply that such coverage is sufficient to adequately cover the Contractor’s liability under this agreement. The full coverage and limits afforded under Contractor’s policies of Insurance shall be available to Buyer and these Insurance Requirements shall not in any way act to reduce coverage that is broader or includes higher limits than those required.
The Insurance obligations under this agreement shall be: 1—all the Insurance coverage and limits carried by or available to the Contractor; or 2 —the minimum Insurance requirements shown in this agreement, whichever is greater. Any insurance proceeds in excess of the specified minimum limits and coverage required, which are applicable to a given loss, shall be available to City.
3. Contractor shall furnish the City with original Certificates of Insurance including all required amendatory endorsements and a copy of the Declarations and Endorsement Page of the CGL policy listing all policy endorsements to City before work begins. City reserves the right to require full- certified copies of all Insurance coverage and endorsements.
I. INDEMNIFICATION:
To the fullest extent permitted by law, including without limitation Civil Code sections 2782 and 2782.8, CONSULTANT shall defend (with legal counsel reasonably acceptable to CITY), indemnify and hold harmless CITY and its officers, agents, departments, officials, representatives and employees (collectively “Indemnitees”) from and against any and all claims, loss, cost, damage, injury (including, without limitation, economic harm, injury to or death of an employee of CON SULTANT or its subconsultants),
expense and liability of every kind, nature and description that arise from or relate to (including, without limitation, incidental and consequential damages, court costs, attorneys’ fees, litigation expenses and fees of expert consultants or expert witnesses incurred in connection therewith and costs of investigation) that arise from or relate to, directly or indirectly, in whole or in part, from: (1) any negligent act or omission of CONSULTANT, any subconsultant, anyone directly or indirectly employed by them, or anyone that they control; (2) any actual or alleged infringement of the patent rights, copyright, trade secret, trade name, trademark, service mark or any other intellectual or proprietary right of any person or pe rsons in consequence of the use by CITY, or any other Indemnitee, of articles or Services to be supplied in the performance of this Agreement; or (3) any breach of this Agreement (collectively “Liabilities”). Such obligations to defend, hold harmless and indemnify any Indemnitee shall not apply to the extent such Liabilities are caused by the sole or active negligence or willful misconduct of such Indemnitee, but shall apply to all other Liabilities.
The foregoing indemnification provisions will not reduce or affect other rights or obligations which would otherwise exist in favor of the CITY and other Indemnitees.
CONSULTANT shall place in its subconsulting agreements and cause its subconsultants to agree to indemnities and insurance obligations in favor of CITY and other Indemnitees in the exact form and substance of those contained in this Agreement.
II. INSURANCE
(A) Before commencing performance under this Agreement, and at all other times this Agreement is effective, CONSULTANT will procure and maintain the following types of insurance with coverage limits complying, at a minimum, with the limits set forth below:
Type of Insurance Limits
Commercial general liability: $1,000,000/$2,000,000 aggregate Professional liability $1,000,000
Business automobile liability $1,000,000
Workers compensation Statutory requirement
(i) Commercial general liability insurance will meet or exceed the requirements of ISO-CGL Form No. CG 00 01 11 85 or 88. The amount of insurance set forth above will be a combin ed single limit per occurrence for bodily injury, personal injury, and property damage for the policy coverage.
Automobile coverage will be written on ISO Business Auto Coverage Form CA 00 01 06 92, including symbol 1 (Any Auto). Liability policies will be endorsed to name CITY, its officials, and employees as “additional insureds” under said insurance coverage and to state that such insurance will be deemed “primary” such that any other insurance that may be carried by CITY will be excess thereto. Such endorsement must be reflected on ISO Form No. CG 20 10 11 85 or 88, or equivalent. Such insurance will be on an “occurrence,” not a “claims made,” basis and will not be cancelable or subject to reduction except upon thirty (30) days prior written notice to CITY. (ii) Professional liability coverage will be on an “occurrence basis” if such coverage is available, or on a “claims made” basis if not available. When coverage is provided on a “claims made basis,” CONSULTANT will continue to renew the insurance for a period of at least three (3) years after this Agreement expires or is terminated. Such insurance will have the same coverage and limits as the policy 27 that was in effect during the term of this Agreement, and will cover CONSULTANT for all claims made by CITY arising out of any errors or omissions of CONSULTANT, or its officers, employees or agents during the time this Agreement was in effect.
CONSULTANT will furnish to CITY duly authenticated Certificates of Insurance evidencing maintenance of the insurance required under this Agreement, including endorsements, and such other evidence of insurance or copies of policies as may be reasonably required by CITY from time to time.
Insurance must be placed with California- admitted insurers with (other than worke rs compensation) a current A.M. Best Company Rating of at least “A:VII.”
