BACKGROUND
The City of Santa Clarita (City) Parks Division is responsible for maintaining 37 park sites, inclusive of 17 sports fields and 13 ballfields that must be mowed weekly to meet the demand and expectations of users.
Currently, the Parks Division (Parks) has an inventory of two large reel-type mowers utilized throughout various City parks, maintaining over 40 acres of sports turf weekly. It is anticipated that by December 2023, the City will begin to oversee Skyline Park (Skyline) operations and the Central Park Buildout (Central Park), totaling roughly 437 acres. With the addition of five sports fields, approximately seven acres of sports turf at Skyline and eight acres of sports turf at Central Park, the additional mower is needed to maintain the current level of service.
On July 11, 1995, the City Council approved "piggyback" purchasing, allowing the City to place orders against a competitively awarded public agency contract. Sourcewell's contract with John Deere (contract #031121-DAC) was competitively solicited through a nationwide bid process, was awarded on April 30, 2021, and is valid through April 30, 2025.
After performing a cost analysis and reviewing commercial list pricing for comparable equipment from other sources, it has been determined that the Sourcewell cooperative purchasing contract with John Deere provides competitive pricing, quality service, and the best value to the City. Additionally, the mower is discounted at 24 percent from Sourcewell, and no local vendors offer this equipment on a cooperative purchasing contract. Staff recommends awarding a contract to John Deere for a total contract amount not to exceed $106,407.
ALTERNATIVE ACTION
Other actions as determined by the City Council.
FISCAL IMPACT
Adequate funds are available in equipment account 3677303-52102 (Areawide Fund) to support the recommended action.
