PART I – TECHNICAL PROPOSAL

SECTION 2
Project Analysis
The City has solicited proposals from professional consulting firms for the purpose of providi ng plan review, inspection, permit and/or related services to the Building and Safety Division on an “as-needed” basis to ensure that all new construction within the City of Santa Clarita complies with all State and codes, ordinances and regulations pertaining to new construction. Our proposal is bein g submitted to provide all of these services as outlined in the RFP. We do not propose the use of any subcontractors.

Having served public agencies for nearly 20 years, including nearly 7 years at the City of Santa Clarita, Interwest
understands the issues that the City of Santa Clarita is facing.

During periods of high construction activity, it can be difficult to maintain adequate levels of qualified staff to ensure that projects are completed on time and in compliance with all relevant codes and regulations. We also know that superior customer service is of primary im portance to the City and that adherence to agreed-upon timeframes and budgets is a major concern.

Since 2014, Interwest has consistently been able to provide the City of Santa Clarita with timely off-site plan review services and in-house plan review and inspection staff augmentation, which other consultants had been unable to provide. In a ddition, during the past 7 years, Interwest has been able to provide an in-house Assistant Building Official and Permit Specialist on a full-time basis, giving the City of Santa Clarita additional seasoned senior staff to help assist with an increased workload, as well as to help mentor City employees.

Interwest staff is comprised of licensed professionals who are extremely comfortable with all applicable State and local codes, ordinances and regulation s governing new construction. We understand the importance of delivering all work products on time, within budget, and in alignment with the expectations of the City, your clients and the development community. Our proposed team’s expertise spans decades and disciplines to ensure that all stan dards will be satisfied. Their direct experience in municipalities has prepared them for effective inte rface with the public, assuring a responsive and productive level of customer service at all times.

Furthermore, Interwest is committed to adjusting serv ice levels to maintain adequate staffing on a case-by-case basis, whether the City’s needs range from one person to a whole team. As work levels fluctuate, our staff will stand ready to provide both on-site and off-site services as required at the City’s discretion.

Plan reviews, when not immediately approved, will result in lists of comments referring to specific details and drawings, and referencing applicable code sections. Interwest will provide a clear, concise and thorough plan review correction letter, including a list of necessary corrections, from which clients, designers, contractors and owners can work.

At the completion of each review cycle, Interwest will provide a clear, concise plan review letter indicating all discrepancies noted during the plan review. The specific locations and code references of the noted discrepancies will be incorporated in the plan review letters. Plan review letters will be completed in a format requested by the City. After ea ch plan review cycle, an electronic copy of the completed plan review letter will be distributed to the applicant, and copied to the City.

After all plan review issues have been resolved, Interwest will provide an approval letter along with two copies of the reviewed construction documents to the City. This letter will specify the following information:
 Project Address and Location
 Plan Review Status as Approvable
 The City of Santa Clarita’s Permit Number
 Interwest Consulting Group’s Project Number
 A list of all documents returned to the City of Santa Clarita

PART I – TECHNICAL PROPOSAL

The final letter will document all red-marked revisi ons made to the documents by our staff and will specify any and all conditions of approval that need to be completed by the applicant prior to final approval and permit issuance by the City.

On-Site Consultant Servic es & Meeting Attendance
Interwest Consulting Group has a full-time staff of experienced plan reviewers and licensed architects, structural and civil engineers available to perform on-site plan review. We understand the City may require the services of an onsite plan reviewer from time to time. Also, many of our inspection personnel are cross-trained and skilled in performing both fr ont counter and inspection duties as a potential added cost-savings to the City.

In addition, staff is available for pre-construction or pre-design meetings, field visits, contacts with the design team, and support for field inspection personnel as needed. With some reasonable limitations, pre-construction and pre-design meetings associated with projects that we plan review are considered part of the plan review service.

Electronic Plan Check Services
Interwest currently provides electronic plan review services for multiple jurisdictions throughout California. Many jurisdictions are seeing the benefits of electronic plan revi ew, especially for large, complex projects. Electronic plan review services deliver many benefits to cities, including substantially improved turnaround times; secured accessibility to documents; and reduced paper storage.

While we are experienced and able to work with many different platforms for electronic plan review, our preferred system is Bluebeam, an industry-leading software used by many
jurisdictions, design teams and contractors to review and annotate construction documents. We have worked with multiple clients to purchase and deploy Bluebeam software to each user, preparing jurisdiction-specific stamps and tools used in the plan review process, and ongoing training on the use of the software.

Additionally, we have set up electronic submittal sy stems based on Citrix ShareFile, allowing permit applicants to submit their construction documents remotely. This functionality has enabled our clients to continue providing services during a time when COVID-19 put a halt to many municipal functions.

Plan Review Tracking Me thod & Billing Process
We will create and maintain a Jurisdiction File which contains our research on any unique amendments or specifications required by your jurisdiction, billing arrangements, contact information and any special requests you would like us to keep in mi nd. Interwest uses a custom-designed database to maintain and track all plans throughout the review process from the moment you request a shipment to delivery of the final, approved documents. Interwest will furnish assigned personnel with all materials, resources and training necessary to conduc t plan reviews, including a current copy of the applicable City amendments, policies, procedures and forms.

Our company emphasizes superior customer service to all of our employees. We take an out-of-the-box approach to performing our duties, always willing to meet with clients for pre-design meetings, pre- submittal meetings or as needed to resolve complex code related plan check issues in the most efficient manner possible. In addition, the staff at Interwes t brings a can-do attitude to their work—always focused on efficient plan check processes and successful project outcomes.

Interwest’s engineers, architects, plans examiners, inspectors and permit technicians understand the importance of providing superior customer servic e to applicants, contractors and designers. Our philosophy is to provide our services in a professional, courteous and collaborative manner. We encourage our staff to work as part of the project team to ensure successful project outcomes.

Special Projects
Interwest Consulting Group is able to accommodate special project plan check needs such as fast-track, multi-phased, or accelerated plan checks. We es tablish project specific turn-around goals and procedures with jurisdiction staff for these types of projects based on the complexity of the projects as well as the construction schedule.

Interwest’s staff of engineers and plans examiners will work with the City as well as with applicants and designers to resolve all plan check issues. Our staff will deal directly with applicants and their designers during the plan check process to resolve all issues. Interwest will furnish assigned personnel with all materials, resources and training necessary to conduct plan checks, including a current copy of the applicable City amendments, policies, procedures and forms.

BUILDING INSPECTION
Integration with City Staff and Departments
As municipal consultants to many jurisdictions, Interwest staff is highly adaptive to all processes and procedures and quickly and seamlessly assimilates to your specialized requirements. All personnel are cross-trained in municipal operations to successf ully bridge across departments and are accustomed to partnering, assisting, and coordinating with Pl anning, Public Works, Code Enforcement and other vital City staff and departments.

Inspection Schedule
Interwest Consulting Group inspectors are familiar with a multitude of jurisdictional scheduling and tracking systems and can quickly adapt to City requirements. Inspectors will provide inspections for all inspection requests received. Emergency inspections (usually requests that pertain to a serious or urgent life/safety issue) can be provided as they ar e needed; nights, weekends and holidays. Many of our inspectors are also available to serve at the public counter when needed.

Interwest Consulting Group provides all necessary tools and equipment necessary for inspectors to carry out duties.

Alternative Proposals
Interwest does not propose any alternative proposal s at this time. We are open and amenable to discussing and implementing mutually agreeable alternative approaches with the City.

Finally, Interwest Consulting Group does not have any potential confli cting financial, business or relationship interests which would be adverse to the City of Santa Clarita.
