CALL TO ORDER
Mayor Gibbs called the Special Meeting to order at 5:00 p.m.
ROLL CALL
All Councilmembers were present.
PUBLIC PARTICIPATION FOR AGENDIZED ITEMS
Addressing the Council were Tony Maldonado, Elaine (no last name provided), and Diane Zimmerman regarding the first matter; and Douglas Frasier regarding the second matter.
CLOSED SESSION
Joseph Montes, City Attorney, announced that the anticipated litigation matter does not involve manufactured housing, and advised of the need to conduct a Closed Session for the purpose of holding a:

CONFERENCE WITH LEGAL COUNSEL - ANTICIPATED LITIGATION
Initiation of litigation pursuant to Government Code Section 54956.9(d)(4) - one matter
RECESS TO CLOSED SESSION - TO BE HELD IN THE CARL BOYER ROOM Mayor Gibbs recessed the meeting to Closed Session at 5:05 p.m.
RECONVENE TO OPEN SESSION
Mayor Gibbs reconvened the meeting to Open Session at 6:02 p.m.
CITY ATTORNEY ANNOUNCEMENT
City Attorney Joseph Montes announced that the City Council unanimously authorized the filing of a complaint, but that the causes of action and identity of defendants will not be disclosed at this time pursuant to Government Code Section 54957.

Mayor Gibbs adjourned the Special Meeting at 6:02 p.m.