Waiver of Subrogation: The insurer(s) agree to waive all rights of subrogation against CITY, its elected or appointed officers, officials, agents, volunteers and employees for losses paid under the terms of the workers compensation policy which arise from work performed by CONSULTANT for CITY.
Should CONSULTANT, for any reason, fail to obtain and maintain the insurance required by this Agreement, CITY may obtain such coverage at CONSUL TANT’s expense and deduct the cost of such insurance from payments due to CONSULTANT under this Agreement or terminate pursuant to TERMINATION section. In the alternative, should CONSULTANT fail to meet any of the insurance requirements under this Agreement, City may terminate this Agreement immediately with no penalty.
Should CONSULTANT’S insurance required by this Agreement be cancelled at any point prior to expiration of the policy, CONSULTANT must notify City within 24 hours of receipt of notice of cancellation.
Furthermore, CONSULTANT must obtain replacement coverage that meets all contractual requirements within 10 days of the prior insurer’s issuance of notice of cancellation. CONSULTANT must ensure that there is no lapse in coverage.
The CITY shall be entitled to any coverage in excess of the minimums required herein.
I have read and understand the above requirements and agree to be bound by them for any work performed for the City.

PROPOSAL # PPOS-22-23-P0020B
Q4) What level does the City require the BMX bike track to be designed? A4) The City requires a cost estimate for a USA BMX certificated, sanctioned race track.
Q5) Is the current Santa Clarita Sports Complex Park not sanctioned for BMX park? A5) Correct, it is not sanctioned.
Q6) Is the design process limited to the trail system itself or is the design for parking lots, bathrooms, etc. included in the $95,000 estimate?
A6) Yes, this will be included – see estimate breakdown attached to this addendum.
Q7) Can you clarify if the design topography is required in this RFP? A7) Yes, the City will need design level topography.
Q8) Is the design topography detail needed for the entire park for trail alignments? A8) Yes, this will be needed.
Q9) In regards to public input, how did you arrive at the design parameters for this project? A9) There will be two public meetings to allow the community to choose between different options of design elements.
Q10) Also in regards to public participation, does this mean we should plan a design A and B for public input?
A10) The City is looking for design elements to show to the public, not quite the trail itself, but the elements of the trails.
Q11) For the trails, are you expecting a mini excavator and do you have an anticipated trail path? A11) The trail path shouldn’t be anything too elaborate, but the proposal should include design for trail paths that will be created by a mini excavator.
Q12) How are the funds for this project being paid?
A12) General Fund.
Q13) Is the consultant responsible for obtaining permits? A13) The City will obtain the permits for the selected consultant.
Q14) Will design happen prior to CEQA completion?
A14) CEQA will be happening simultaneously during design, but will be completed before construction.
Q15) Are we allowed to visit the site of Blue Cloud Park? A15) Yes, you can visit the site. The City has provided clearance for visitors from dawn to dusk. See attached picture included in this addendum. Visitor cars will need to be parked near the green gate shown in the picture and walk to the site from there.

Q16) Does the City anticipate this space being used as a NICA venue? A16) Yes, the City plans on using the park for events, practices, and as an active venue space.
Q17) Are we to include the trails as a part of our proposal? A17) Yes, include preliminary illustratives.
Q18) Is it a requirement to subcontract the City’s preferred subconsultant mentioned in the Scope of Work, or does the City just recommend collaboration?
A18) It is the City’s preference, but we are open to other consultants that are equivalent.
Q19) Do we need to consider Ryan Howard’s fees within our proposal? A19) Not Ryan Howard’s fees specifically, but the City would like to see a portion dedicated to a subconsultant that possesses similar expertise.
Q20) What level of construction document detail is the City expecting for the trail themselves? A20) The City is not looking for full engineering on the construction, but rather a design that is sustainable.
Q21) Are you open to the trail drawings on topography maps? A21) Yes, that’s fine.
Q22) The design team will not be contracted to build it, is that policy? A22) Yes, the selected consultant for this RFP will be utilized to design Blue Cloud Park, but cannot participate in the bid for construction due to conflict of interest concerns.
Q23) What’s the reasoning for not contracting out for design-build? A23) The City attempted to solicit proposals for this project using the design-build approach in October 2022, but did not receive any proposals. Due to this fact, we are contracting the design and construction separately.
Q24) Can you provide the contact information for Ryan Howard? A24) Yes, please see Section III, “Trek Bikes Representative”, within this addendum for the contact information.
Q25) Does the $100,000 design estimate include surveying? A25) Yes.
Q26) How critical is it that you get hard copy proposal submissions? A26) The City will be removing the hard copy submission requirement for this RFP. See Section II: “Hard Copy Proposal Submission Requirement”.
